The Mobile Home l�ark Board, as defined in 5ectic�n 4-2002, l . , i.s hereby created. The Baard shall not have jurisdiCtion on a mobile home p�rk I until a comp].�tion certificate has been issued. I� shal�. be the duty of said Bc�ard to enforce all provisi.c�ns of this � Ordinance af�er said Board has assumed jurisdiction over a mobile hame park. Fcar inspection purpose�, any of �he mem- I i bers of the Baard or �heir dul.y authorized rep�esentativ�s I h � anc� agents shall have the right and are hereby empawerec� to enter upon any premises a� any reasariable �ime on which � an� �r�ilers or mobile homes, as abave defined, are I located. The Board is empowered to issue orders, grant, renew and revc��Ce such permits and licenses as are provided £or in accordance with the provisions of this Ordi�a�ae. B. Re�racation of License. The Mobi�.e Home Park Board a.s hereby I authorized ta revoke any iicense issued pursuant to the t�rrns II o£ this Ordinance if after due investigati.an it d�termiz�es i that �he awner thereof has violated any of �.he pra�risions of this Orc�inan�e or that any mobi�.e home o� mobile hc�me parlt is being maintained in an unsan�.tary or unsa�e m�nner or i� a nuisance, 5uch natice of revocation sha11 be in writing and shall advise t�e licensee c�f the violations found. The lic�nsee sha11 have a period af ten (10) d�.ys in which �o remedy the defec�s or amissions �herein speci- f�.ed. �n the event tha� the licensee fail� or neglec�.s to do sr� within �he sa�d ten (10) day per�.ad, �h� orcier of r�vocation shall be final. C. ,A�pealing Decision of Board. Any person aggri�v�fl by an order of the Mobi].e Home Park Bo�zd granting, denying, modifying, rene�aing or revoking a Yicense for a m�biZe hotne park under this Ordinance may fi1� a written request for a hearing before �he Baard within �.en (10) day� aft�r i.ssuance of any such order. Preliminar� Pl�n �s a Guide. Approval of a Preliminary Pl�n �, shall not constitute approval o� the �inal Plan; ratiher, it j shall b� deemed an expre�sion of approval of the Preliminary I Plan 1ayc�ut as subm�tted or as revi�ed. The approved Prelimi- nary Plan shall serve as a guide to the preparation �f the �'inal Plan. 6. Approval Period and Expiration. The approval of the l��eliminary ' Plan shall lap�e unless a Final plan based thereon is �ubmitted within six (6) months from the date of such app�oval unless. ex- tended for good caus� by the Planning Commission upon proper written app�ication by �he developer for a period not to exceed I six (6) mo��hs. The application for approval of .a Prelimina�y Plan of a mobile home park shall include but not be limited �o the following: A. Vicinity Ma�. A vicinity map of the area, dimensions, acres � and zoning of the tract of land, and the land use and zoning of the surrot�nding property, at a scale of not less than one (1) inch representing two hundred (200) feet. B. Site Map. A si�e map at a scale of not less than one (1) inch representing one hundred (100) �eet showing the indi- vidual lot�, structures, roadways, parking spaces, side�a�lks, screening, recreation areas, contours at not less than ,two (2) £oot intervals, landscaping, and other pe�manen� physi- cal features. The application form and g,lan cons�st- ing of the original and at least eight (8) copies, toget�e� . with other plans or documents as may be required by the Planr ning Department, shall be submitted to the Planning Department in the form herewith prescribed for considerat�on of th� Plan- ning Commission. The Planning Department shall affix a fil� II, number and date to the application. Application forms are I available from the Planning Department. �. Final Fees. The Final Plan application shall be accomR�nied by a fee of twenty-five (25) dollars basic fee, plus two (2) dolr lars fifty (50) cents per lot for the first fifty (50) lots, plus two (2) dollars per lot for the next fifty (50) lots, plus one (1) dollar fifty (50) cents per lot for the remaind�� pf the lots in the proposed mobile home park. 3. Referrals, Recommendations of Departments. The Planning Depart; ment shall distribute Final Plan applications to the various departments and agencies, and these departments and agencies shall comment on Final Plan applications and return them to the Planning Department as provided in Section 4-2004, 2. � 4. Date and Notice of Hearing. The date and notice �or a pu�bli,c hearing on the proposed Final Plan shall t�e as specified in Section 4-2004, 3. �. Preparation of Final Plan. Con- crete sidewalks of at least five (5) - feet in width shall be placed along at least one (1) side of each street or lo-- cated in the back or side of each lot so �hat there is side�ralk access to all lots. K. Parkinq: Each mobile home lot shall h,ave a minimum of two (2) automobile parking spaces. Mobile home parks shall provide screened parlcing for boatisj camp�rs, travel trailers, and related devices on a ratio of pne (1) space per ten (10) lots, in a secluded portion of �he pa�k. L. Recreation Area: A minimum of ten (10) p�rcent of the .total area of the park shall be reser�red and shall be used solely and exclusively for a playground-recrea�ion area. M. Landscaping. Landscaping shall be provided on both the individual lots and the remainder of the mobile home park site accordinq ta a landscape plan appraved by the Planning Commission. (1} Instailation. A surety bond of not less than four hundred (�00} dollars per acre of the mobile home for a maxirnum of a two {2) year period guaranteeing to the City the installation according to the approved l.andscape plan of walls , fences, and landscaping re- quired herein shall be pasted prior ta the issuance of any permits ta construct the park. ' O. Storage. A permanent starage facility shall be provided far each lot of no less than two hundred (200) cubic �eet. No other structure except the mobile home and carport shali � be permitted on the lot. P. Service Buildings. There shall be at least one {1) service' building located in a mobile hame park. All service build- ings shal]. have adequate inside and outside lighting. The service building shall have heating equipment adequate �o maintain a temperature af seventy (?0� degrees during cold weather. An adequate supply of ho� water shall be provided at all times �ar facilities in a service building. 4. Laundry. There sha11 be a minimum of one {1} clothes washer and csne (1) dryer far each fifteen (15) mobile hame lats ar � fraction thereof; such facilities shall be lQcated in a ' � service building. R. Patio, A concrete patio on each mobile home lot of nat less than one hundred �.wenty-five (125� square feet with a mini- � mum width of eight (8} feet shall be provided. 2. Constructi.an Standards. In the construction of mobile home parks, the developer shall follow all applicable state , county and city c�des for electrical , plumbing, sanitary sewer, storm sewer, fire, street , building and all other appl.icable codes. C . R11 utilities serving the mobile home park shall be under- . ground. D. Mobile home parks shall have City sanitary sewer and water service. E. A safe, sanitary and adequate supply of water sha11 be supplied to every mobile home lot and service building. F, Any gas supply from a central L. P. gas or natural gas facility sha11. require a gas connection permit and shall comply with t.he City mechanical and plumbing codes. G. �'acilities f.or fire fighting and prevention shall. comply with City fire codes. 3. Completion Certificate A. A signed completion certificate shall signify that the mobile home park has been satisfactorily completed ac- cording to the approved Final Plan and the requirements of this Ordinance. Said completion certificate shall be submitted to the Mabile Home Park Board as par�ial re- quirement for the initial license. Completion certificate forms are available from the Planning Department. B. The developer shall sign and forward the completion certifi- cate to the Planning Department when in his opinion the mobile home park has been completed. Said certificate shall be signed by a11 responsible departments listed in Section 4-2003, 1 , D. for those portions of �he mobile home park within their departmental jurisdiction when �he work has been satisfactorily completed, except for those improvements deferred by 4-200�, 4 . below. 4. Deferred Improvements. If a devel.oper wishes to defer certain improvements, then written application shall be made to the �oard of Public Works stating the reasons why such delay is . , . . . . , � , �. � , � + I -�7- ne��ssary or ad�tisabl.e. Upon approval by the Board of Public Works, the developer shall furnish a performance bond to the City in �n amount equal to a minimum of one hundred fifty (150) percent of the estimated cost of the installation of the r�quired improvements. Such bond shall list the exact work that sha11 be completed and shall \be subject to the condition that the improvements sh�ll be completed within one (1) year after the approval of the Final Pl.an. Bonds for landscaping may exceed a one (1) year time limit. The developer may substitute a certified check in 1.ieu of a performance bond. Such check shall be made payable to the City Treasurer and sha11 be in the same amount as the bond it is substituting. The City reserves the right, in addition to all r�ther remedies available to it by law, to proceed against such bond or other payment, without notice to the developer. An occ�p�ncy permit from the �uilding Department, as a repre- sentative of the Board, sha11 be required f or each mobile home to connect �o utili�ies. 5etbacks, lot coverage, skirting and related requirements shall be inspected at the same time as utility connections. An occupancy permit shall be approved and issued prior to the occupation of each mobile home. A fee of five (5) dollars shall be paid at the time of application for said permit. 2. An occupancy permit shall not be issued for the location of any mobile home unless the mobile home park has been issued a_ com- pletion certificate and a license from the Mobile Home Park Board. 3. Mobile homes constructed after July 1, 1968 shall bear the insignia of approval for plumbing, heating, and electrical installations according to Chapter 43. 22 of R.C.W. 4'-2009 : MAIIVTENANCE 1 . General. The mobile home park shall be kept in good repair to _ insure that said park shall be a pleasant, safe, and sanitary living environment for present and future inhabitants. Mini- mum standards are set forth in this Ordinance. 2. Landscaping. Landscaped areas will be subject to periodic inspection by the Board. Landscaping shall be kept neat and orderl.y. 4-2010: REFUSE DISPOSAL 1. All waste, garbage, refuse and swill shall be stored in fly- tight, watertight, rodent-proof containers which shall be lo- cated not more than one hundred (100) feet from any mobiie I home 1ot. Such containers shall be provided in sufficient nu�iiber and capacity to prevent any refuse from overflowing. Garbage shall be collected at such times and in such manner as pro- vided for by the City' s applicable ordinances . 4-2011: INSECT AND RODENT CONTROL 1. Insect and rodent control measures to safeguard public health, as recommended by the Board, shall be applied in the mobile home park. No accumulations of debris shall be permitted in the mobile home park. In the event that rats or other rodents are known to be in the mobile home park, the operator or licensee of said ark shall immediatel take correctiv P y e action as directed b th B r y e oa d. 4-2012 : ALTERATIONS AND ADDITIONS TO MOBILE HOMES l. No permanent addition for living or storage of any kind shall be built onto or become a part of any mobile home. Skirting of mobile homes is required, but such skirting shall not attach the mobile home permanently to the ground or provide a harbor- age for rodents or create a fire hazard. Screened vents shall be provided at the same minimum standards required for build- ings by the City Building Code. 2. The wheels of the mobile home may be removed, except that the running gear shall remain on the mobile home.
