" 1628 " ENTITLED "CODE OF GENERA.L ORDINANCES OF THE CITY _ - 0� RENTON" RE�.ATING TO CITY COUNCIL Z�IATTERS. � � ' 'THE CITY COUNCIL OF THE CITY OF RENTON DO OR�AIN AS FOLLOGJS : - � SECTION I : Existing Section 1-503. of Ordinance No. 1628 is � hereby amended to �ead as follows : - � Section 1-503 as amended: TIME AND PLACE OT MEETINGS : The City Council shall hold its regular meetings on the ', first four (4) Mondays of each month, commencing at the hour of eight o ' clock (8 : 00) P.M, in the City Council Chambers of the City Hall , or at such other pla�e or places that the City Council may determine from time ta time. Meetings of the City Council shall adjourn by 11 : 00 P.M. unless othe-rwise determined by a majority of the Council members eZected, or in case of emergencies , continuation of public hearings , budgetary matters and similar urgencies that require prompt and tir,.el� action by the legislative body. Special or "Committee of the Whole" meetings of the City Council shall be held on the second Tuesday of each month at the hour of eight o' c1o�k (8 : 00) P.M, in the City Council Chambers of the City Hall unless otherwise indicated by the City Council , E�CEPT that such - , rieetings sh�ll not be held during the months of January, July and November. � Ad3itional special meetings may be called by the Mayor or =our (4), • any �����x��� mernbers of the City Council members by �aritten notice deliv�-red to each member of the Council at least ttiaenty-four (24) h�urs before the time specified f_or the proposed meeting, and as o�ne��caise provided by Chapter 250 , Laws of 1971 , First Ex. SECTION II : Existing Subsection (D) of Section 1-511 of Ordinance No. 1628 is hereby amended to read as follows : • Sub-section (D) of 1-511 as amended: INTERRUPTIONS : A Councilman, once recognized by the Presiding Officer, shall not be interrupted when speaking unless called to order by the Presiding Officer , or unless a point of order or personal privilege is raised by another Councilman, or such speaker chooses to yield to a question by another member of the City Council. If a Councilman, while speaking, is called to order, he shall cease speaking ,immediately until the question of order is determined and, if determined to be in order, he shall proceed. Members of the City Staff, after recognition by the Presiding Officer, shall hold the floor until completion of their remarks or until recognition is withdrawn by the Presiding Officer and such staff inember shall make every effort to make such remarks brief and to the point. SECTION III : Existing Sub-section (H) of Section 1-511 of Ordinance No. 1628 is hereby amended to read as follows : Sub-section (H) of 1-511 as amended: LIMITATION OF DEBATE: No Councilman shall be allowed to speak more than once upon any particular subject matter until every other Councilman desiring to do so shall have spoken. Each Councilman shall limit his remarks ' more than on such particular subject matter to not ��X������ ten (10) minutes . SECTION IV: Existing Sub-section (A) of Section 1-512 of Ordinance No. 1628 is hereby amended to read as follows : Sub-section (A) of 1-512 as amended: MANNER OF ADDRESSING COUNCIL: Each person desira_ng to address the Council shall proceed unless otherwise directed by the chair to the Speaker' s Stand, /shall state his name and address for the record, state the subject he wishes to discuss , state whom he is representing if he represents an organization or other persons or group of persons , and unless further time is granted by a niajority vote of the Council , -2- , , . . - '� �. . � . . , � � . shall limit..his remarks to five (5) minutes . Al1 such remarks shall be pertinent to. the .subject matter at hand. All remarks shall be addressed to the Council as a whole and not to any member individually . No questions shall be askedcf a Council person or member of the city satff without th.e permission of the chair. L SECTION V: Existing Section 1-515 of Ordinance No. 1628 is hereby amended by adding sub-section (C) to read as follows : I Se.ctioxi "=i'�5T5` :��C) : All Ordinances or Resolutions for I' adoption by. tlie Council., unless submitt_ed by a Council Committee I to the City Council by unanimous vote, shall be available to all council persons for at least seven (7) days prior to the Co�ncil meeting at which the Ordinance or Resolution is to be submitted, and in any ', event copies of all Ordinances and Resolutions shall be uniformily ' distributed to all council members not later than the night of the council meeting upon which action on the Ordinance or Resolution is to. be. taken. SECTION VI : Any and all ordinances or parts of ordinances � in conflict herewith are hereby repealed. SECTION VII: This Ordinance shall be in fu31 force and effect upon its passage, approval and five days after its publication.
