AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
SECTIONS 2-10-6.D AND 2-10-7, OF CHAPTER 10, PLANNING
COMMISSION, OF TITLE II (COMMISSIONS AND BOARDS) , SECTIONS
4-3-2, 4-3-3, 4-3-4.A,. AND 4-3-5 OF CHAPTER 3,
COMPREHENSIVE PLAN, OF TITLE IV (BUILDING REGULATION5) , OF
ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF
THE CITY OF RENTON, WASHINGTON" RELATING TO THE POLICIES
SUPPORTING THE COMPREHENSIVE PLAN, THE CONTENTS OF THE
COMPREHENSIVE PLAN AND THE PROCESS FOR REVIEWING AND
AMENDING THE COMPREHENSIVE PLAN.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN I
AS FOLLOWS:
SECTION I. Section 2-10-6 .D of Chapter 10, Planning
Commission, of Title II (Commissions and Boards) of Ordinance No.
4260 entitled "Code of General Ordinances of the. City of Renton,
Washington" is hereby amended to read as follows :
2-10-6.D: Scope of Review: At the direction of the City

Council, the .Planning_ Commission shall review staff proposals, hold ?
public hearings, and submit recommendations to the City Council and
the Mayor on the adoption of and amendments to the following:
1 . The Comprehensive Plan, and amendments to, as per City
Code, Title IV, Chapter 3 .
2 . Neighborhood or subarea plans and studies which will
amplify and augment the Comprehensive Plan.
3 . Area-wide zoning.
4 . Other land use plans and programs con.tained in the
Commission ' s work program, or referred by, the City Council .
SECTION II. Section 2-10-7, Private Comprehensive Plan
Changes and Rezoning, of Chapter 10, Planning Commission, of Title
II (Commissions and Boards ) of Ordinance No. 4260 entitled "Code of

General Ordinances of the City of Renton, Washington" is hereby
deleted in its entirety.
SECTION III. Subsections 4-3-2 .A, C, D, E and F of Chapter 3, I
Comprehensive Plan, of Title IV (Building Regulations ) of Ordinance
No. 4260 entitled "Code of General Ordinances of the City of Renton,
Washington" are hereby amended to read as follows :
4-3-2 .A. The primary purpose of this Comprehensive Plan is to
define and establish the policy relating to the development of the
community as a whole; to indicate the principles and objectives
which shall guide the establishment, development and implementation
of definite and precise plans, public and private; to provide for �
the coordination of the many separate .- plans which govern the
development of this community., to of.ficially adopt _a program� and
guide which will ,enable the City of Renton _to�_attain_the principles
and objectives set forth in the Revised Code of.. Washington; Chapter
35 . 63, and the Growth Management Act (RCW 36 . 70A) in the manner
provided.
C. The plan is, of necessity, general in its proposals . It
must be flexible, since it is impossible to predict all future
events which may affect the community. The plan is not a "
development ordinance, although it makes significant recommendations
for future land use. The plan is not precise. It does not present
engineering accuracy, nor does it claim to predict exactly the
future use of every parcel of property. It is not intended to
retroactively impose compliance with goals, objectives, and policies
upon existing developed property, but voluntary compliance is I
encouraged. The Comprehensive Plan is intended to guide the

enactment of development regulations that are consistent with the
Comprehensive Plan and capital budget decisions that are in
conformance with the Comprehensive Plan. It shall be an internally
consistent document, and all elements shall be consistent with the
future land use map.
. D. The purposes of the Comprehensive Plan are:
1 . To improve the physical and social environment of the
City as a setting for human activities; to make it more functional,
beautiful, decent, healthful, interesting and efficient;
2 . To insure acceptable levels of access, utilities and
other public services to future growth and developme.nt;
3 . � To promote the public interest-,. and_ the intere.st � of
the City at large;
4 . To facilitate the . democratic_ determination. and
implementati�on of City policies. and. deveiopment;_.
5 . To effect coordination in development;
6 . To inject long-range considerations into the
determination of short-range actions;
7 . To provide professional and technical knowledge in
the decisions affecting development of the City; and
8 . To guide future development and growth in the City of
Renton that is consistent with the goals and objectives of the
Growth Management Act as defined in RCw 36 . 70A. 020 Planning Goals .
E. The Comprehensive Plan is intended to help resolve some of
the dilemmas confronting Municipal officials and the people they
represent, and to provide a coordinated approach to local and
regional problem solving.

F. The planning horizon for the Comprehensive Plan is twenty
. (20) years . In order for the plan to remain effective, it should be
reviewed periodically. Conditions might change, and unforeseen
events may occur, which might necessitate a re-evaluation. It is ,
recommended that the Comprehensive Plan should be reviewed in its
entirety at least once every ten ( 10) years, as many of the goals,
objectives and policies supplement and complement each other, but it
may also be revised through annual amendments as allowed by the
Growth Management Act, or in an emergency.
SECTION IV. Section 4-3-3 of Chapter 3, Comprehensive Plan,
of Title IV (Building Regulations) of Ordinance No. 4260 entitled
"Code of General Ordinances of the City of_ Renton-,._.. Washington" is
hereby amended to read as follows : .
4-3-3 : t�� PLAN ELEMENTS:
A. The��Comprehensive Plan shall be a policy plan containing_
descriptive text covering objectives, principles, and standards used
to develop the Comprehensive Plan together with a map or maps . The
Comprehensive Plan shall contain the following mandatory planning
elements as required by the Growth Management Act.
1 . A land use element designating the proposed
distribution, location and extent of the uses of land.
2 . A transportation element that is consistent with the
land use element and includes land use assumptions, an inventory of
facility and service needs, service standards, financing needs and a
reassessment of land use, if service standards cannot be met.
3 . A housing element containing an inventory of needs,
policies for protection and development of housing for all economic

segments of the community anci identifying sufficient land for
housing.
4 . A utilities element consisting of an inventory of
needs and policies for the development of utilities and the
location, proposed location, and capacity of all existing and
proposed utilities .
5 . A capital facilities element that includes an
inventory of all capital facilities, forecast of future needs,
proposed location of new or expanded facilities, a six-year funding
plan and a reassessment of the land use element, if funding falls
short.
B. The Comprehensive Plan may incl:ude __any. or all of the
following optional element.s :
1 . A shoreline. element.-setting_ forth-�poli.ci.es ..con�cerning
economic development; public- access-:_ and- circu-l-at.ion;.�. recreat.ion;-. �
urban design, conservation, restoration and natural environment; and I'
historical, cultural, scientific and educational values; I
2 . An economic element utilizing an economic base by
standard industrial employment categories and indicating employment
levels and trends, capital employee ratios, and potential sites for
major economic expansion;
3 . An environmental element �indicating environmental
conditions and natural processes including climate, air quality,
geology, hydrology, vegetation, wildlife, fisheries, and other
natural factors that affect or would be affected by development;

4 . A disaster element identifying areas, sites or
structures of historical, archaeological, architectural, ecological
or scenic significance.
5 . A conservation element;
6 . A solar energy element;
7 . A recreation and open space element that provides a
comprehensive system of areas for recreation, parks, playgrounds and
other recreational and open space facilities;
8 . Subarea plans, where appropriate, consistent with the
Comprehensive Plan.
C. The land use element map maintained on display in the City �
Council chambers, illustrates in broad and .general-terms the desired
development •,:.of the City of Renton during. the. 20-year planning
period. The� use areas shown thereon-indica�tew.the:principle�sw._which
are intended� to guide implementation_of this:;.development . program.
SECTION V. Subsection 4-3-4 .A, of Chapter 3, Comprehensive
Plan, of Title IV (Building Regulations) of Ordinance No. 4260
entitled "Code of General Ordinances of the City of Renton,
Washington" is hereby amended to read as follows :
4-3-4.A: In order to fully accomplish the objectives and
principles of this Comprehensive Plan, and as same may be amended
from time to time, all resolutions and ordinances of the City of
Renton concerned with the development and welfare of the community
and its people shall be considered in the light of and related in
principles, objectives and policies set forth herein. To fulfill
. the requirements of RCW 35 . 63 and 36 . 70A, .and in the interest of
public safety, health, morals and the general welfare, the following

instruments of official implementation among others, will be
developed in detail, to embody the necessary controls, regulations,
standards and penalties, and upon adoption by the City Council will
implement the Comprehensive Plan:

Chapter 3 - Comprehensive Plan

SECTION VI. Section 4-3-5 of Chapter 3, Comprehensive Plan,
of Title IV (Building Regulations ) of Ordinance No. 4260 entitled
"Code of General Ordinances of the City of Renton, Washington" is
amended by revising subsection B, and adding subsections C and D to
read as follows :

B. The City Council will consider ainendments to the
Comprehensive Plan not more than annually except for emergencies .
Proposed amendments may be submitted by the Mayor, Planning
Commission, City Council or private parties . Proposed amendments
shall be submitted during the first quarter of the year in which the
amendments will be considered. Comprehensive Plan amendments shall
be given the highest priority in the Planning Commission ' s work �
program and review shall be initiated within the second quarter of
the work year. The Planning Commission and City Council shall
consider private Comprehensive Plan amendments in the same manner as
any other Comprehensive Plan amendment request, except that a fee
shall be charged for private amendmerits�. !
C-. Concurrent Rezone: Process . To maintain consistency with��
the Comprehensive Plan, any�. rezoning- that�would._ be:� req.uired_ by
approval of the proposed amendments _to-the �Compr.ehens�ive �_Plan� shall
be considered concurrently with the proposed Comprehensive Plan
changes .
D. Subsequent Rezone Process . In those instances where there ,
is a rezone request which does not require an amendment to the
Comprehensive Plan, the processing of the rezone application shall
be submitted to the administration. The applicant will have the
burden and duty of applying for and pursuing the rezone. The rezone
hearing shall be held before the Hearing Examiner under the
procedures and rules of the Hearing Examiner.
SECTION VII. This Ordinance shall be effective upon its
passage, approval, and thirty (30) days after publication. '

COMPREHENSIVE PLAN AND -THE PROCESS FOR REVIEWING AND
AMENDING THE COMPREHENSIVE PLAN.
SECTION I. This ordinance amends the policies supporting
the Comprehensive Plan, the contents of the Comprehensive Plan and
the process for reviewing and amending the Comprehensive Plan to
bring the ordinances relating to the Comprehensive Plan into
conformance with the Growth Management Act. This Ordinance also
updates the listing of policies upon which the Comprehensive Plan is
based in order to include recently adopted City legislation �',
SECTION II. A full text of this ordinance will be mailed, ��
without charge, upon request to the City Clerk.
