BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE � CITY OF REN.TON, WASHINGTON, AS FOLLOWS : SECTION I : The followin desi nated committees shall be g g standing committ.ees of the City Council and its membership shall , be appointed by the Presi.de�t of the Council and two of its members `e .te of and service on such committees shall be for the .respectiv rm the incumbents or as otherwise .determined by a majority of the City Council , to-wit: STANDING COMMITTEES : A. The Committee. on Publ.ic Works shall consist of five�. members including a Chairman and Vice Chairman. This Comm.ittee shall be primarily responsible and have .supervision of all matters pertaining to the erivironment, public health, pollution, waste disposal, construction, reriovation, modification and maintenance of public works facilities including but not limited to municipal sewer and water systems and all other matters and issues directly or indirectly related to the aforespecified subject matters . In order to provide continuous and effective liaison between the legislative body and the administrative departments of the City, the Engineering Director, Utilities Su.perintendent, Stre.et Commissioner and Health Officer shall, whenever so timely requested, attend meetings of said Committee and assist in the implementation of its plans and projects whenever so requested by the City Council. B. The Committee on Public Safety shall consist of five I members including a Chairman and Vice Chairman. This Committee shall be primarily concerned with and supervise all matters of public safety including „ but not limiting to police and fire protection, the issuance, control, suspension and r.evocation of all licenses required pursuant to the City' s ordinances, and all ot.her matters and issues directly or indirectly related to the aforespecified subject matters . -1- . , • . �t M,• � • In order to provide continuous and effective liaison betw.een the legislati.ve body and the administrative departments of the City, the Police Chief, Fire Chief, Civil Defense Director and the Police Judge shall, whenever so tirnely requested, attend meetings ' of said Committee and assist in the implementation of its plans and projects whenever so requested by the City Council . C. Th:e Comin:ittee 'on Community Services shall consist of five members including a Chairman and Vice Chairman. This Committ.ee shall be primarily concerned with and responsible for and have supervision of all matters relating to the planning of the physical , �.etl�%�ti�.�=„ social and economic development of the City and its environs including but not limiting it to periodic inspection, supervis.ion and occupancy of various structures and buildings together with the planning and impleanentation of cultural and recreational facilities and activities within the City, and all other matters or issues directly or indirectly relating to the aforespecified subject matters . In order to provide continuous and effective liaison between the legislative body and the administrative departments of. the City, the Planning Director, Building Director, Library Director and Park Director shall, whenever so timely reques.ted, attend meetings of said Committee and assist in the implementation of its plans and projects whenever so requested by the City Council . D. TYie Committee on F'inance shall consist of three members including a Chairman. This Committee shall be primarily responsible for and have supervision of all matters relating. to fiscal policies of the City, including but not limiting to appropriations, revenues and ot.her inco.me, the _a.Ltditing af expenditures and claims presented as well as the f inancing of personal and/or real property. by t.he City or in which it has an interest. This Committee. :shall report annually to the City Council regarding the financial condition of the City and make such appropriate recommendation as it may deem necessary or advisable, �d all other�matters or issues directly or indirectly relating to the aforespecif ied subject matters. In order to provide continuous and effective liaison between the legislative body and the administrative departments of the City, the City Treasurer, City Clerk, Purchasing Agent, and Data Processing Manager shall , whenever so timely requested, attend meetings of said Committee and assist in the implementation of its plans and projects whenever so requested by the City Council . -2- , . , .� .�'' . . ' E. T1ie Comrriittee ori :Persorinel and Cominunity Relations shall consist of three members including a Chairman. This Committee shall be primarily responsible for and have supervision of all matters and issues concerning the inter-governmental relation of the Gity with other units of government, private agencies and the public at large; furthermore, all matters relating to personnel practices and management including but not limiting to wage studies, conditions and terms of employment, labor negotiations and the establishment of a harmonious re�ationship .b.etween the City administration and .its employees , and all o.t.her mat.ters or issues directly or indirectly relating to the aforespecified subject matters. , In order to provide continuous and eff ective liaison bet.ween t.he legislative body and the administrative depart,ments of the City, the members of the Civil Service Commission, the Mayor and any special con- sultants that may be retained by the City from time � to time, .shall whenever so timely requested, attend meetings of said Committee and assist in the implemen- tation of its plans and projects whenever so requested I by the City Council. , � F. The Committee on .Legisl.ation shall consist of three rnembers including a Chairman. This Committee shall be primarily coneerned with and ' supervise all legislative matters of the City, � including but .not limiting to the initiation, consider- ation and study of ordinances and resolutions, research and st.ud of ro osed le islative matters �.ffectin Y P P g g the Ci�y_ directly or indirectly; all ordinances and resolutions initiated and/or introduced by any other committee or member of the City Council shall f ir.st be referred to this Commit.tee for proper study and introduction unless otherwise determined by a majority of the Gity Council. I In order to provide continuous and effective liaison between t.he legislative body and the administrative ' departments of the City, the City .Attorney shall, when- ever so timely requested, attend meetings of said Committee and assist in the 'implement.ation of its plans and projects whenever so requested by the City Counc il , G. The Co'mmittee on Transportation shall consist of three members including a Chairman. -3- I . . ` ' � i � `�' . . fs This Commit.tee shall be primarily concerned with and .supervise all matters relating. to the movement of people and .goods within, over or across public rights.--of-way including but not limiting to the study, review and coordination of plans for the operation of transportation facilities, traff ic engineering, railroads and crossing of public right-of--ways, air and water travel , the lighting of public right-of-ways including underground wiring, on and off str.eet parking of vehicles and a�ll matters of highway safety and the use and occupancy of public rights-of-way including those by public and private utilities , together with all other matters or issues directly or indirectly relating to the aforespecif ied subject matters . In order to provide continuous and effective liaison between the legisl.ative body and the administr.ative departments of the City, the Traffic Engineer, Airport and Airport Director shall, whenever so tiJnely reques.ted, attend meetings of said Committee and assist in the implementation of its plans and I projects whenever so reque.sted by the City Gouncil . H. T:he Committee oh Committees shall consist of three , members namely, the President of the Council, the immediate past P.resident thereof and two .rriembers of the City Council selected therefore. � It .shall have the right to reorganize, rearrange. the member.ship of standing Commit.t.ees, and propose the establishment of special, temporary and "Ad Hoc" committees , provided. however, that the rearrange- ment of the member.ship of any standing comm.ittee .shall have the approval of the G���T�B.�.n�}l. CHAIRMAN' S DUTIES: The Chairman of each of the standing committees of the City Council as. .hereinabove enumerated sha11, make all reports of his respective co"mmittee when he is present and in his absence .the Vice Chairman shall make such report and if there is no Vice Chairman, then any other member of said committee may make such �eport . Al1 of such reports shall be in writing and shall be signed by a majority of the Committee and such reports shall be preserved in the records of the City Clerk' s office. T.he Chairman of each standing committe.e shall have power to ca11 tl�e members of his committee to_gether at all reasonable times and places to consider and .consult concerning any proper subject for. the Committee' s investigation or any subject specif ically referred to such Committee. �4- , 1 I "��! ., .���� .. . SECTION III: COPTMITTE� 'S .DUTIES: It shall .be the duty of each such standing Committ.ee to make a fair examination of all ' subject matters coming raithin the scope of its respective jurisdiction as set forth in this. Ordinance, together with all other matters II referred to such Committee by the City Council , and to report the ', result of its investigation to the Council, in each instance , within a per iod of not more than 45. days. SECTION TV: DISAGR�EMENT - MINORITY R�PORT: W.henever any �I member of t.he committee cannot agree with .t�a.e conclusion and written � repo.rt of t.he majority of such committ.ee, such member may file a minority .report, in writing, .stating fully his v.iews in regard to any said subject matter. Such minority .report is to. be read at the same time as the majority report of the Committee is presented to the Council . � SECTION V: Chapter 6 of Title I (Administrative) of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton'� and any and all ordinances or parts of ordinances in conflict herewith are hereby .repealed. � SECTION VI: This Ordinance shall be in full f orce and ' eff.ect from and after its passage, approval and legal publication.
