THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Section 8-1431 (A) of Chapter 14 , Water, of Title VIII (Health and Sanitation) , of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: Section 8-1431 (A) : CHARGES FOR METERED WATER SERVICE INSIDE THE CITY: (A) The minimum rates for metered water supplied within the City in one month or fractional period thereof are hereby fixed in the following schedule: SIZE OF SERVICE TOTAL SERVICE CHARGE 3/4" $ 5. 80 1" 7 . 00 1-1/2" 8 . 60 2" 13 . 40 3" 44 .95 4" 56.80 6" 84. 45 8" 116. 05 10" 167.40 12" 230. 65 COMMODITY RATES per 100 cubic feet $ 1. 18 SECTION II. Section 8-1431 (B) of Chapter 14, Water, of Title VIII (Health and Sanitation) of Ordinance No. 1620 entitled 1 , • . , a � . � ORDINANCE NO. 4253 ` ' "Code of General Ordinances of the City of Renton, Washington" is hereby deleted. SECTION III. Section 8-1431(C) of Chapter 14, Water, of Title VIII (Health and Sanitation) , of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: Section 8-1431 (C) : The following is hereby established for certain senior citizens and disabled persons who are economically disadvantaged as herein set forth: 1. Every single person, sixty-two (62) years of age or older, and every single person, substantially and permanently disabled residing in a single-family dwelling, that is separately metered for water usage, either as owner, purchaser, or renter, whose income from all sources does not exceed the current income ceiling established by the City of Renton then shall qualify for the Senior Citizen and Disabled Rate. The maximum figure shall increase whenever there is a change in the maximum income figure to qualify for supplemental social security benefits. 2 . Every married couple, constituting a marital community, residing in a single-family dwelling either as owner, purchaser, or renter, and both spouses being sixty-two (62) years of age or older, or one person being substantially and permanently disabled, while the other spouse is over the age of sixty-two (62) , or both spouses are substantially and permanently disabled, and whose income from all sources does not exceed the current income ceiling established by the City of Renton then shall qualify for the Senior Citizen Rate. Every such person (if married, then either spouse) shall file with the Utilities Billing Section of the City, his or her statement, under oath, that he/she or they are qualified to be charged the special rate for such utility services hereinabove stated. Such statement shall contain such other information as the Utilities Billing Section may prescribe, including address, ownership or interest in the dwelling occupied by such applicant(s) ; amount, source and nature of all income from any and all sources, together with the applicant's unqualified promise to forthwith notify the City of any circumstances or change in condition which would make the applicant(s) ineligible to receive said special rate(s) . 4 . For those senior citizens and disabled persons qualifying as economically disadvantaged, the following rates for water and sewer services relating to such single-family dwelling in which such eligible person or persons permanently reside: Seventy-five cents (0.75) per month, limited to nine hundred (900) cubic feet of water per month. Any excess shall be charged as provided in Section 8- 1431 (A) . SECTION IV. Section 8-1431 of Chapter 14, Water, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended by adding subsections (D) and (E) as follows: Section 8-1431 (D) : Rate Revenue for Capital Purpose: A portion of the revenue generated from the above rates will be used 3 ORDINANCE NO. 4253 for water utility related capital improvement projects and/or debt services for the same as indicated in the adopted budget. Also included in the above rates are applicable state and local taxes. Section 8-1431 (E) : Penalty and late charges: Penalty and late charges shall be the same as in section 8-308 (A) . l.b. SECTION V. Existing subsections (A) and (D) of Section 8- 715 of Chapter 7, Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby amended as follows: Section 8-715: SEWER CHARGES: (A) . The monthly rates and charges for sewage disposal service shall be as follows: 1. Single-family dwelling units - $6. 85. 2 . All other users: A base charge of one dollar and five cents ($1. 05) plus five dollars and eighty cents ($5.80) per month for each seven hundred and fifty (750) cubic feet of water used. 3 . Charges for sewer service without City water: In the event that water obtained from sources other than purchased from the City of Renton is either discharged or drained into the sewer system, users shall be charged by one of the two following methods: a. For single-family residence six dollars and eighty-five cents ($6.85) per month. b. For other than single-family dwellings, the Director of Public Works shall install a water meter into such private water system at cost to property owners, and the method of billing shall be in compliance with Section 8-715 (A) 2 . (D) . In addition to the foregoing charges specified in this section, the following rates shall be charged: 4 ORDINANCE NO. 4253 1. A charge of eleven dollars and sixty cents ($11. 60) per month, payable to Metro for each single-family dwelling unit. 2 . A charge of nine dollars and sixty-seven cents ($9 . 67) per month, payable to Metro for each seven hundred and fifty (750) cubic feet or any fraction thereof, of water used for all users other than single family. 3 . Any additional charges hereafter imposed by Metro under the "Industrial Cost Recovery" or "Industrial Waste Surcharge" programs required under the FWPCA (PL 92-500) , Section 204, or as same may be amended hereafter, plus 15% thereof as an additional charge for the City's cost of implementing such programs. 4. Senior and/or disabled citizens who qualify under 8- 1431 (C) for special rates are eligible for the following rates: Twenty-five cents ($0. 25) per month for City sewer, and eleven dollars and sixty cents ($11. 60) per month for Metro sewer. SECTION VI. Sections 8-715 (E) and (G) of Chapter 7, Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby deleted. SECTION VII. Section 8-715 of Chapter 7, Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is amended by adding subsections (G) and (H) as follows: Section 8-715 (G) : Rate Revenue for Capital Purpose: A portion of the revenue generated from the above rates will be used for sewer utility related capital improvement projects and/or debt services for the same as indicated in the adopted budget. Also included in the above rates are applicable state and local taxes. Section 8-715 (H) : Penalty and late charges: Penalty and late charges shall be the same as in section 8-308 (A) . 1.b. 5 � ORDINANCE NO. 4253 3ECTION VIII. Subsections (A) , (B) , and (C) of Section 8-309 of Chapter 3 , Garbage, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby amended as follows: Section 8-309: RATES FOR SERVICES The following schedule is hereby adopted as the charges to be paid to the City for services rendered for each category: A. Residential Customers. l. For "garbage cans" and/or "garbage units" : Mini can $ 3 . 00 per month 1 can collected weekly 7. 25 per month 2 cans collected weekly 12 . 00 per month 3 cans collected weekly 16.75 per month Each additional can, weekly 4 .75 per month Extra garbage, under 15 gallons 2 . 00 per unit Return trip charge 3 . 00 per trip. 2 . Senior and/or disabled citizens who qualify under Section 8-1431 (C) for special rates are eligible for a $1. 00 fee for mini can service. For services other than mini can, the rate schedule above will apply. B. Commercial Customers: 1. For "garbage cans" and/or "garbage units" as herein defined - $2 . 00 per can per collection. The minimum monthly charge for each such account shall be $14 . 00 per month. 2 . The rate for handling temporary contractor drop boxes shall be as follows: 20 yard container $ 94 .50 per pickup 30 yard container $116. 60 per pickup 40 yard container $138.80 per pickup. 4 . Extra Charges. a. There will be a minimum service charge of $52 . 00 per month for compactor users. b. A $3. 00 charge will be added for each occurrence of the following services: (i) Container roll-outs and roll-backs over fifteen (15) feet from the point of safe truck access. (ii) Cans not centrally located or placed more than fifty (50) feet from the point of safe truck access. (iii) Opening and closing of container enclosure gates. (iv) Unlocking or locking of container lids. 7 , � . � . � ORDINANCE NO. 4253 c. A $10. 00 charge will be added for each occurrence of the following services: (i) Hydraulic disconnect and reconnect on compactors. (ii) Compactor roll-off box turnaround. (iii) Containers are not available for collection at regularly scheduled pickup time and request is made that the contractor make a special trip. 5. Special Services. Whenever special services not contained within this schedule are required, the rate charged for those special services shall be negotiated by the customer with the City and the collection contractor C. Industrial Service Customers. 1. Collection of Industrial Waste and Rates: "Industrial waste, " shall be collected by the City's collection contractor, from the manufacturing establishments having such wastes. The following rates and conditions are based on annual quantities of industrial wastes of loose measure or equivalent in combination of loose and compacted waste. a. Forty (40) yard load of loose industrial waste, whether in contractor's or customer's containers, exclusive of "dumping fee" at disposal facility. . . . . . . . . . . . . . . . . $78 .40 per load. b. All loose industrial waste hauled in other than contractor's or customer's forty (40) yard containers, exclusive of "dumping fee" at disposal facility. . . . . . . . . . . . $3 .87 per cubic yard. c. Compacted industrial waste in customer furnished containers, exclusive of "dumping fee" at disposal facility. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $101.70 per load. 8 � S � . � . � ORDINANCE NO. 4253 The above rate schedule does not include container rental for all commercial and industrial users nor the dump fees for 20 yard or larger containers. SECTION IX. Existing subsection (G) of Section 8-715 of Chapter 7, Sewers, of Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby deleted. SECTION X. Section 8-1333 of Chapter 13, Storm and Surface Water Drainage, of Title VIII, Health and Sanitation, of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended by adding the following subsections: (E) . CHARGES FOR STORM DRAINAGE UTILITY: The following schedule is hereby adopted as the monthly charges to be paid to the City for storm Drainage utility services: 1. Single family dwelling $ 2 . 50 per unit 2 . Low intensity 12 . 39 per acre 3 . Medium intensity 17.92 per acre 4 . High intensity 23 . 11 per acre 5. Gravel pits 24 .92 per acre 6. City streets 12 .44 per acre. Senior and/or disabled citizens who qualify under Section 8-1431(C) for special rates are eligible to a $1. 00 per month fee for storm drainage fee. (F) . Rate Revenue for Capital Purpose: A portion of the revenue generated from the above rates will be used for storm utility related capital improvement projects and/or debt services for the same as indicted in the adopted budget. Also included in the above rates are applicable state and local taxes. 9 ORDINANCE NO. 4253 (G) . Penalty and late charges: Penalty and late charges are the same as in section 8-308 (A) . l.b. SECTION XI. These rates shall become effective with billings computed on or after January 1 of the year the budget is adopted. SECTION XII. This Ordinance shall be effective upon its passage, approval, and five days after its publication.
