The City Clerkis office is required to meet certain obligations and expenditures
in connection with the Cityts current Census enumeration, and such additional
expenditures not having been f oreseeable at the ti me of the adoption of the 19b3 �
budget, and
W�iEREA5 it is necessary for �he proper operation and maintenance of i,he
City and s��d �epartment to transfer funds between items and classes as provided
by law and said transfer being in -�he public interest and for the public benefit,
