SEC�'IOTd TI, The Board of Public t-�orks shall act in an advisary and fact- �indi.ng capacity for the ber�efit of the EXecutive Department and the City �ouncil so as to timely eooxcdinate, prepare an8 provide alZ nacessary data and information to expedite � and pragram vasious publie works from time to time; �he duties of the Board shal.l include �I the follawing: A. To review and make recommendations ta the i�iayar, var'sous departments oE the City, and the City Caunci,i from time ta time relating to all �ontracts, franchises, easem�nts affecting public graperty, including reports and recam- mendati.ons t� the apprapriate cou�ittees of the Iegislative body. B. To review and make recouzmendations to the Ilayar and the City Cauncil and its appropriate committees, relating to the acquisition of property, street, water, secaer, draina,ge or other rights-of-way or the sale or release of same by means af sales ar vacations. C. To review and make recammenda�ions to the i��yor and City Council as welias its 3.egis3.afiive commz.t�ees, ralating to capital improvemen� programFaing and the construction thereaf, D. Ta review and reconuuend to the %Iayor and the Gity Council, and its appropriate legislative commit�ees, public works projects and the means and sources o£ f inancing thereaf. E. To make rules and ragulations deemed necassary f ar the workings of said Camu�ittea and its proceedings. F.
