AND PROPERTY) OF ORDINANCE N0. 4260 ENTITLED "CODE OF 'GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" BY ' AMENDING THE DTVELOPMENT STANDARDS FOR DEALERSHIPS IN THE AUTOMALL IN THE COMMERCIAL ARTERIAL (CA) ZONE, AMENDING FINANCIAL INCENTIVES IN THE AUTOMALL, AND ADDING A NEW SECTION OUTLINING ADMINISTR.ATIVE PROCEDURES FOR RIGHT-OF-WAY VACATIONS IN THE AUTObIALL. THE CITY .COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS : , SECTION I. Subsections 4-31-10 .4 . F. 2 and F.4 of Chapter 31, Zoning Code, of Title IV (Building Regulations) , of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby amended to read as follaws : 2 .a: Automall Improvement Plan (Areas A and B) : All development shall coordinate with the Automall Improvement Plan adopted by Resolution No. 3182 . The Automall Improvement Plan addresses potential street vacations, right-of-way improvements, i area gateways, signage, landscaping, circulation and shared access . I ORDINANCE NO. 4 6 0 8 2 .b: Landscaping: (Area A only) I (1) A minimum of 2 . 50 of the gross site area shall be provided as on-site landscaping. This landscaping shall be consolidated and located at site entries, building fronts, or , �other visually prominent locations, as approved through Site Plan Review. (2) In the Green River Valley, an additional two percent (20) of natural landscaping shall be required for developed sites as per the Soil Conservation Service Environmental Mitigation Agreement . These areas should not be dispersed throughout a site, but should be aggregated in one portion of the property. Where possible, the required two percent (20) landscaping for adjacent properties should be contiguous . The boundaries of the Green River Valley, for purposes of this section, are generally defined as the Green River on the west, S .W. 43rd Street on the south, the base of Talbot Hill Road to the east, and the Burlington Northern railroad tracks on the north. (3) Lots which abut Lind Avenue S .W. , S .W. Grady Way and Rainier Avenue South shall provide a 15 foot wide landscape strip along street frontages . The landscape strip shall include a minimum 30 inch high berm and Red Maples (Acer rubrum) planted 25 feet on center. Unimproved portions of the right-of-way may be 2 ORDINANCE NO. 4 6 0 8 _ used in combination with abutting private property to meet the ! reguired 15 foot landscape strip width. (4) Administrative modification of landscape requirements are applicable only to the landscape standard in section 4-31-10 .4 .F. 2 .b. (3) . 2 .c: Landscaping (Area B Only) : Automobile sales developing in Area B must meet the landscapi�.zg standards in section 4-31- � 10 .4 .D. 6 . 2 .d: Wheel Stops : If frontage landscaping is relocated then permanent wheel stops or continuous curbs must be installed a minimum of two and five-tenths feet (2 .5 ' ) from sidewalks to prevent bumper overhang of sidewalks . 2 .e: Service Areas : Service areas shall not face public street frontage. 2 .f: Parking: Customer parking shall be designated and striped near entry drives and visible from public streets . Where possible, customer parking shall be combined with adjacent dealership customer parking and shared access . 2 .g: Pedestrian Access : Provide direct, clear and separate pedestrian walks from sidewalks to building entries and internally from buildings to adjacent retail properties . 3 ORDINANCE NO. 4 6 0 8 F.4 : Financial Incentives (Area A Only) : Al1 street vacation fees and compensation for the right-of-way may be waived by the City Council for developing properties in Area A when: ' a. the properties are designated to be vacated on the Automall Improvement Plan Map, b. the application for street vacation conforms to the Administrative Procedure for Right-of-Way Vacations, section 9-4- � il of the Renton City Code, and c. The uses proposed con.form to section 4-31-10 .4 . F. 1, Primary Uses Automall Exception. SECTION II. Chapter 14, `Jacations, of Title IX (Public Ways and Property) , of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended by adding a new section which reads as follows : 9-14-11: ADMINISTRATIVE PROCEDURE FOR RIGHT-OF-WAY VACATIONS : Exemption: In the Automall (Area A) , bounded by S .W. Grady Way, Rainier Avenue South, Lind Avenue S .W. and I-405, applications for vacations of right-of-way, or portions thereof, whether initiated by the City or the property owners, will follow i the normal procedure for establishing public hearings, but thereafter will be processed according to the following procedure for uses which comply with section 4-31-10 .4 F. l : 4 ORDINANCE NO. 4 6 0 8 A. Property Services completes a master appraisal for the entire Automall . B. Property Services processes all private and City initiated applications (all fees wa;:ved) for vacations . C. City staff review applications to insure that the proposal conforms to the adopted plan, and that access to individual properties is maintained and does not impede street I configuration and public safety. Comments are given to Property Services . � D. Property Services provides an appraisal reconciliation � for each application, transfer of title, and final report with recommendations . The applicant will provide legal description and map exhibits . The City Clerk provides requisite notice to adjacent property owners and interested parties . E. Planning/Building/Public Works Administrator reviews and approves final report . F. Transfer of Property Ordinance adopted by City Council . SECTION III. The following is a summary of this ordinance. SECTION I. Section I amends existing Code and establishes , requirements for landscaping, wheel stop service areas, parking, pedestrian access and financial incentives within the automall area. Section II amends the City Code for the procedures to be followed for street vacations within the automall areas . SECTION II.
