' � � ' !, ,� ' II 1 CITY OF RENTON, WASHINGTON I ORDINANCE N0 . 2'7gg : i AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, � I RELATING TO THE POWERS OF INITIATIVE AND REFERENDUM AS AUTHORIZED BY CHAPTER 81, LAWS OF 1973 , 1ST EX. SESSION; FROVIDIN� Pi�OCE�URES THER��'OR AND ESTABLZSHING EXEMPTIONS THEREFRO.M. � THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON , DO ORDAIN AS FOLLOWS : SECTION I : The City of Renton heretofore passed and approved Resolution No . 7.855 under date of May 14 , 1973 and caused said Resolution, within ten (10) days after its passage, to be published at least once in a newspaper of general circulation within the City of Renton. More than nir�ty (90) days have expired since such passage , but excluding the date of first publication of said Resolution , and no timely and sufficient referendum petition has been filed as �e�mi.tted by l�w. ' • SECTION II : In pursuance of Chapter 81 , Laws of 1973 , lst Ex. Session (Senate Bill No . 2190) the City of Renton hereby elects to adopt, as a non-charter Code Cit�, the powers of Initiative and Referendum as set forth therein. Any and all Ordinances hereafter passed and adopted by the City of Renton shall not go into effect prior to thirty (30) days from the time of final passage and same shall be subject to referendum during the interim EXCEPT THE FOLLOWING ORDINANCES : A. Ordinances initiated by petition; B. Ordinances necessary for the immediate presenation of public peace, health and safety or for the support of City government and its existing public institutions which contain a statement of urgency and are passed by unanimous vote of the Council; C. Or�iinances providing for local improvement districts ; D. Ordinances appropriating money; .: E. Ordinances providing for or approving collective bargaining agreements ; F. Ordinances providing for the compensation of or -1- . � ��r. ''�!�� '.l�w"`���, ' N r- " • � . - . � . , working conditions of City employees and agents ; and G. Ordinances authorizing or repealing the levy of taxes ; and all such excepted Ordinances sha�l go into effect as provided by the general law or by applicable sections of Title 35A RCW as now exi,sting or as hereafter amended . SECTION III : All powers of initiative and referendum shall be exercised in the manner set forth for the Commission form of government in RCW 35 .17 . 24C� to.�35 :17�360-inclusive, as now or otherwise _ hereafter amended, EXCEPT as�provided in Section II of this Ordinanc"e and EXCEPT that the number of registered voters required to sign any petition for an initiative or referendum shall be fifteen (150) per cent of the total number of names of persons .listed as registered voters within the City of Renton on the day of the last preceding City General Election. SECTION IV: This Ordinance shall be in full force and effect upon its passage, approval and five days after its publication, unless otherwise provided for hereinabove.
