E � WHEREAS i,t has been and is now the policy of the City of r ' Renton to act�,vely promote and afford equal treatment and service to � all of its citizens and to lil�wise assure equal em�loyment opportunity based on ability and fitness to all persons xegardless of race , creed, color, national oxigi.n, sex, physical handicaps , or age , and I WHEREAS the Office of the Mayor of the City of Renton has heretofore prepared and promulga-�ed a certain "Fair Practi.ces Policy` of the City of Renton" together with an "Affirmative Action Program" to ' implement such "Fair Practices Policy" and WHEREAS it is deemed advisable and proper to ratify and confirm, by means of this Resolution, such policies , i�OL3 '�HEREFORE BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON , AS FOLLOWS : S.ECTIQN I : The above recitals and findings are hereby found to be true and correct in all respects . SECTION II: The City Counci.l of the City of Renton hereby ratifies and confirms the "Fair Practices Policy of the City of Renton" as prepared by the Office of the Mayor, and a copy of said Policy being attached hereto and incorporated herein as if fully set forth, together with that certain "Affirmative Action Program" which is likewise attached hereto, as an Exhibit , and incorpo�ated herein as if fully set fQ.th. Copies of said Policy and Program shall be duly di.stributed to all interested citizens and copies a��summaries thereof shall likewise be_�made available to all contractorsj suppliers and others doing business with the City of Renton. I805 ��TF� SEP����� �' ' The policy of the City of Renton is to promote and afford equal treatment and service to a11 citizens and assure equal employment opportunity based on abiZity and fitness to a11 persons regard.less of race, creed , color , � national origin , sex , physical handicaps or age . This policy sha11 apply I to every. aspect of employment practices , employee treatment and public ' contract . ' In keeping with this principle the following guidelines are established ; and shall be the governing policy for a11 departments of the City of Ren ton . � � t Z . EMPLOYMENT - Recruiting, hiring and appointment practices shall be � corn�,ucted so1e1� on the basis of ability and fitness without regard to • race, color, creed, nationaZ origin , sex, physical handicap or age . � � 2 . PROMOTION - Promotion , downgradinq, layoff, discharge and inter- ; departmental transfer sha11 be dependent on individual performance and � work force needs without reqard to race, color, creed, national origin , � sex, physical handicap or age , and , whenever applicable, in agreement � with Washington State CcunciZ of County and City Employees, and in com- " , pZiance with governinq Civil Service Laws and Regulations . � � 6 3. TRAINING - A11 on-the-job traininq and city-supported educational � opportunities sha11 be administered without discrimination to encourage , the fullest development of individual interests and aptitudes . p 4. SERVICE AND EMPLOYEE CONDUCT - The City sha11 deal fairly and equit- ; ably with a1I citizens it serves and a11 persons it employs . City depart- � ments sha11 maintain the policy that no city facility sha11 be used in the furtherance of any discriminatory practice . Each official and employee ` � sha11 be responsible to •�arry out the intent and provisions of this poZicy . ' � 5. COOPERATION WITH HUMAN RIGHT5 ORGANIZATIONS - The City shaZl cooper- ; ate to the fullest extent possible with aZl organizations and commissions ' concerned with fair practices and equal opportunity employment . Such organizations include , but are not Iimited to, the State Human Riqhts Com- , mission ,. the Seattle Human Rights Commission , Seattle Womens ' Commission s and the Seattle Technical Advisory Committee on Aging. 3 f 6 . AFFIRMATIVE ACTION PROGRAM - To facilitate equitable representation within the city work force and assure equaZ employment opportunity of � minorities and women in City Government , an Affirmative Action Program shaZ1 be initiated and maintained b� the City of Renton . It shall be the y responsibility and duty of all City Of_ficials and Department Heads to carry out the poZicies , guidelines and corrective measures as set forth , by this program . , � 7. CONTRACTORS ' OBLIGATION - Contractors , subcontractors and suppliers conducting business with the City of Rentori sha11 affirm and subscribe to ' the Fair Practices and Non-Discriminaiion policies set forth t��erein . 8 .
