AND 3, AND 8-1-9aC ; OF CHAPTER 1, GARBAGE, AND SUBSECTION 8-4-31.C.1 OF CHAPTER 4, WATER, OF TITLE VIII (HEALTH AND SANITATION), OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" RELATING TO 1999 UTILITY RATES FOR ALL CUSTOMER CLASSES. THE CITY COUNCIL OF TI� CITY OF RENTON, WASHINGTON DO ORDAIN � AS FOLLOWS: SECTION I. Subsections 8-1-9.A, 8-1-9.B.1, 2 and 3, and 8-1-9.0 of Chapter 1, Garbage, of Title VIII (Health and Sanitation), of Ordinance No. 4260 entitled "Code of General Ordinance of the City of Renton, Washington" are hereby amended to read as follows: 8-1-9: RATES FOR SERVICES: The following schedule is hereby adopted as the charges to be paid to the City for services rendered for each category: A. Residential Customers: l. For garbage cans and/or garbage units: Mini can $ 6.00 Per month 1 can collected weekly 12.55 Per month 2 cans collected weekly 19.95 Per month 3 cans collected weekly 26.90 Per month 4 cans collected weekly 34.30 Per month 5 cans collected weekly 41.70 Per month Each additional can weekly 7.40 Per month Extra garbage, under 15 3.70 Per unit gallons Return trip charge 3.00 per trip 2. Senior and/or disabled customers who qualified under section 8-4-31.0 of I this Title for low-income rates prior to August 1, 1994, are eligible for a one dollar 1 ORDINANCE NO. 4 7 5 6 fifty cents ($1.50)fee mini-can service for a seventy-five percent (75%) subsidy, or two dollars thirty-five cents ($2.35) for a forty percent (40%) subsidy. Those senior and/or disabled customers who qualify under section 8-4-31.0 of this Title for low-income rates after August 1, 1994, are eligible for a one dollar fifty cents ($1.50) fee mini-can service for a seventy five percent (75%) subsidy, or three �I dollars fifty cents ($3.50) for a forty percent (40%) subsidy. For services other than mini-can, the rate schedule above will apply. B. Commercial Customers: 1. Garbage cans: For "garbage cans" and/or garbage units" as herein defined - three dollars ($3.00) per can per collection. The minimum monthly charge for �'� each such account shall be twelve dollars ($12.00) per month. 2. Temporary Drops: The rate for handling temporary contractor drop boxes shall be as follows: Advance Payments I 8 yard container or $ 85.20 per pickup $ 100.00 less 20 yard container 133.30 per pickup 500.00 30 yard container 164.30 per pickup 800.00 40 yard container 195.65 per pickup 1,000.00 The advance payment shown above will be required on all temporary garbage services. C. Industrial Service Customers: l. Collection of Industrial Waste and Rates: Industrial waste shall be collected by the City's collection contractor from the manufacturing establishments having such wastes. The following rates and conditions are based on annual quantities of industrial wastes of loose measure or equivalent in combination of loose and compacted waste. a. Forty (40) yard load of loose industrial waste, whether in contractor's or customer's containers, exclusive of "dumping fee" at disposal facility: $110.60 per load. 3 i ORDINANCE NO. 4 7 5 6 � b. All loose industrial waste hauled in other than contractor's or customer's forty (40) yard containers, exclusive of "dumping fee" at disposal facility: $ 5.50 per cubic yard. c. Compacted industrial waste in customer furnished containers, � exclusive of "dumping fee" at disposal facility: $143.40 per load. The above rate schedule does not include container rental for all commercial and industrial users nor the dump fees for twenty (20)yard or larger containers. ' SECTION II. Subsection 5-4-31.C.1 of Chapter 4, Water, of Title VIII (Health and Sanitation), of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: 8-4-31.C.1: Low-Income Seniors: A"low-income senior citizen" is defined as a person sixty-two (62) years of age or older who resides in a single-family dwelling that is separately metered for water usage, either as owner, purchaser, or renter, and whose total income, including that of his or her spouse or co-tenant, does not exceed the annual income thresholds for low- income rate eligibility. The annual income threshold for eligibility for low-income rate shall be adjusted each calendar year, proportionate to the increase in the local consumer price index (for urban wage earners and clerical workers), to a base of the most recent census data available for determining the median household income for Renton. Any household with a disposable income � of thirty-five percent (35%) or less of the median household income for the City of Renton will be I! eligible for a seventy-five percent (75%) rate subsidy. Any household with an annual disposable I income between thirty-five percent (35%) and fifty percent (50%) of the Renton median household income is eligible for a forty percent (40%) percent rate subsidy. For the calendar year 1999 those figures shall be fifteen thousand dollars ($15,000.00) per annum or less for a seventy 4 ORDINANCE NO. 4 7 5 6 five (75%) rate subsidy and between fifteen thousand dollars ($15,000.01) and twenty one thousand three hundred dollars ($21,300.00) for a forty percent (40%) rate subsidy for single occupancy, and for double occupancy seventeen thousand nine hundred fifty dollars ($17,950.00) I or less for a seventy five percent (75%) rate subsidy, and between seventeen thousand nine �I hundred fifty dollars ($17,950.01) and twenty four thousand two hundred fifty dollars ($24,250.00) for a forty percent (40%) rate subsidy. For households with more than two , individuals qualifying under section 8-4-31.0 of this Title, an additional two thousand nine hundred fifty dollars ($2,950.00) is added to the income threshold per qualifying individual. SECTION III. These rates shall become effective with billings computed on or after January 1 of the year the budget is adopted. SECTION IV.
