AMENDED BY ORD. #3214 , s ��-�a � �9 ORDINANCE N0 . ��rJ,�... _.��— AN ORDINANCE 0�' THE CITY OF RENTON , WASHINGTON, LADOPTING AND ESTABLISHING BY REFERENCE A "UNIFORM BUILDING CODE, 1970 EDITION , VOLUME 1, TOGETHER WITH UNIFORM BUILDING CODE STANDARDS FOR VQLUME l,. 1�7� EDITION; AND REPEALING ANY AND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. WHEREAS , not less than three printed copies in book form of the '�Uniform Building Code" Volume l, 1970 Edition, together with �Uniform Building Code Standards for Volume l, 1970 Edition" as issued by the Internationa� .Conference of Building Officials , have heretofore been filed and are now on file in the office of the City Clerk of the City of Renton for use and examination by the public , and it is deemed advisable to adopt said Code, together with Code Standards , by reference , and to further adopt by reference any amendments , additions or modifi- cations when printed and filed with the City Clerk from time to time hereafter; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLQWS, : SECTION I : Said"Uniform Building Code, Volume l , 1970 Edition" together with "Uniform Building Stan�dards for Volume l, 1970 Edition" , as issued by the InternatioralConference of Building Officials , of which not less than three printed copies in book form have heretofore been filed and are now on file in the office of the City Clerk and made available for examination by the public , is hereby adopted as the rrUNIFORM BUILDING CODE , VOLUME l, 1970 EDITION" together with "UNIFORM BUILDING CODE STANDARDS FOR VOLUME l, 1970 EDITION" which code may be hereafter designated as the 'TCITY OF RENTON UNIFORM BUILDING CODE , 1970 EDITION" . SECTION II : Any and all amendments , additions or modifications to saicl Code, when printed and filed with the City Clerk of the City of Renton by authorization of the City Council from time to time, shall , be considered and accepted and constitute a part of such Code without -1- • . t ' . '. . the necessity of further adoption o� such amendments , modifications or additions by the Legislative authority o� the City of Renton, or by Ordinance. SECTION III : Section 302 (a) of the"City of Renton Uniform Building Code , 1970 Edition" is hereby amended to read as follows : ' Section 302 (a) as amended: The application, plans , and speci�i.cations filed by an applicant for a permit shall be checked by the Building Official. Such plans may be reviet�red by other departments of the City to check compliance with the laws and �rdinances under their jurisdictions. If the Building Official is satisfied that the work described in an application for permit and the plans filed therewith conform to the requirements of this Code and other pertinent laws and or�inances , and that the �'ee speci.fied in Section 303(a) , has been paid, he shall issue a permit therefor to the applicant. When the Building Official issues the permit , he shall endorse in writing or stamp on both sets of plans and specifications "APPROVED" . Such approved plans and specificati.ons shall not be changed, modified, or altered , without authorization from the Building Official , and all r�ork shall be done in accordance �tith the approved plans . The Building Official may issue a permit for t�e construction of part of a building or structure before the entire plans and specifications for the whole building or structure have been submitted or approved provided adequate information and detailed statements have been �iled com�lying with all pertinent requirements of this Code. The holder of such permit shall proceed at his o�rn risk without assurance that the permit for the entire building or structure will be granted. Whenever a building permit is applied for under the provisions of this Code for ne�r construction of a multiple d�telling, consisting of two or more uni.ts , �ublic assembly, commercial or industrial structure , or alteration of an e��:sting structure of said type , in excess of $10 ,000 . 00 , then the person applying for such building permit shall simultaneously forthr�ith also make application for a permit, as an integral part of such new construction or the alteration thereof, for the building and installation of certain off-site lmprovements consisting of sidewalks , curbs , gutters and street paving as necessary on all sides of such property to be improved upon, that may adjoin a public street; said sidewalks , curbs , gutters and street paving shall extend the full distance that such p�operty to be improved upon is sought to be occupied as a building site or parking area for the aforesaid building purposes and which may adjoin property dedicated as a public street. All such sider�zalks required to be constructed under the provisions of this Section shall be of a minimum 8t in c�idth and shall be constructed of Portland Cement concrete ; sidewalks , curbs , gutters and street paving shall otherwise � - 2 - � ' ' . .. • , . , conform to Standard Specifications for Municipal Public inlorks Construction, commonly knor�n as A�lt�A Standards. Street uzidths and standards o� construction shall be specified by the City Engineer or his duly authorized representative. All plans and speci�ications for such improvements to be submitted at time such application for a permit is made. All permits required for the construction of sidewalks , curbs , gutters and street paving shall be applied for and obtained in the same manner, �ees and conditions as specified in Chapter 8 , Title IX (Public Ways and Property) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" , relating to excavating ' or disturbing streets , alleys , pavement or improvements . The Board of Public [nlorks may waive the requirements for these off-site improvements in those areas where total compliance with the terms of this requireJnent would not be in harmony with the City' s six-year street improvement program, or �herever. said construction, addition or alteration is located in an isolated area or where the adjoiriing or abutting street is uni7n�roved or substandard. The Board may require the posting o,f bond in suf�icient amount to insure the completion of these improvements , should the Board grant a delay in their installation. SECTION IV: By the reference thereto made hereinabove, said "Uniform Bwlding Code, Ilolume l, 1970 Edi.tion", together with "Uniform Building Standards for Volume l, 1970 Edition" together with any and all amendments , modifications or additions thereto, hereafter printed or filed �ith the City Clerk as hereinabove specified are incorporated in and made a part of this Code , as amended, as fully and with the � same effect as if set out in full, or as if ado�ted by subsequent Ordinance amendatory hereof. SECTION V: This Ordinance shall not be construed to relieve from or lessen the responsibility of any person o�ning, building, altering, constructing or moving any building or structure as defined in the aforesaid Code ; nor shall the City of Renton or any agent thereof be held as assumi.ng such liability by reason of inspection authorized herein or a Certificate of Inspecti,on issued by the City or any of its agencies.
