ORDINANCE N0. 2gh2 i
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING ORDINANCE N0. 2823 RELATING TO THE
POSITION OF DIRECTOR OF "DEPARTMENT OF PUBLIC
WORKS" ; PROVIDING FOR THE APPOINTMENT OF A
DEPUTY DIRECTOR OF PUBLIC WORKS ; PRESCRIBING
HIS DUTIES AND QUALIFICATIONS THEREFOR; AND
REPEALING ANY AND ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT THEREWITH
THE CITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOinIS :
SECTION I : Existing Section X of Ordinance No. 2823 is
hereby amended to read as follows :
Sectionj_X (A) - QUALIFICATIONS OF DIRECTOR OF "DEPARTMENT
OF PUBLIC WORKS" . Such Director shall have a thorough and up-to-date
knowledge of modern methods and techniques of Civil Engineering as
, . applied to the design, construction , operation and maintenance of
public works and utility facilities and installations of every type
and nature , together with a thorough kno�ledge of land and
engineering survey systems , methods and techniques , and all current
developments and literature in the field of Civil Engineering. In
addition thereto , such Director shall have an adequate knowledge of
the laws and regulations relating to the planning , construction and
operation of public works and utility facilities , of the principles
and practices of modern office management and operation , and the ability
to adapt approved engineering methods and standards to the design and
construction of a variety of public works projects . Furthermore ,
such Director must be able to establish and maintain constantly
effective and efficient working relationships with his associates ,
f subordinates , supervisors , the Mayor' s office , members of the
Legislative body , and other municipal officials and the public generally.
Such Director must be a graduate from an established and
duly accredited tour-year college or university with the major
' course work in civil engineering, or public administration with a
minor in civil engineering, together with actual experience of a ,
progressively responsible nature in the practice of civil engineering,
including experience in a superv isory capacity with a governmental
unit of not less than five years , and in addition thereto , such

Director must have , or be capable of obtaining within a reasonable I
period of time after such appointment , a Certificate of Registration
with the Washington Board of Registration for Professional Engineers
and Land Surveyors . �
Section� (B) - APPOINTMENT OF DEPUTY DIRECTOR OF PUBLIC
WORKS - DUTIES - QUALIFICATION: There is hereby established
and created the position of "DEPUTY DIRECTOR OF PUBLIC WORKS"
who shall be appointed by the Director of Public Works subject to
the prior concurrence therein by the Mayor. Such Deputy Director
shall serve at the pleasure of the appointing authority.
Qualifications : The Deputy Director of Public Works
shall have, among others , the following quali�cations :
a. To have a thorough and up-to-date knowledge of
methods and techniques of civil engineering and
administration as applied to the design, construction,
operation and maintenance of public works and
utility facilities and installation.
b. To be a graduate from an established , duly accredited
four-year college or university with a major course
work in civil engineering, or public administration,
with a minor in civil engineering, together with
actual experience of a progressively responsible
nature in the practice of civil engineering, including
experience in a supervisory or managerial capacity
with a go�vernmental agency of not less than two years .
Equivalent qualifying experience may be substituted
on a year for year basis for the required graduation
from an accredited four year college. Preference
shall be given to such candidate or appointee if ,
. in addition to other qualifications , such person is
also registered as a Professional Engineer with the
Washington Board of Registration for Professional
Engineers and Land Surveyors .
Duties : The Deputy Director shall , among others , perform
the following functions and duties :
. a. To act on behalf of the Director of Public Works
in his absence.
b. To assist the Director in the operation and administration
of the Public Works Depar-tment including organization,
administrative procedure , operations and program
budgeting.

� c. Perform such other duties and assignments as
requested by the Director from time to time ,
or such special assignments as may be directed
by the Mayor or legislative body.
SECTION II : All other terms and provisions of Ordinance
No. 2823 except as heretofore r�r her.eby amended and modified,
shall remain in full force and effect.
SECTION III : Any and all ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION IV :
Th.i..s, Ordinance shall be effective upon its passage , approval
and five days after its publication ,unless otherwise provided for
hereinabove.
