AN ORDINA1�iCE OF THE CITY OF RENTON, GIASHINGTON AP�IENDING THE
CTTY'S"COI�lPREHENSI�IE IAND USE MAP"
WHEREAS the Planning Commission and the City Council hav.e heretaFore adopted
a Comprehensive Plan as evidenced by Resolution No. 1240 and Ordinance No. 2142 and
WHEREAS since suc.h adoption the Planning Commission has duly recommended to
the City Council cert�in amendments to the City's "Land Use Map" and �he Planning
Commission and the City Council having duly held public meetings. in relation to such
amendments and due notice thereof having been given as provided by law, and all parties
appearing in favor or opposition to said amendments having been duly heard at such
publ ic hearings, N(Xd THEREFORE
BE IT ORDAINED BY THE MAYOR �,ND TH� CITY COUI�CIL OF THE CITY OF RENTON AS I'

SECTION I: The City's "Land Use Map" is hereby modified and amended, pursuant 'I
to the recommendation of the Planning Commission and the public hearings held thereon ,
by the Planning Commission and the City Council in the f ollowing respects:
A, That certain area lying between Mill Stree t, Houser �lay
and the� Cedar River shall be designated as "Public Use Area".
�, Lots 1 through 5, inclusive, Block 9, Car 4aorks Addition to
Renton according to the Pla� t�ereof recorded in Volume..�5 of
Plat4, pa e 47, records of King County, Washington shall be
designate� 'iRetail-Commercial Use."
C, Tha t certain area of land lying between 3rd Place North, I
Factory Street and 3rd Avenue North shall be designated
"Retail-Commercial Use".
and the City Engineer and Planning Director Q�e tter�by stlthori�ed and d irected to make
the necessary changes on said "Land Use Map" to evidence said amendments.
SECTION II: This Ordinance shall be in full force and effect from and after
, its passage, approval and legal publication.

� 1, PURPOSE OF THE PLANo
The purpose of the comprehensive plan is to secure for the
citizens of the City of Renton and its immediate environs the
social and economic advantages resulting from an orderly and Weii
planned use of the land within and immediately adjacent to the
City,
2e A GENERAL STATEMENT ON THE PLANn
The Cifiy of Renton had its beginnings in 1853 when Henry
Tobin setfiled in the area now occupied by the Renton Shopping
. Centero With the discovery of coal in the area in the 1860 °s '
and the opening of the first coal mine in ].873 by Captain William
Renton, the community grew, attracting a population consisting
in the main of emigrant miners and workmen,
New life and strength were injected into the community with
the advent of the Denny-Renton Clay and Coal Company, now Gladd-
ing McBean Company, and the Pacific Car and Foundry Plant short�
ly after the turn of the century9 and later with the establish-
ment of the present Boeing Airplane Company facilities ,and the
advent of extensive public housing facilties in the community
during World War IIo
The coal�mining era had largely passed by the early 192� °se
The 1920 's and the depression years of the early 1930os saw
little growth or change in the community with the exception of

some public improvements installed during the WPA yearso In the
period followi�g the end of World War II many changes were
� wrought upon the communitye The majority of the �ublie housing I
units erected during the war have been removed, though many sti�l
remain in private ownership, ',
The City of Renton, which had a population of 4 ,488 persons
at the beginning of World War II, now has a current population of
209176 , as of the March 31, 1963 Censuso The City limits , which
had changed little since its original incorporation in 1901 , fol=
lowing the close of Wor�d War IIs has steadily increased its area
and now comprises approximately 7600 acres,
. Many other changes will soon be reality with the opening of
the freeway section, now under constructiono Further changes and
problems now beset the comraunity with the increased tempo of res-
idential development, mostly within the outlying areas , with the
construction of new roads and arterials, and the need for more
to follow, Other patterns of development are in evidence in the
community i� the form of new apartments, new comraer�ial buildings9
and the deve�opment of new industrial areas with full public
facilitiesa The need for new schoois and parks by the community
and its citizens will tax the community' s resourceso However,
these facilities , toget�er with other public and private devel�
opments and improvements , must be provided if the community is to
ach�eve a balance equitable to the forces of population growth
and economic expansion and developmenta To this end , then,

past and with a view to the futureo
� The City of Renton Comprehensive Plan is a visualization of
the City and its immediate environs presentLy and in the future,
It is not a final blueprint9 but rather a general design for futm
ure growthe Since conditions and needs are bound to change in
coming years ,the plan should be reviewed and revised from time to
time in order to provide us with an upmtomdate guide, As each
new improvement is proposed, it should be studied and compared
with the plan in order that the best possible placement and tim-
ing of that improvement can be madeo
The coordinated outline of the future land use areas of the
City is the basic and most important single part of the compre-
hensive plano It should not be confused with the tools by which
the comprehensive plan will be implemented , for example, the pub�
lic acquisition of property for parks9 highways9 etco9 the regu-
latory operation of the police power, or the official acts of
of governing bodies and administrative departmentse

a number of projects have been undertaken, which provide
basic information pertinent to and necessary for the devel-
opment of a carefully integrated plan for the community and

• and within the Seattle Metropolitan areao A forecast has
been computed for the future population and its distribution,
Topographic and planimetric base maps have been prepared and
a land use survey has been madeo The needs and requirements
for public and private services and the locational criteria
therefor has been evaluated and determined, Within this
framework of basic information a plan for the City and its
surrounding areas has been developed into an integrated
pattern of residential neighborhoods� commercial and indus-
trial areas9 arteria�s and streets systems9 and other land
useso This plan will most likely meet the needs of the
people and make the most of the community's resources and its
other potentialities and is suggested as a basis for further
more detailed studieso During the development of the plans
meetings were held with local neighborhood and business
groups9 so that they could participate actively in its pre-

them in areas most convenient to potential customersa
• 2e Generally, highways should be kept free from business
encroachment which, through the introduction of custom� �
ers and pedestrian traffic as well as cars entering and I
leaving the highway at any and many points , tends to
materially reduce the usefulness of such highways for
the purpose for which they were constructed, the fast9
