THE CITY COUNCII, OF THE CITY OF RENTON DO ORDAZN AS FOLLOWS :
SECTION I . There is hereby created and established a "DEPART-
MENT OF PUBLIC WORKS" , to be codified as Chapter 6, Title III (Depart-
ments) of Ordinance 1628 entitled "Code of General Ordinances of the
City of Renton" ; said Department shall be under the supervision of the
Director of Public Works as hereinafter set forth, and said Department
shall be organized into different divisions including but not limiting
it to the following:
A. Design Division ,�--
B. Street Division
C. Utilities Division
D. Traffic Engineering Division -
E. Developmental Services Division �
F. Genera]. Services Division
and each division to have a supervisor therefor.
The Director of the "DEPARTMENT OF PUBLIC WORKS" shall be responsible
for and supervise all divisions and shall have the following duties, -'
among others, together with those assigned to him by the Mayor and/or
City Council from time to time, to-wit:
A. Such Director shall supervise and assist in the engineering, �
surveying and drafting work involved in Public Works and
improvements of the City such as preparation of estimates,
plans, specifications, reports and recommendations and
public improvements.
B. Supervise the keeping of plans, plats, maps, drawings,
dedications, final estimates and specifications
relating to City affairs.
C. Direct the City' s construction, repair, sweeping,
cleaning of streets, curbs, gutters and alleys.

D. Direct the City' s construction, repair , maintenance,
cleaning and flushing of all public utilities.
E. Direct the inspection of street, sidewalk, gutters and
sewer improvements.
F. Plan and recommend needed public construction, repair
and maintenance work.
G. Provide technical and advisory engineering assistance
to other departments of the City.
H. Serve as member of the Board of Public Works .
I . Serve as the City' s "Building Official" .
SECTION II . The Design Division, under the supervision of
the Director of Public Works, shall perform the following functions
and duties:
A. Provide for the preparation of all estimates, plans
and specifications for all types of public construction
projects . ,
B. Check and maintain a suitable file or files of all
official maps, plats, surveys and construction projects
of the City or in which the City may have an interest.
C. Establish and maintain all monuments and bench marks.
� D. Prepare all property descriptions and arrange for
acquisition of all street rights-of-way by dedication,
purchase or condemnation.
E. Negotiate with property owners, including the preparation
of cost estimates and assessment rolls, preliminary and
final , for all local improvement district projects.
F. Maintain a file of suitable projects for the City,
estimates and designs for such contemplated future
works as may be directed by the Mayor and City Council
from time to time.
G. Study, investigate and make application to 5tate and
Federal governments, boards and commissions, for grants
in aid, loans, and other benefits available to the City
in connection with any such public w�orks project.
H. Perform such other services as may be required by law or
the Mayor from time -to time.
I. Supervise all new construction such as highway projects,
streets, alleys, sidewalks and bridges. �
J. Provide for the sampling and testing of materials used
in construction of any public project within the City
of Renton.
K. Supervise all crews for land, preliminary and construction
surveys .

SECTION III . The 5treet Division under the supervision of
the Street Superintendent shall have, among others, the following duties
and functions:
A. 5upervise all highway, street, alley and sidewalk repair,
maintenance and construction.
B. The Street Superintendent shall assist the Director of
Public Works in reports and investigations of proposed
street maintenance projects .
" C. Keep an accurate and detailed account of all costs,
estimates, and disbursements in connection with any
of such work projects as herein specified.
D. Maintain, clean and flush all street and other roadways,
sidewalks and bridges, including removal of snow and
ice from streets, together with sanding of streets and
bridges during winter months.
E. Maintain and operate gravel pits and aggregate crushing
plants, if owned or controlled by the City, as may be
directed by the Public Works Director.
F. Advise and make reports on conditions of City streets
and alleys, as well as miscellaneous structures, and
timely recommend action to be taken.
SECTION IV. The Utilities Division, including water and sewer,
shall be headed by a Utilities Engineer -who shall have, among others,
the following duties and functions:
A. Maintain, repair, replace, opera�e and construct all
sewer systems and other sanitary installations and all
other phases of sanitation which may be assigned to
this utility.
B. Maintenance, repair, replacement, operation and construc-
tion of all water systems and like installations and all
other phases of water supply, quality and storage thereof,
and to assist in the design of the foregoing.
C . Advise and make reports on conditions of water and sewer
installations and projects and recommend action to the
Director of Public Works .
D. Direct the inspection of all water and sewer improvements.
SECTION V. Ti�e Traffic Engineering Division shall be headed
by a Traffic Engineer who shall, among others, have the following duties
and functions:
A. Conduct studies of traffic accidents, cong��tions and
other conditions affecting the safe and convenient use
. of the streets and alleys within the City.
B. Collect facts reg�.rding the effect and operation of
regulations controlling street traffic signals and
lighting in connection therewith.

C. Make recommendations concerning legislation or construction
affecting the safe and convenient use of streets and
alleys within the City.
D. Prepare, assist and advise in the preparation of plans
and specifications for the construction of public streets
and road�,�ays including interchanges, channelization and
street lighting and traffic signals relating thereto.
E. Design, supervise, maintain and operate installation of
traffic signals, signs, pavement markings and crosswalk
lights.
F. Perform such other services that may be required by law
or by the Director of Public Works from time to time.
SECTION VI . The Developmental Services Division shall be
headed by a Supervisor of Developmental Services who shall, among others,
have the following duties and functions:
A. Conduct field inspection of new and modified structures,
including residential, commercial, industrial, as well as
public structures whenever appropriate; check conformity
of plans with building, electrical and mechanical require-
ments; enforce City regulations, codes and safety standards.
B. Examine applications and plans for development permits;
interpret City regulations and offer assistance to the
general public in construction, code enforcement and
development permit matters.
C. Receive and process permit applications; coordinate the
review of permit applications and plans with other divi-
sions and City �departments; issue permits .
D. Such other duties and functions as may be assigned to
such Supervisor by the Director.
SECTION VII . The General Services Division shall be headed
' by a Building Manager who shall, among others, have the following
' duties and functions:
, A. Prepare plans, specifications and cost estimates for
construction, alteration and maintenance of City buildings .
B. Plan and implement maintenance operations carried on at I
several sites; prepare plans and estimates for building,
garage and property repairs and improvements. !,
C. Provide custodial service in public buildings to insure
safe and sanitary environments for building occupants ,
and the general public .
D. Such other duties and functions as may be assigned to
such Manager by the Director.

SECTTON VII�. The Director of the "DEPARTMENT Ok' PUBLIC
WORKS" shall be appointed by the Mayor, subject to confirmation by a
majority of the City Council.
The salary of the Director of the "DEPARTMENT OF PUBLIC WORK5"
shall be as determined and provided for in the Annual City Budget and as
otherwise provided by law.
SECTION IX. Qualifications of Director of "DEPARTMENT OF
PUBLIC WORKS" :
Such Director shall have a thorough and up-to-date knowledge
of modern methods and te�hniques of Civil Engineering as applied to the
design, construction, operation and maintenance of public works and
I utility facilities and installations of every type and nature, together
with a thorough knowledge of land and engineering survey systems, methods
and techniques, and all current developments and literature in the field
of Civil Engineering. In addition thereto, such Director shall have an
adequate knowledge of the laws and regulations relating to the planning,
construction and operation of public works and utility facilities, of
the principles and practices of modern office management and operation,
and the ability to adapt. approved engineering methods and standards to
the design and construction of a variety of public works projects.
Furthermore, such Director must be able to establish and maintain con-
stantly effective and efficient working relationships with his associates,
subordinates, supervisors, the Mayor ' s office, members of the Legislative
body, and other municipal officials and the public generally.
Such Director must be a graduate from an established and duly
accredited four-year college or university with the major course work
in civil engineering, or public administration with a minor in civil
engineering, together with actual experience of a progressively
responsible nature in the p�actice of civil engineering, including
experience in a supervisory capacity with a governmental unit of not
less than five years, and in addition thereto, such Director must have,
or be capable of obtaining within a reasonable period of time after such
appointment, a Certificate of Registration with the Washington Board of
Registration for Professional Engineers and Land Surveyors.

� SECTION X. Appointment and Qualifications of Supervisors.
� The appointments of 5upervisors in the six divisions herein-
above specified, namely Street Division, Utilities Division, Traffic
Engineering Division, Design Division, Developmental Services Division
and General Services Division, shall be made by the Director of the
"DEPARTMENT OF PUBLIC WORK5" subject to prior concurrence ��,herein by
the Mayor.
The qualifications of such Supervisors shall include the
following:
A. Street Division
1 . Such Street Superintendent to have a thorough
knowledge of the materials, methods, techniques,
tools and equipment used in all street maintenance
and repair work.
2 . A thorough knowledge of the occupational hazards
involved and safety precautions necessary to safe
and efficient conduct of heavy manual. work and
equipment and machinery operation.
3 . A working knowledge, based on not less than five
years of actual experience, of the principles and
practices of civil engineering as applied to the
development and management of municipal public
works.
4 . Ability to organize, direct and coordinate the �
activities of several crews in a manner conducive -�
to full and efficient performance and high morals. �
5. Ability to express ideas in public works projects
clearly and concisely and to make written reports
thereon.
6 . Ability to establish and maintain at all times an
- effective and working relationship with employees, �
subordinates, other City offiCials and the public
in general.
7 . Graduation from a standard high school, preferably
supplemented by college level courses in civil
engineering �or related fields, considerable pro-
g.r_essively responsible supervisory work in varied
public works operations, including maintenance and
construction. I
B. Utilities Division I
1. Such Utilities Engineer to have a thorough knowledge
of the materials, methods, engineering practices
and equipment used in the construction, maintenance
and repair of water and sewer distribution systems.
2 . A thorough knowledge of the theory and practice of
modern water treatment, sewage collection and dis-
posal and of machines, equipment and materials
used in water and sewage treatment and operations .

3 . A substantial knowledge of administrative management
practices and procedures, together with sufficient
ability to plan, organize, delegate responsibility,
supervise and review the work of all subordinates
and to secure prompt and efficient results .
4 . Ability to communicate clearly and concisely together
with the preparation and submission of oral and
written reports.
5. Ability to maintain adequate and appropriate records
and prepare reports .
6. The Utilities Engineer shall be a graduate from an
accredited four-year college or university with a
major course work in Sanitary or civil engineering,
or in lieu thereof , have practical experience of not
less than seven years with a municipal corporation,
State or Federal government and of which at least
three years consisted of supervisory work.
C. Traffic Engineering Division
1. 5ucri Traffic Engineer shall have extensive knowledge
of the principles and practices of modern, up-to-date
traffic engineering, particularly as applied to
municipal public works .
2 . Thorough knowledge of construction and maintenance
methods, materials and equipment employed in
general and specific traffic engineering works,
including street lighting, traffic control and
related public works.
3 . Extensive knowledge of modern principles of accident
prevention and the experience and ability to imple-
ment accident prevention designs and improvements.
4 . An adequate knowledge of the laws and regulations
relating to traffic control; construction and
mainterance of traffic signs, devices, including
electric light standards.
5. A substantial knowledge of administrative management
practices and procedures, together with sufficient
ability to plan, organize, delegate responsibility, �
supervise and review the work of all subordinates
and to secure prompt and efficient results.
6 . Ability to communicate clearly and concisely together
with the preparation and submission or oral and
written reports. �
7 . The Traffic Engineer shall be a gradua�e from an
accredited four-year college or university with a
major course work in civil engineering, or in lieu
thereof, have practical experience of not less than
seven years with a municipal corporation, State or
Federal government and of which at least three years
consisted of supervisory work.
D. Developmental Services Division
The Supervisor of Developmental Services sha11 be a �
graduate from an accredited four-year college or
university with major course work in architecture,
engineering or related field and two years of qualifying
experience; or in lieu thereof, have a combination of
education and experience equivalent to the above.

E. General Services Division
The Building Manager shall be a graduate from a standard
high school, vocational school, or equivalent, with
considerable experience in building maintenance, plumb-
ing, carpentry, mechanical and electrical installations
and use of maintenance materials pertinent to each of
these areas.
SECTION XI . In addition to the qualifications and duties I
herein specified, the Director and Supervisors shall further comply I
and meet the requirements as outlined in the "Job Description 5chedules"
as established by the City from time to time, and such "Job Descriptions"
shall be supplemental to the qualifications hereinabove specified.
SECTION XII . Any and all ordinances or parts of ordinances
in conflict herewith are hereby repealed including Chapter 30 of Title
I of Ordinance No. 1628 relating to "Building Department" .
SECTION XIII . This Ordinance shall be in full force and
effect on the 3oth day of January 1974, and upon its passage,
approval and five days after its publication, unless otherwise provided
for hereinabove.
