AND PRQVIDING SPECIAL WAZ`ER AND SEWER RATES TO CERTAIN
RESIDENTS OF THECITY. OF RENTON, TMPOSING CONDITIONS ,
PROVTDING PENALTIES FQR THE VIOLATTON THEREO� AND AMENDING
SECTION 3-�231 RELATING TO WATER RATES AND SECTION 8-715

WHEREAS there has been a signi.�icant and unusual rise in �he
cost o� living during the last .few :years wh� in parti.cular has adver�ely
affected the people who are retired, disabl.ed and athers simil.ar�y
situ.:�.-�ed wha live an fixed ineames belaw :�hase cer-tain levels as

WHEREAS the Federal Governmerit has heretofore determined
and established cer�ain levels of incoin.e to be the minimuiii necessary and
required far -�he mes�e .subsistance af a�y such per.son or persor�s , and
I G�IHEREAS th.e Cz.ty of Rentan is desirous to ass�s-� .such
eligible persanssubject. to certain condition� , by reciu.cti.on in �he
rates charged far water and sewer service, and
WHEREAS such reductian ta the persons eli�ible �herefor is
in the pub3.ic interest and will assist in eliminating goverty and
inadequate living conditions , NOW .THEREFORE (
BE TT ORDAINED BY THE MAYOR AND. THE CITY. COUNCIL OF THE
CITY OF RENTON, WASHINGTON, AS FOLLOWS:

found to. be tr.ue and correct in all re�.pects.
SECTION II : Every person .65 years of age or alder and
every person -�otally anc3 permanently di.sabled, residing in a single
family dwell.ing, ei�ther as awner ar purcha�er, whose income from al1 I
� sources is less than .$2.50..QQ per. month and less than $3 ,000 . 00 per

annum shall pay the following ra�e for water and sewer services
relating �o such single family dwelling in which such per.son permanently
resides, fio-wit:

a. $1.. 00 per month limited to cubic feet
per month; any �eXcess shall b�arged as provided
in Section 3-231 of Title III relating. to water
rates .
�'o� purposesof this Section a residence owned by a marital community
shall be deemed to be owned by. eacli spouse.
SECT"ION TI : Every .such person (if marr.ied, then either
spouse) shall file with the Utilities Department of the City of Re.nton,
his statement, under oath, that .he or she is �ualified to be charged �
the special rate for such utility service as hereinabove set forth and
such statement to contain such other information as. th.e Director of
Utilities may describe, including residence address , ownership or

interest -� dwelling occupied by such applicant, amount, s.ource and
nature of all income from any and all sources , together with the
applicantts unqualified promise to fort�.Yiwith notify the City of any
circum�,tances or change in condition which would make the applicant
ineligible to receive said special rate.
SECTION "III : Any per.son violating any provision of. this
Ordinance shall be :guilty of a misderrieanor and upon conviction thereof
shall be fined in any sum not exceeding $300 . 00.
SE'CTION 'I�V: Section 3-321, as amended, of Title III ,
relating to water rates and Section 8=715 , as amended, relating to sewer

SECTION V : Thls Ordinance shall be in full force and effect ''
