RESOLUTION NO. 2132 WHEREAS the Grady Way Bridge is located partially within the Cities. of .Tukwila and Renton, respectiuely,: ..and. therefore the responsibility of both municipalities, and. WHEREAS 'there is a concern over the condition of said existingstructure especially as toits life span and load capacity, and WHEREAS it has heretofore been determined that said bridge structure is eligible for funding from outside sources, to-wit: the Federal Highway Special .Bridge Replacement Program, and WHEREAS it is in the best interest of the City of Renton to apply, jointly with the City of Tukwila, for such funding and to enter into appropriate interlocal governmental agreements with the City of Tukwila, NOW THEREFORE BE IT RESOLVED BY. THE CITY COUNCIL OF THE CITY OF ' RENT.ON, WASHINGTON, AS FOLLOWS : SECTION I : The above recitals and findings are hereby found to be true in all respects . SECTION II: The Mayor and City Clerk are hereby authorized and directed to take all necessary steps to apply for and process , funding under the Federal Highway Special Bridge Replacement Program and to secure a sufficient grant therefor to cover preliminary engineering, including preparation of the necessary plans and specifications . In addition thereto, the Mayor and City Clerk are authorized to enter into an appropriateinterlocal governmental agreement with the City of Tukwila covering the respective financial obligations of eachof the Cities as more particularly .set forthin that certain letter dated August 15 , 197.7 by the City of Renton Public Works Director, a copy thereof being attached hereto and made a part hereof. -1- + wp PASSED BY THE CITY COUNCIL this22nd day :of August,. 197.7 . Delaurenti Members of the City Council Re : SW Grady Way Bridge Replacement Project Dear Mayor Delaurenti and Council Members : We have been notified by the State Highway Department that the SW Grady Way Bridge is eligible for funding through the Federal Highway Special Bridge Replacement Program. At this time we have been authorized to proceed with the submittal of a project prospectus which would provide 75 percent Federal funding participation for preparation of the plans , specifications , and cost estimate . Subsequent authorization of construction funding will be dependent upon the amount of money available in the Federal program. Since a portion of the bridge structure is located in the City of Tukwila, we have coordinated with Tukwila' s Public Works Director to initiate an inter-city agreement covering the joint application for preliminary engineering funds and the joint preparation of the plans , specifications , and cost estimate . Based on there being 740 feet of the bridge structure in Renton and 660 feet in Tukwila, we proposed that the pro- rated sharing of the 25 percent local matching costs should be 53 percent by Renton and 47 percent by Tukwila. The approximate preliminary engineering costs involved are $125 ,550 . 00 , which would be funded as shown below: Federal Grant (75 Percent) $94 , 163 . 00 Local Match (25 Percent) $31 ,387 . 00 Renton's Share $16 ,635 .00 Tukwila' s Share $14 , 752 . 00 1 • , Mayor Charles J. Delaurenti Members of the City Council Page 2 August 15 , 1977 Tukwila City Council has passed Resolution No . 596 (copy attached) authorizing Mayor Bauch to execute an inter-local agreement with Renton for the preliminary engineering phase of this project . It is our recommendation that the Renton City Council authorize the preparation and execution of the inter- local agreement and also authorize the Public Works Department to proceed with the grant application process and accomplish the preliminary engineering. WHEREAS, the Grady Way Bridge is the responsibility of both the City of Tukwila and the City of Renton, and WHEREAS, concern has been raised over this structure and its life span, and WHEREAS, it has been determined that the Grady Way Bridge is eligible for funding; NOW, THEREFORE, the City Council of the City of Tukwila, Washington, does resolve as follows : The Mayor is hereby authorized to execute an inter- local agreement with the City of Renton to apply for a grant to cover preliminary engineering for replacement of the Grady Way Bridge.
