L ► . , � � � , � a f , � RESOLUTION N0. lO.�,/�/ UVHEREAS, there is located in the southv�esterly section of the City of Renton approximately 1800 acres lying within the flood plain of the Green River and, VJHEREAS, �-h� completion of the Howard A. Hanson �am for control of flood waters having their origin in the upper reaches of the 6reen River drainage basin will virtuafly remove the danger of devastating floods in the flood piain due to breaking or overtopping of principal dikes along the Green River and, WHEREAS, as a result of this corit'rcl ahd the requlation of flows in th� main river channel <� measures required to collect and dispose of surface drainaoe having its origin in the lower Green Hiver drainage basin become feasib�l.e and, WHEREAS, the per�ection and construction of such drainage collection and disposal facilities is essentiai to the realization of optimum utilization of several thousand acres of land in the Green �iver flood plain which will be subject fio periodic inundation and, t°JHEREAS, parallel reeuirements for flood contro� and drainage works exists in sections of the Green River flood plain outside the boundaries of the City of Renton and, WHEREAS, under the provis+ons of Public �aw 566 of the 83rd Ccngress, known as the WATERSHED PROTECTION AND FLOOD PREVENTION ACT, FedEral as�istance can be made available in pfanning and financina tne construction of the neces- sary flood control and drainage works, NOVJ, THEREFORE BE IT RESCLVED: ( I ) That the City of �enton v�ill participate with other municipal corporations having a common interest in the construction, operation and maintenance of fleod and drainage control works in the flood plain of the Green River in submission, through proper channels, of a jointly sponsored request for such Federal assistance as can be provided under Public Law 566 in the d�velooment and implementation of a carefully planned and in- fiegrated flood and drainage control program meeting all m�jor requirements and that such reauest shall be in essence the same in form and content as the AGPLICATION ��R ASSISTANCE IN PLANNING AND CARRYING OUT WORKS OF IM- PROVEh1ENT U�ER THE WATERSHED PROTECTION APJD FLOCD PREVENTION ACT and ex- hi�its attached hereto and made a part hereof. (2) That the City of Renton shall incur no obliaation for the ex- penditure of funds until such time as a v,�ork plan defining the facilities to be constructed has been approved by the �ity Council . It is the intent -I - ' _'' � a � f � � `i I � . v . . � -t' of this Resolution, however, to exprEss the willingness on the part of the City to participate within the limits of the availability of re- sources and applicable laws in the proposed project to permit optimum utilization of the flood piain. (3) That the Mayor and Pfanning Director be authorized to take such action as may be appropriate to effect necessary coordination with other sponsoring aaenciEs and to otherveise implement this Resolution.
