ORDINANCE NO. 4261
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
SECTIONS 4-31-2 AND 4-31-30 OF CHAPTER 31, ZONING CODE, OF
TITLE IV (BUILDING REGULATIONS) OF ORDINANCE NO. 4260
ENTITLED ��CODE OF GENERAL ORDINANCES OF THE CITY OF
RENTON, WASHINGTON'� BY ADDING DEFINITIONS .AND ADDING A
SECTION REGULATING THE LOCATION OF PEEP SHOW3, PANORAMS,
AND PLACES FEATURING ADIILT ENTERTAINMENT.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS
FOLLOWS:
SECTION I. Section 4-31-2 of Chapter 31, Zoning Code, of Title
IV (Building Regulations) , of Ordinance No. 4260 entitled "Code of
General Ordinances of the City of Renton, Washington" is hereby
amended by adding the following definitions:
ADULT ENTERTAINMENT: Any exhibition or dance of any type
conducted in premises where such exhibition or dance involves a
person that is unclothed or in such attire, costume, or clothing as
to expose to view any portion of the breast below the top of the
areola, or any portion of the pubic region, anus, buttocks, vulva,
or genitals.
PANORAMS AND PEEP SHOWS: A device operated manually,
mechanically, magnetically, electrically or electronically which
exhibits, displays, projects, or illuminates photographed,
videotaped, or magnetically reproduced images, or exposes live
entertainment to the viewer while the viewer is in a booth or stall,
distinguished or characterized by an emphasis on matter depicting,
describing, or relating to "specified sexual activities" or
"specified anatomical areas" as hereinafter defined, for observation
by patrons thereof. �

SECTION II. Section 4-31-30 of Chapter 31, Zoning Code, of
Title IV (Building Regulations) , of Ordinance No. 4260 entitled
"Code of General Ordinances of the City of Renton, Washington" is
hereby amended to read as follows:
Section 4-31-30: ADULT MOTION PICTURE STUDIOS, PEEP SHOWS,
PANORAMS AND PLACES OF ADULT ENTERTAINMENT:
A. Adult motion picture theaters, peep shows, panorams and
places of adult entertainment are prohibited:
. 1. Within one thousand feet (1,000' ) of any residential
zone (SR-1, SR-2, R-1, S-1, R-2, R-3, R-4 or T) or any single-family
or multiple-family residential use.
2 . One thousand feet (1,000') of any public or private
school.
3 . One thousand feet (1, 000' ) of any church or other
religious facility or institution.
4. One thousand feet (1,000') of any public park or P-1
zone.
B. The distances provided in this Section shall be measured
by following a straight line, without regard to intervening
buildings, from the nearest point of the property parcel upon which
the proposed use is to be located, to the nearest point of the
parcel of property or the land use district boundary line from which
the proposed land use is to be separa�ed.
C. Violation of the use provisions of this Section is
declared to be a public nuisance per se, which shall be abated by '
the City Attorney by way of civil abatement procedures only, and not I
by criminal prosecution.

D. Nothing in this Section is intended to authorize,
legalize, or permit the establishment, operation, or maintenance of
any business, building, or use which violates any City ordinance or
S�atute of the State of Washington regarding public nuisances,
sexual conduct, lewdness or obscene or harmful matter or the
exhibition or public display thereof.
SECTION III. This ordinance shall be effective upon its passage,
approv��, and thirty days after publication.
