' 1628 ENTTTLED "CODE OF GENERAL ORDINANCES OF THE CITY OF I RENTON'T RELATING TO THE DEPARTMENT OF FINANCE . I THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS: ' SECTION I: Existing Section 3-701 - "ESTABLISHMENT OF DEPARTMENT AND DUTIES OF DIRECTOR" of Title III (Departments) of '', Ordinance No. 1628 entitled "Code of General Ordinances of the City , � of Renton" is hereby amended to read as follows: 3-701 , as amended - ESTABLISHMENT OF DEPARTMENT AND DUTIES OF DIRECTOR. There is hereby created and established a "Department of �'�.nance" which shall be u.nder the supervision of the Director of Finance as hereinafter set forth; said Department may consist of one or more divisions and sam.e to have such responsibilities, duties and jurisdiction as the Director may determine from t.ime to time. Such Divisions may include the following, to-wit: � (A) Records Division (B) Budget and Accounting Division II (C) Purchasing Division i The Director of the "Department of Finance" shall be respo�sible for and supervise all divisions and shall have the following duties, among others, together with those assigned to him by the Mayor and/or City Council from time to time, to-wit: (A) Compile the annual budget and all work incidental theretd: (B) Supervise and be responsible for the disbursement of all monies and have control over all expenditures to ensuxe that budget appropriations are not exeeeded and as other_ I wise provided by law and the rules and regulations of the State Auditor' s Office relating to Municipal corpor ations. (C) Maintain a general accounting system for the City government and each of its offices and departments . -1- � � ,'�, ''� , , .., • ' . � � . . . . . Y , .'S • � s "' i (D) Prepare a monthly statement of all receipts and disbuxse- ments in sufficient detail to show the exact financial condition of the City, (E) Prepare, as of the end of each fiscal year, a complete financial statement and report. (F) Supervise the collection of all taxes, special assessments, license fees and other revenues of the City . I (G) Supervise investment of City funds. (H) Supervise the purchase of all supplies, materials, equip- ment and other articles used by any office or department of the City gove�nment. S�CTION II: Existing Section 3-702 of Title III (Departments) of Oxdinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by adding a subsection thereto entitled "Subsection (T� " reading as fol�ows : 3-702 as amended - (I) - Together with such other duti.es as may be assigned by the Finance Director, Mayor and/or City Council. SECTION III: Existing Section 3-703 of Title III (Departments) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended by a subsection thereto entitled "Subsection (M) " reading as follows : 3-703 as amended - (M) Together with such other duties as may be assigned by the Finance Director, Mayor and/or City Council. I S�CTTON IV: Existing Section 3-706 of Title III (Departments) i of Ordinance No . 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : I 3-706 as amended - QUALIFICATIONS OF DIRECTOR OF `t DEPARTMENT OP FINANCE" . Such Director shall have a thorough and up to da-te knowledge of modern methods and techniques in governmental accounting, together with a thorough knowledge of State Laws , ordinances , rules and regulations relating to the f inancial administration of C�y government . -2- .� . __.: :. _� . . ;.. . . l Such Director shall have a college degree in either finance , publa.c administration, accounting, business administration or in a field related to any of the forego�.ng interests ; together with extensive managerial or supervisory experience with either a uni.t or branch of government or as employee of any corporate or industrial entity, relating to the duties hereinabove descr�bed; PROVIDED HOWEVER, such person may also quali.�y as such Di.rector if in lieu of a college degree as above stated such erson has had not less than six years of continuous practical � P experience on a managerial or supervisory level with any branch of government or in private en.terprise, in any of the fields above described. Such Director must have the ability, experience and training to develop sound accounti.ng systems and procedures , to plan, assign and direct the wark of his divisi.ons . In addi.tion thereto; such Director must have the ability and practical experience to establish and maintain effective and effi.cient working relationships with subordina�tes�, other City officials and members of the general public . SEC'�ION V: Existing Section 3-707 of Title III (Departments) of Ordi.nance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows : 3-707 as amended - APPOINTMENT AND QUALIFICATIONS OF SUPERVISORS : The Director of the Department of Finance shall appoint the departmentaJ. supervisors subject to pri.or concurrence therein by the Mayor. SECTION VI : -All other provisions of Chapter 7 (Department of F'inance) of Title III (Departments) of Ordinance No . 1628 shall remain in full foree and effect. SECTION VII : This Ordinance shall be effective upon its passage, approval and five days after its publication, unless otherwise ' provided for herei.nabove.
