AN �RDINANCE OF THE CITY OF RENTON, WASHINGTON, ESTABLISHING .ANDCREATING THE POSITION OF "PERSONNEL DIRECTOR" SPECIFYING DUTIES , RESPONSIBILITIES , AND QUALIFICATIONS , PROVIDING FQR THE APPOINTMENT OF DIRECTOR THEREOF AND REPEALING ANY AND ALL ORDINANCES IN CONFLICT HEREWITH THE CITY COUNCIL OF THE CITY OF RENTON , WASHINGTON DO ORDAIN AS �OLLOWS : SECTION I : There is hereby created and established-�eposition of "PERSONNEL DIRECTOR" who shall be appointed by the Mayor, subject to confirmation by a majority of the City Council. The sal.ary of the Personnel Director shall be as determined and provided for in the annual City. Budget and as otherwise provided by law . SECTION II : The Personnel Director shall be responsible for and have the following duties , among others , together with those assigned to hi.m by the Mayor and/or Ci.ty Council from time to time, to-wit: A. To administer the City 's pe�sonnel programs , establish, develop and implement personnel policies and procedures . B. To provide for employment screening, interviewing, and placement and the maintenance of master personnel records and all of which record�s. shall be �reated con�identially. C. To advise the Mayor and City Council from time to ti.me on personnel and manpower needs , coordinate available training programs and develop and maintain ' organization charts and records . To advise and partici:pate, whenever requested to z�o so, in labor relati.ons negotiatior� and to promptly advise the Mayor and Ci.ty Council of any need for salary and wage adjustments and related matters . E. To recommend from tirne to time salaries or wages �r new or revised classitications as same may be created by Resdution or Ordinance from time to time. F. To furnish unto the appointing authority appropriate data and information including surveys on living costs and wage rates of similar or equivalent positi.ons in other cities of comparabl.e size. G. To be familiar with. .current .deci.si�ns involvi.ng l�bor and management relati.ons especially as, they apply to municipalities ,. labor laws and regulati.ons., decision of arbitration boards and all matters relating to collective bargaining contracts involving muni.cipal employees . H. Perform such other servi.ces relati.ng to the general work of a �ersonnel director as may be assigned to him by the Mayor and�or the majority of the anembers of the Ci.ty Council. SECTION �III:: The duties of the Personnel Director as herei.nabove set forth shall no-t, however, ap�ly to. or affect matters of personnel admini.stration of the City 's Ci.vil Service Systems of i.ts uniformed personnel. SECTION IV: Such Di.rector sha11 have a tho•r.ough and up to date knowledge in the field of personnel and�or industrial relations as applied to governmental administration; to have the ability to plan and coordinate the administrative functions of personnel applications I -2- �,� �� � t� i ♦ ` " . •S N ' • �� • • ~ Y � � � • and to develop and i.mplement plans and programs and to evaluate work accomplishments ; to establish and maintain eftective and regular communi.cati.ons and relati.onships with other City and governme�i�a1 o�ficials and employees andrrembers of the general public. The Personnel Director shall further have the training and ability to clearly and effecti.vely present factual data, recommendati.ons and presentations to the Mayor and the City Council, either orally or in written form. The Personnel Director shall have practical experience in the area of personnel and/or industrial relations of not less than five years and be a graduate from an accredited college or university with at least a B.A. degree in personnel, industrial relations or business admi.nistration. SECTION "V: Any and all Ordinances or parts of ordinances in conflict herewith are hereby repealed,. SE'CTZON VI: This Ordinance shall be in full force and effect on and after th.e first day of 'January, 1972 and upon its pasaage, ap�roval and five days after its publication, unless othe�wise provided ' for hereinabove.
