., s c the adoption of the 1967 Annual Bud�et of the CITY OF RFNZON, it
tia� become necessary to provide €or the expenditure of certain funds by the Park Depart-
��::it for the con�truction and completion of certain facilities within Liberty Park and
;or the Arterial Street Fund to iznprove certain arterial right-of-ways, thereby reducing
congestion of tra�iic, and such expenditures being necessary and required and .being in
t'�� public interest and f�r the public welfare� and
WHERF�:S it is necessary for the proper admini.stration, operation and maintenance
of the City to a��ropriate funds for the paymeat of such expenditures as above set
