ORDINANCE N0. 4057
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON AMENDING
CHAPTER 1 OF TITL� X (TRAFFIC ) OF ORDINANCE N0. 1628
ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF
RENTON" BY ADDING A NEW SECTION DEFINING CRUISING,
PROHIBI�'ING CRUISING DURING DECLARED TIMES OF CONGESTED
TRAFFIC AND DECLARING VIOLATION A MISDEMEANOR
THE CITY COUNCIL OF THE CITY OF REt�iTON, WASHINGTON, DO 012DAIlV AS
FOLLOWS:
SE�TION I : Existing Chapter 1 of Title X (Traffic) of Ordinance
No. 1628 entitled "Code of General Ordinances of the City of Renton" is
hereby amended by adding the following Section:
Section 10-124 : CRUISING.
A. No person shall drive or permit a motor vehicle under his care ,
custody or control to be driven past a traffic control point two ( 2 ) times
in the same �3irection of travel within a two-hour period in or around a
posted no cruising area so as to contribute to traffic congestion ,
obstruction of streets , sidewalks or parking lots , iznpediment of access to
shopping centers or other buildings open to the public , or interference
with the use of property or conduct of business in the area adjacent
thereto.
B. The Police Chief or his designee shall r�etermine when an area has
become so congested by traffic as to present a danger of traffic
congestion , obstruction of streets , sidewalks or parking lots, impediment
of access to shopping centers or other buildings open to the public, or
interference with the use of property or conduct of busi�ness in the area
adjacent thereto or that emergency vehicles cannot respond in that area

within a reasonable period of time. The Polic� Chief or his designee shall
then direct that the no cruising signs shall be erected or installed and
maint�ined until the congestion haa lessened to �n acceptable d�gree.
C . At every point where a public street or alley becomes or provides
ingress to a no cruising area there shall be posted a sign which designates
"no cruising" areas. The de£inition of a "no cruising" area is as follows:
"No Cruising. No person sha1.1 driv� or permit a motor vehicle under his
care, custody or control to be driven past a traffic control point two ( 2 )
times in the same direction of travel within a two-hour period in or �round
this area so as to contribute to traffic congestion, obstruction of_
streets, sidewalks, or parking lots, impediment of access to shopping
centers or other buildings open to the public, or interference with the use
of property or the conduct of business in the adjacent area. "
D. A traffic contr�l point as used in this section means any point
or points within the no cruising area established by the Police Department
for the purpose of monitoring cruising.
E. No violation shall occur except upon the second passage by the
same traffic control point in the s�me direction of travel within the
�forementioned two hour period.
F . No area shall b? designated or posted as �a no cruising area
except upon the passage of a resolution by the council specific�lly
mandating said designation and posting for � particular area.
G. This section shall not apply to in-service emergency vehicles,
taxicabs for hire, buses and other vehiclPs being driven for business
purposes.
H. Penalty: Violation of this ordinance shall be a mi�demeanor
subject to a penalty of $250. 00 .

SECTION II: This ordinance sha11 be effective upon its passage,
approval and thirty days after publication.
