HomeMy WebLinkAboutORD 4228 ' � Amended by ORD 5079 CITY OF RENTON, WASHINGTON ORDINANCE N0. 4228 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING TITLE III (DEPARTMENTS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" BY ADDING CHAPTER 8 ESTABLISHING THE DEPARTMENT OF COMMUNITY DEVELOPMENT. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I . Existing Title III (Departments) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by adding Chapter 8 entitled "Department of Community Development" which reads as follows : SECTION 3-801: DEPARTMENT OF COMMUNITY DEVELOPMENT. There is hereby created and established a Department of Community Development under the supervision and direction of the Community Development Director. Said department shall be organized into different divisions including, but not limited to, the following: ( 1 ) Planning Division, (2 ) Building Division, and (3) Housing and Human Services Division. SECTION 3-802: OFFICE OF THE DIRECTOR. The Office of the Director shall perform the following functions and duties : A. Supervise the daily operation of the department, assign work, and establish priorities . B. Prepare and administer department budget. C. Establishment of liaison and cooperation thereof with the Executive Department and the City Council. 1 - ORDINANCE NO. 4228 SECTION 3-803: BUILDING DIVISION. The Building Division shall perform the following functions and duties : A. Administer central permit issuance system and coordinate the review of permit applications and plans with other city divisions . B. Interpret, administer, and make recommendations for revisions to city building codes and assist the public with construction and development requirements . C. Prepare reports and make presentations at dangerous building hearings . D. Respond to citizen complaints and inquiries regarding code requirements . E. Supervise field inspection of new and modified structures for conformity to codes . F. Examine applications and enforce building codes . G. Supervise the daily operation of the division, assign work, and establish priorities . H. Recommend revisions to city ordinances pertaining to code enforcement, inspection services, and permit issuance. I . Prepare and administer division budget. J. Perform related work as required by the Mayor or City Council. SECTION 3-804: HOUSING AND HUMAN SERVICES. The Housing and Human Services Division shall perform the following functions and duties : 2 ORDINANCE NO. 4228 A. Coordinate with city departments and divisions, county, state, federal, and private agencies to provide for housing and human service programs through community development block grants, general funds, and other fund sources . B. Prepare and administer division budget. C. Respond to requests from the public for housing and human service assistance. D. Coordinate, review, and monitor human service programs funded by the city' s general funds . E. Administer the community development block grant program for the city. F. Staff the Citizens Advisory Committee. Review funding requests and make recommendations to the Citizens Advisory Committee. G. Coordinate Rental Rehabilitation Loan Review Committees to review and make final determinations on loan applications . H. Establish priorities, assign duties, and supervise the daily operations of the division. I . Perform additional duties as required by the Mayor and City Council . SECTION 3-805: PLANNING DIVISION. The Planning Division shall perform the following functions and duties : A. Supervise, administrate, and generally plan the physical development of the municipality. 3 ORDINANCE NO. 4228 B. Prepare the comprehensive and coordinated plans therefor. C. Administrate, inspect, and enforce SEPA and all platting, zoning, environmental, and land use ordinances and regulations, and the establishment of proper liaison and cooperation thereof with other departments and agencies, the Planning Commission, Board of Adjustment, the City Council, and the Executive Department. D. Supervise the daily operation of the division, assign work, and establish priorities . E. Administer and recommend revisions to city ordinances pertaining to code enforcement, inspection services, and permit issuance. F. Prepare and administer division budget. G. Provide information to the public, answer questions, advise clients, and staff the Land Use Permit Center. H. Respond to citizen complaints and inquiries regarding code requirements . I . Perform such further general and specific duties as may be prescribed by the Mayor' s office from time to time. SECTION 3-806: QUALIFICATIONS OF DIRECTOR. A. The Director of the Department of Community Development must possess those qualifications deemed necessary for this job by the Mayor or his/her designee. B. Appointment. 4 ORDINANCE N0. 4228 The Director of the Department of Community Development shall be appointed by the Mayor and confirmed by the council and hold office at the pleasure of the appointing authority.
