AN .ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING SECTION 5-3311 OF TITLE V (BUSINESS
REGULATIONS) OF ORDINANCE N0. 1628 ENTITLED
°tCODE OF GENERAL ORDINANCES OF THE CITY OF RENTON"
RELATING TO LICENSE FEES FOR MASSAGE PARLORS ,
HEALTH SALONS AND PUBLIC BATHHOUSES AND ESTABLISHING
THE EPFECTIVE DATE OF CERTAIN PROVISIONS OF ORDINANCE
N0. 2577 .
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
RENTON, WASHINGTON, AS FOLLOWS :
SECTION I : Existing Section 5-3311 of Title V (Business
Regulations ) of Ordinance No. 1628 entitled "Code of General Ordinances
of the City of Renton" be and the same is hereby amended to read as
follows :
Section. 5-33.11 - License Requ'ired for Facility 0perator or
Atteridant : It shall be unlawful for any
person to give a massage or other treatment to the body of
another by rubbing, kneading, hitting or any other manipu-
lation in any massage business , health salon or public
bathhouse without an operator' s license. The fee for such
an operator' s license shall be and is hereby fixed in the
sum of twenty five dollars ($25 . 00 ) per annum.
It shall be unlawful for any person to operate , to assist
in the operation of, to start or to stop any mechanical
device used by another for health, physical well-being , or
weight reducing purposes , or to position another using such
a device in any snch facility without a massage business
attendant' s license or a massage operator' s licen:se. The
fee for a massage business attendant' s license shall be and
is hereby fixed in the sum of ten dollars ($10 . 00) per annum.
The operator' s fees provided in this Section 5-3311
shall not be applicable to a sole proprietor-operator of
such facility or establishment, who employs no help or
assistance in the conduct of his business , in which case
only._�the license fee specified in Section 5-3303 shall
apply to such sole proprietor-operator.
It shall be unlawful for any female attendant or operator
other than a chiropractor, osteopath, chiropodist , drugless
healer, doctor of inedicine , licensed practical or registered
nurse , masseuse graduated or certificated from a duly State
licensed training school or, in lieu thereof , having prac-
tical working experience of not less than two .(2) years as
such masseuse , when otherwise duly licensed by the State of
Washington, of any massage parlor, health salon or public
bathhouse as hereinabove defined, to attend a male patron
while such male patron is undergoing a massage , treatment
or taking a bath; it shall be unlawful for the owner,
manager or person in charge of a massage parlor or public
bathhouse to permit or suffer such female attendant other
than hereinabove excepted to attend a male patron while such
male patron is undergoing a massage or treatment or taking a
bath. The above educational requirements relating to
graduated masseuse or certificated from a duly State licensed
training school , or in lieu thereof, having practical working

Each such attendan� ar opera-tor shall at all times ,
while giving such ma�sage , or otherwise a�tending such patr�on,
to be appropria-tely dressed, including undergarments , smack ,
or customary nurse�' s uniform.
SECTION "II : Sections 5-3303 , 5-3311 and subsection (M) of
Sec�ion 5-3315 of Amenda�ory Ordinance No. 2577 passed and approved
I by the Mayar and the City Cot.znci3 of the City af Renton an July 20 ,

1970 , are hereby further amended by making said Sec�ions , inclu.ding
� the above specified amendmen�, effective as of January l , 1971. All
other terms and provisions of said Ordinance No. 2577 shall remain in
full force and e�fect unless expressly modified herein.
