HomeMy WebLinkAboutORD 4626 I Amended by ORD 5079 CITY OF RENTON, WASHINGTON ORDINANCE NO. 4626 AN ORDINANCE OF THE CITY OF RENTON, WASIiINGTON, AbiENDING TITLE III (DEPARTMENTS) , OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAI� ORDINANCES OF THE CITY OF RENTON, WASHINGTON" BY ADDING CHAPTER 8, POLICE DEPARTbiENT. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS : SECTION I. Title III (Departments) , of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended by adding Chapter 8, Police Department, which reads as follows: CHAPTER 8 POLICE DEPARTMENT SECTION: 3-8-1 : Creation 3-8-2 : Definitions 3-8-3 : Parking Enforcement Officers - Position Created 3-8-4 : Parking Enforcement Officers - Position Classification 3-8-5 : Parking Enforcement Officers - Duties 3-8-6 : Parking Enforcement Officers - Powers 3-8-7 : Limited Commission Positions for Parking Infractions 3-8-8 : Animal Control Officer - Duties 3-8-9 : Animal Control Officer - Powers . 3-8-1. Creation. There is hereby created the Renton Police Department . The department shall be supervised by the chief of police . The chief of the police department administers the Renton Police department I and has the authority to make rules and issue orders for the proper , 1 ORDINANCE NO. 4626 functioning of the department, consistent with law, Council policy and the rules of the Civil Service Commission. 3-8-2 . Definitions . The terms, "law enforcement officer, " and "city police officer" shall �cover such regular, full-time personnel of the city , police department who have been appointed to offices, positions or ranks of the city police department which are herewith expressly created: 1 . CHIEF OF POLICE. 2 . DEPUTY CHIEF OF POLICE. 3 . COMMANDER. 4 . SERGEANT. 5 . COMMISSIONED OFFICER. The foregoing are commissioned members of the police j department . The Commission members of the police department are, and Yiave all the rights and authority conferred by law on law enforcement officers, peace officers and constables . 3-8-3 . Parking Enforcement Officers - Position Created. There is created within the police department of the city a position designated as parking enforcement officer. 3-8-4 . Parking Enforcement Officers - Position Classification. 2 4626 ORDINANCE N0. The person filling the position of parking enforcement officer I shall not be deemed to be a law enforcement officer as that term is I I , , used in the law enforcement officers and firefighters retirement system, nor shall the position be a classified position with the civil service system of the city. 3-8-5 . Parking Enforcement Officers - Duties . The duties of the parking enforcement officer shall be as follows : patrol assigned areas of the city to detect violations of the city' s parking regulations, issue citations to violators of parking regulations and authorize the towing of vehicles parked in violation of parking regulations, appear in court to testify when so required, and perform related work as assigned. 3-8-6 . Parking Enforcement Officers - Powers . The parking enforcement officer shall not have the power of arrest, but shall have the authority to issue and serve citations and complaints for violation of city parking regulations . A copy of any such complaint or citation shall be filed with the clerk of the court of the traffic violations bureau within forty-eight (48) hours after its issuance . In addition, the parking enforcement I officer shall have the ability to authorize the towing of vehicles parked in violation of parking regulations . 3-8-7 . Limited Commission Positions for Parking � Infractions . 3 4626 ORDINANCE N0. The chief of police may, from time to time, issue limited commissions to individuals whose authority will be limited to issuing parking infractions . The chief of police may impose geographic limitations on such commissions . Said limited commissions must be made in writing and shall not exceed 12 months . 3-8-8 . Animal Control Officer - Duties . The duties of the animal control officer shall be as follows : respond to calls for service regarding animals at large or involved in injury to humans, and patrol assigned areas of the city to detect violations of the City' s ordinances regarding animals . 3-8-9 : Animal Control Officer - Powers . The animal control officer shall not have the power to make an arrest, but shall have the authority to confiscate any animal pursuant to city and/or state law. SECTION II. This Ordinance shall be effective upon its passage, approval, and thirty days after publication.
