CITY OF RENTON, WASHINGTON ORDINANCE NO. 4 7 3 8_ AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, ADOPTING THE 1998 EMERGENCY AMENDMENTS TO THE CITY'S COMPREHENSIVE PLAN, MAPS AND DATA IN CONJUNCTION THEREWITH, INCLUDING AMENDMENTS TO THE LAND USE ELEMENT POLICIES PERTAINING TO POTENTIAL ANNEXATION AREAS (PAA), AND THE LAND USE AND PAA DESIGNATIONS FOR THE WEST HILL AREA. WHEREAS, the City Council of the City of Renton has heretofore adopted and filed a "Comprehensive Plan" and the City Council of Renton has implemented and amended said "Comprehensive Plan" from time to time, together with the adoption of various codes, reports and records; and WHEREAS, the City Council of the City of Renton has adopted a resolution declaring an emergency in order to consider amendments to the Comprehensive Plan relating to the Land Use Element and amendments to the Land Use Map relating to the Potential Annexation Area consisting I'I of the West Hill; and I WHEREAS, the City has held public hearings on this matter; and WHEREAS, the City Council has duly determined after consideration of the testimony and evidence before it that it is advisable and appropriate to amend and modify the City's "Comprehensive Plan"; and WHEREAS, such modification and elements for the "Comprehensive Plan" being in the best � interest and for the public benefit; j NOW, THEREFORE, THE CITY COLTNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. The above findings and recitals are found to be true and conect in all respects. � 1 ORDINANCE NO. 4�3 8 SECTION II. The "Comprehensive Plan;" maps, data and reports in sup�rt of the "Comprehensive Plan" are hereby modified, amended and adopted as said "Comprehensive Plan" consisting of the following elements: Land Use, Land Use Map, Housing, Utilities, Transportation, Capital Facilities, Downtown, Economic Development and Environment, as shown on the attached Exhibit A, Land Use Element Policies and Te�, E�ibit B, Land Use Map, and E�ibit C, Glossary, incorporated herein as if fully set forth. SECTION III. The Economic Development, Neighborhoods and Strategic Planning Administrator is hereby authorized and directed to make the necessary changes on said City's � "Comprehensive Plan" and the maps in conjunction therewith to evidence the aforementioned 1998 emergency amendments. SECTION IV. The City Clerk is authorized and directed to file this ordinance as provided by law, and a complete copy of said document likewise being on file with the office of the City Clerk of the City of Renton. Policies not listed remain unchanged. Policy LU-378. The City should encourage annexation of all territory within its Potential Annexation Area,as depicted on the City's adopted land use map. Policy LU 378.1 Repealed Policy LU-380. 'The immediate areas for annexation to the City of Renton should include the territory contiguous with boundaries of the City such as: a. peninsulas and islands of unincorporated land; b. neighborhoods where municipal services have been extended; c. vacant lands subject to development pressure; d. developed areas where urban services are needed to correct degradation of natural resources; e. lands which are available for urbanization under county comprehensive plan,zoning, and subdivision regulations; and f. aquifer recharge areas. Discussion: The Urban Growth Area defines the area within which urban level of development will occur. The Potential Annexation Area indicates an area within which people have an opportunity to annex to the City of Renton. Given a number of factors such as topography, e�isting and planned land uses o ulation rscal concerns trans ortation s stems sewer and water utilities overnmental � PP � .f P Y � g services, and community values, the Potential Annexation Area may eventually become a part of Renton. The Potential Annexation Area establishes the geographic limits of future annexation actions. Just because a proposed annexation is located within the annexation area, however, does not guarantee its approval. Any annexation proposal is subject to the appropriate review and approval process.
