CITY OF RENTON, WASHINGTON
ORDINANCE NO. 4418
AN . ORDINANCE OF THE CITY OF THE CITY OF RENTON,
WASHINGTON, AMENDING CHAPTER 1, GARBAGE, OF TITLE VIII
(HEALTH & SANITATION) , OF ORDINANCE NO. 4260 ENTITLED
"CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON, " BY ADDING TWO NEW SECTIONS ADOPTING FEDERAL,
STATE, AND LOCAL ENVIRONMENTAL HEALTH LAWS, RULES AND
REGULATIONS RELATING TO �SOLID WASTE DISPOSAL.
WHEREAS, the City of Renton has entered into a Solid Waste
Interlocal Agreement (hereinafter referred to as Agreement) with
King County; and
WHEREAS, under paragraph 8 .5 .a. of the Agreement, the City has
agreed that all solid waste generated or collected within the
corporate limits of the City which is delivered to the King County
disposal syst.em for disposal shall be in compliance w.,ith all
applicable ;_ federal, state, and local environmental health laws,
rules or regulations; and
WHEREAS, paragraph 8 .5 .a of the Agreement further provides
that the City shall be deemed to have complied with that
requirement if it has adopted an ordinance requiring solid waste
delivered to the system for disposal to meet such laws, rules or
regulations, and by written agreement has authorized King County to
enforce these within the corporate limits of the City; and
WHEREAS, the City and the county have previously or
contemporaneously with the adoption of this ordinance entered into
a written agreement authorizing King County to enforce such laws,
rules or regulations within the corporate limits of the City,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:

SECTION I. Chapter 1, Garbage, of Title VIII (Health and
Sanitation) , of Ordinance No. 4260 entitled "Code of General
Ordinances of the Cit of Renton Washin ton" is hereb amended b

adding the following two sections :
8-1-10: ADOPTION BY REFERENCE: The following federal,
state, and local environmental health laws, rules or regulations,

City of Renton, are hereby adopted as applicable laws, rules and
regulations governing the generation and collection of solid waste.
Resource Conservation and Recovery Act, as amended, 42
U. S.C. 6901 et. seq.
Title 70 ..95 RCW, as amended.
King County Board of Health Ru-les and Regulations No. 8 .
King County Code Title 10 .
Al1 waste generated or collected from within the corporate Iimits
of the City of Renton which is delivered to the county system for
disposal shall be in compliance with such provisions .
8-1-11: VIOLATION OF ADOPTED LAWS DECLARED A NUISANCE.
Any person, partnership, corporation, cooperative, or other
individual firm or business generating, or collecting solid waste,
in violation of any terms of this ordinance shall be deemed to have
created a public nuisance. The City may enjoin such public
nuisance and any furtherance or continuation of such public
nuisance or similar public nuisances . The violator shall be
responsible for removing the violating waste from the waste stream
arid shall be responsible for any and all clean-up costs, damages,
costs of suit, including attorney' s fees and expert ' s costs, to

enjoin such violation or removing the violating waste from the
waste stream.
SECTION II. Copies of the documents adopted by reference
are available at the City Clerk' s office, City of Renton,
Washington, during all normal business hours, and copies of the
same may be obtained upon written request and payment of the
copying costs .
SECTION III. This ordinance shall be effective upon its I
passage, approval, and thirty days after publication.
