HomeMy WebLinkAboutORD 4213 � . ` � Amends Ordinance No.' 4104, 4194 Am.ended by Ordinance No. 4253 4238+ +�3�i� CITY OF RENTON, WASHINGTON ORDINANCE NO. 4213 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING CHAPTER 3, GARBAGE, CHAPTER 7, SEWERS, CHAPTER 13, STORM AND SURFACE WATER DRAINAGE, AND CHAPTER 14, WATER, OF TITLE VIII (HEALTH AND SANITATION) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" RELATING TO UTILITY DISCOUNTS FOR SENIOR CITIZENS OR THOSE WHO ARE DISABLED, AND ADDING RENTERS TO THE ELIGIBLE CATEGORY OF RATE PAYERS FOR THE DISCOUNT. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Section 8-309 (A)4 of Chapter 3, Garbage, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington, " is hereby amended to read as follows : 4 . The following persons being charged under categories 8-309 (A) l, 2, and 3 are eligible to receive solid waste pickup for $1 . 00 per month. (a) . Every single person, sixty-two ( 62 ) years of age or older, and every single person totally and permanently disabled, residing in a single-family dwelling, either as owner, purchaser, or renter, whose income from all sources is seven hundred twenty seven dollars fifty cents ( $727 . 50 ) per month or less, and eight thousand seven hundred thirty dollars ( $8, 730 . 00) per annum or less, or as amended. (b) . In the case of marital community, both parties, husband and wife, residing in a single-family dwelling, either as owner, purchaser, or renter, and 1 � ORDINANCE N0. 4213 � (i) Both spouses being sixty-two ( 62 ) years of age or older, or (ii) One spouse is totally and permanently disabled and the other spouse is over sixty-two years of age, or (iii) Both spouses are totally and permanently disabled whose total income from all sources is one thousand ninety-one dollars thirty four cents ( $1, 091 . 34 ) per month, or less, and thirteen thousand ninety six dollars and eight cents ( $13, 096 . 08) per annum or less, or as amended. (c) . In order to qualify for reduced utility charges an affidavit of eligibility must be filed with the utility office accompanied by a copy of the most recent income-tax return or the most current two month bank statements . If the applicant is filing as a disabled person, the application must be accompanied by an attending physician' s statement verifying disability. For those parties who are renters, the application must include an executed lease agreement which specifies the term of the lease and that the lessee is responsible for the payment of the utilities . SECTION II . Section 8-715(D) 3 of Chapter 7, Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington, " is hereby amended to read as follows : (3) . Any additional charges hereafter imposed by Metro under the " Industrial Cost Recovery" or "Industrial Waste Surcharge" programs required under the FWPCA (PL 92-500} , Section 204, or as 2 ORDINANCE NO. 4213 same may be amended hereafter plus fifteen percent ( 15� ) thereof as an additional charge for the City's cost of implementing such programs . SECTION III. There is added a new section 8-715 (D)4 to Chapter 7 , Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, washington, " which reads as follows : Section 8-715(D)4 : The following persons are eligible to receive their water and sewer services for $1 . 00 per month, for the first nine hundred (900) cubic feet of water per month ( $ . 75 per month for water/$ .25 cents per month for sewer) . Any excess shall be charged as provided in Section 8-1431 (B) of Chapter 14, Water, of Title VIII (Health and Sanitation) relating to water services . (a) . Every single person, sixty-two ( 62 } years of age or older, and every single person totally and permanently disabled, residing in a single-family dwelling, that is separately metered for water usage, either as owner, purchaser, or renter, whose income from all sources is seven hundred twenty seven dollars fifty cents ( $727 . 50) per month or less, and eight thousand seven hundred thirty dollars ( $8, 730 . 00) per annum or less, or as amended. (b) . In the case of marital community, both parties, husband and wife, residing in a single-family dwelling, either as owner, purchaser, or renter, and (i) Both spouses being sixty-two ( 62 ) years of age or older, or 3 . (c) . There is added a new section 8-1332 (G} of Chapter 13, Storm and Surface Water Drainage, of Title VIII (Health & Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinance of the City of Renton, Washington, " which reads as follows : 8-1332 (G) . The following persons are eligible to receive their storm and surface water drainage services for $1 . 00 per month. In no event shall any other rate reductions apply so that the rate is reduced below $1 . 00 per month. 4 ORDINANCE N0. 4213 (a) .
