C��-�=z�°��'�- f�-�-�--��..�`-� �7�� . . _ . � . , "'�' � . � • RESOLUTION N0 . -=/��'G--- BE IT RES�ILVED BY THE MAYOR AND THE CITY COUNCIL OP THE CITY OF RENTON, WASHINGTON, as follows: SECTION I: The City of Renton herewith goes on record in strong opposition to the location and design of S�ate of Washington Highway Project SR-515 (relocati.on of the Benson Highway) as presently proposed by the .uepartment of Hi�hways , District No . l, State of Washington for the following reasons , to-wit: l. The City of Renton believes that an up to date survey of "origin and destination study" of traffic and traffic patterns on the exi.sting Benson Highway is vitally needed in order to properly evaluat� the need for improvements and changes in the present traffic pattern. In the event such study should determine that the majori.ty of such vehicular traffic on the existing Benson Highway is not destined for the downtown Renton area, but other areas , then the relocation of the existing Benson Highway should be designed in such mattex as to serve the aforesaid purpose and tying in such traffic into one of the existing freeways . Alternately, if such study determines that the major portion of said vehicular traffic is destined for the downtown area of the City of Renton, then timely and immediate steps should be taken to provide for i�provements north of Grady Way i.n lieu of the proposed project by the State Highutay Department. This for the primary reason that if present plans and designs are ado ted it will onl cause to concentrate and funnel traffic into a P � Y 'rT'� intersection with considerable amounts of resulting congestion and further confusion raithin the existing traffi.c pattern. 2 . The City further questions the validity and accuracy of providing a "limited access highway" from S .E . 176th Street to Y ' ,� .� - _ i � • , . . Grady Way inasmuch as the remainder of the proposed project attempts to utili.ze existing right of way and provides for an un]�ited access as to adjoining properties . 3 . Proper and complete consideration must be given in any future orrevised project to the residential communities of Talbot Hill and Victoria Park so as to avoid isolation of these residential communi.ties ; present plans , if carried out, would box in and isolate said residential communitieson three sides by freeways which in turn would result in depreciation of said properties . 4. The City further believes that substantial sums could be saved, probably in excess of one-half Million Dollars , by utilizing Way the existing Benson Highway from S.E. 176th to Grad�' or Puget Drive . ' Appropriate widening and straightening of such right of way would facilitate the movement of traffic, cause a substantially lesser interrupti.on and disruption of adjoining business developments o n on Hi hwa and will also eliminate or at least minimize said Bens g y the numerous objections voiced by the residents of the residential communities of Victoria Park and Talbot Hill. 5 . The City of Renton further expresses its willingness and extends it cooperation to the State Highway Departmen.t to meet at all reasonable times to resolve the presently existing problems and urges the State Highway Department, in the interim, not to pursue any right of way acquisition until appropriate meetings have been held with the City of Renton and the above matters properly resolved. � . � , .
