(Text Portion) 1, PURPOSE OF THE PLANo The purpose of the comprehensive plan is to secure for the citizens of the City of Renton and its immediate environs the social and economic advantages resulting from an orderly and Weii planned use of the land within and immediately adjacent to the City, 2e A GENERAL STATEMENT ON THE PLANn The Cifiy of Renton had its beginnings in 1853 when Henry Tobin setfiled in the area now occupied by the Renton Shopping . Centero With the discovery of coal in the area in the 1860 °s ' and the opening of the first coal mine in ].873 by Captain William Renton, the community grew, attracting a population consisting in the main of emigrant miners and workmen, New life and strength were injected into the community with the advent of the Denny-Renton Clay and Coal Company, now Gladd- ing McBean Company, and the Pacific Car and Foundry Plant short ly after the turn of the century9 and later with the establish- ment of the present Boeing Airplane Company facilities ,and the advent of extensive public housing facilties in the community during World War IIo The coalmining era had largely passed by the early 192 °se The 1920 's and the depression years of the early 1930os saw little growth or change in the community with the exception of Page 2 Comprehensive Plan for the City of Renton some public improvements installed during the WPA yearso In the period followig the end of World War II many changes were wrought upon the communitye The majority of the ublie housing I units erected during the war have been removed, though many stil remain in private ownership, ', The City of Renton, which had a population of 4 ,488 persons at the beginning of World War II, now has a current population of 209176 , as of the March 31, 1963 Censuso The City limits , which had changed little since its original incorporation in 1901 , fol= lowing the close of Word War IIs has steadily increased its area and now comprises approximately 7600 acres, . Many other changes will soon be reality with the opening of the freeway section, now under constructiono Further changes and problems now beset the comraunity with the increased tempo of res- idential development, mostly within the outlying areas , with the construction of new roads and arterials, and the need for more to follow, Other patterns of development are in evidence in the community i the form of new apartments, new comraerial buildings9 and the deveopment of new industrial areas with full public facilitiesa The need for new schoois and parks by the community and its citizens will tax the community' s resourceso However, these facilities , togeter with other public and private devel opments and improvements , must be provided if the community is to acheve a balance equitable to the forces of population growth and economic expansion and developmenta To this end , then, Pge 3 Comprehensive Plan for the City of Renton a plan has been drawn and caxefully studied in the light of the past and with a view to the futureo The City of Renton Comprehensive Plan is a visualization of the City and its immediate environs presentLy and in the future, It is not a final blueprint9 but rather a general design for futm ure growthe Since conditions and needs are bound to change in coming years ,the plan should be reviewed and revised from time to time in order to provide us with an upmtomdate guide, As each new improvement is proposed, it should be studied and compared with the plan in order that the best possible placement and tim- ing of that improvement can be madeo The coordinated outline of the future land use areas of the City is the basic and most important single part of the compre- hensive plano It should not be confused with the tools by which the comprehensive plan will be implemented , for example, the pub lic acquisition of property for parks9 highways9 etco9 the regu- latory operation of the police power, or the official acts of of governing bodies and administrative departmentse 3 , A GENERAL DESCRIPTION OF STUDIES> Ao Studiese In the development of a comprehensive plan for the City a number of projects have been undertaken, which provide basic information pertinent to and necessary for the devel- opment of a carefully integrated plan for the community and its immediate environso Included among these was an - Page 4 Comprehensive Plan for the City af Renton economic study of the community`s potential for further I growth and development as a part of th Puget Sound Region I • and within the Seattle Metropolitan areao A forecast has been computed for the future population and its distribution, Topographic and planimetric base maps have been prepared and a land use survey has been madeo The needs and requirements for public and private services and the locational criteria therefor has been evaluated and determined, Within this framework of basic information a plan for the City and its surrounding areas has been developed into an integrated pattern of residential neighborhoods commercial and indus- trial areas9 arterias and streets systems9 and other land useso This plan will most likely meet the needs of the people and make the most of the community's resources and its other potentialities and is suggested as a basis for further more detailed studieso During the development of the plans meetings were held with local neighborhood and business groups9 so that they could participate actively in its pre- parationa Bo Analysise lo Populatione Population data and figures were obtained from several courcese (1) Uo So Bureau of Census, (2 ) Wash ington State Census Board , ( 3) King County Planning De- partment and (4 ) The Puget Sound Regional Transportation . Areo (Un published) 3 , Physcal Studiese (a) Land Useo A complete land use study was made of the Ren- . tvn Urban Areaa This provides a complete inven tory and mapping of all residential9 industrial9 commercial , public, and other physical developments in the City of Renton and in the nearby areas as existing through January 1964o This study also provides a sound basis for the guidance and projec- tion of future developmento (b) Types of Soils and Economic Land Usee Soils and Slope maps have been made to illm ustrate the types and slope of soils existing throughout the Renton rban Area, This valuable information is used as a guide to the future ecom nomic development of the area and to aid in , Page 7 I Comprehensive Plan for the City of Renton determining the best areas for to encourage the development of the community and its immediate envircns into neighbor hoods and general communities upon, more or lss, the criteria described hereine 1, The Neighborhoode The ideal neighborhood is a small Tomogenius unita It is essentially the service area for an elementary school. , It is made ug of a grop of families (perhaps 1 ,000 to 1 ,500 or even 2,500 families) on an area of land which may vary in size, but which generally will have common group interests and probleraso The ingredients of an ideal neighborhood are a rather solid pattern of homes , linked by quiet streets and centered about an elementary school and a parka A small neighborhood shopping location may be spotted near I Page Comprehensie Plan for the Ciy of Rnon the edge of the neighborhoode The major highway, the arterial street or the free ' way should fall on the boundary of neighborhoods so that it can serve as a fast traffic way without local turning movementso Clean neighorhoods and fast9 safe arterials are the objectivesa Natural or manmade barriers suah as railroads, freeways9 artrials, rivers utility corridors9 steep topography, etc e , should form the boundaries of neigh- borhood units, In planninge however9 we must in most cases work with existing conditions with the prpose in mind of planning further growth in a neighborhood in a way which will achieve at least an approximation of the idealo We work to avozd crowded living conditions9 the splitting of the neighborhood by artarial highways and the development of ommecial and idustri.al establish ments which would unnecessarily encroach into residen tial areas 2o Community Plana The community is the next larger unit of planninga It is generally composed of two or more nighborhoods I, joined for commercial service and common special ser vice purposeso In some instances the design far a pleasant living tends to ncompass not only manPs need for a home environment but his necessity to earn a , Page 9 Comprehensive Plan for the- City of Renton livinga The cammunity might have, prefrably at its edges , a l.ght industrial dis-rict , which wi31 provide of -he nei. hborh aod employment for the wage earners g I familiese I should be large enough to suppot junior and senior high chools, a Iarge shopping center, pro fessional, offces9 and perhaps a I.ibrary, a health cen- I er9 a theater, and services such as fire and palice pro- I tection, proper sewage disposal , plentiful street lightm ing, and oher utilities beyond the purchasing pawer of the smal2. unit of plannzngo BA Densty Plane The City of Renton plans that the general densities of population shal]. be more or less , in accordance wi.th the fallowinge 16 Within the singlefamily residential areas, population shauld range up to approximately five families per acre, 2 , Within the multipie-family areas , papulation densities I should range up ta apprax.mately thirty {30) families per acre. 3o Populaion densities recommended for any given area shall take into consideratian the physical I.imitat.ons of the soil , topography, and the community faeiliti.es available, together with trends of existing development and community desiresa Ce School Plans i • The City of Renton and .ts surrounding urban area is Page 10 Comprehensie Plan for the City of Renton served by the Renton Kent and Issaquah School Districts, and the standards used for determination of size and location of educational facilities are those set forth in the King County Planning Department and the Superintendent of Schools report entitleds "A Guide for School Planning In King Coun ty m 1962"o The foregoing report is a very detailed and com prehensive study ,which is considered suitable for current and future general planning for schools in the Renton Urban Areae Da Subdivision of Landa The City of Renton plan$ that the subdivision of land shall insure, in so far as possible , that streets are dedim cated in the proper locations and are of the proper widths , and that individual building lots are of a proper size and shape for their intended use9 and that sites for schools and parks are providedo Eo Traffic Wayse The City of Renton plans that its traffic ways shall be developed, more or less, in accordance with he following: Streets should be designed according to their use, and design will vary from residential streets to heavy arterials , expressways and freeways , Generally, heavy and fast moving traffic will be routed around neighborhoods with only resi- dential streets bisecting themo Standards for different classifications of streets should be developed in detail and the construction of streets should be related to need as Pa e 11 g Comprehensive Plan for the City of Renton , demonstrated by traffic engineering studieso Contour platting and contour streets are thoroughly defendable9 pleasing to the eye and in evey way good,if not carried to extremesa F, Standards for Shopping Centerss The City of Renton plans that shopping centers shall. de- velop, more or less9 according to the following: l , The location of shopping areas shoulds generally, be such that protection is given to residential areas from busi- ness encroachment whiles at the same time, locating them in areas most convenient to potential customersa • 2e Generally, highways should be kept free from business encroachment which, through the introduction of custom ers and pedestrian traffic as well as cars entering and I leaving the highway at any and many points , tends to materially reduce the usefulness of such highways for the purpose for which they were constructed, the fast9 safe handling of traffico Generally, spotty and strip type development should be discouraged, On the other hand, it is desirable that shopping facilities have easy access to fast arterials , thus, enabling customers to go from homes to shopping areas quickly size of shopping centers should be, more or less , as follows a a, Th Neighborhood Center should be designed to serve from 1 ,500 to 10 ,000 persons and should vary in size from 5 to 20 acreso b, The Community Shopping Center should be designed to serve from 20 ,000 to 100,000 persons and range in size from 20 to 40 acresa c, The Regional Center is a self contained business area I designed to serve a population of 100 ,000 persons os mor and the area should be 40 acres or more, Ga Industral Developmento The purpose of indicating industrial areas is not to dic- tate how industry should
