4 COMMISSION" TO BE DESIGNATED AS CHAPTER 2 OF
5 TITLE II (COMMISSIONS AND BOARDS� OF ORDINANCE �

12 AS FOLLOWS:
13 SECT ION I:
14 ESTABLTSHMENT DF PLANNING COMM-ISSION: There is hereby created
1� and established a Planning Commission pursuant to RCW 35A.63 . 020
16 providing for its membership, method of appointment, organization and
17 duties.
ig Such Planning Commission or agency shall serve in an advisory
19 capacity to the Mayor and the legislative body and shall have such
2p powers and duties as shall be provided for herein or as may be
21 provided by amendatory ordinance.
22 SECTION 2 :
23 APPOINTMENT: The Planning Commission shall consist of �ine (9)
24 members, appointed by the Mayor and confirmed by a majority of the
25 members of the City Council.
26 The present appointive members of the �lanning Commission shall
2� remain in office for the balance of their presently existing terms.
� 28 Thereafter the term of each appointee shall for three (3) years and
29 such appointment shall be made on July 1 and February 1 respectively
30 for such three year terms.
31 SECTION 3 :
32 VACANCIES: Vacancie.s occurr�ng otherwise than by expiration of
33 terms shall be filled for the unexp�red term in the same manner as the
34 original appointment is made as set forth in the immediately preceding
35 paragraph. Members may be removed by the Mayor, with the approval of

1 the majority of the City Council, for neglect of duty, malfeasance
2 or misfeasance in office, or when such appointee misses three
3 unexcused meetings within any twelve month period. Members shall
4 be selected without respect to political affiliations, shall serve
5 without compen.sation, and the appointees shall constitute a cross
6 section of the community representing different interests, trades,
7 professions and activities.
8 SECTIDN 4 ;
9 ESTABLISHMENT OF ADVTSORY COMMITTEES: In order to carry out
10 its duties and functions prescribed by this Ordinance, the Planning
11 Commission may establish advisory committees on subject matters of
12 general, city wide interests as the Commission deems appropriate.
13 Such advisory committee shall serve at ��e discretion of the Commission
14 and their responsibilities and duties shall be established in writing
15 by the Commission. All members of such advisory committees shall be
l� appointed by the Mayor, confirmed by a majo.rity of the City Council,
17 provided however that the �lanning Commission, in such instances as
lg a majority of the commission deem� appropriate, may designate the
lg Chairman of such advisory committee who may be a regularly appointed
20 member of the �lanning Commission. Nothing in this section shall be
21 construed to authorize members of advisory committees to be voting
22 members of the Planning Commission��,unless such member is also a duly
23 appointed member of the Planning Commission.
24 SECTION 5 :
25 MEETINGS -� OFFICERS == RECORDS: The Planning Commission shall
26 elect its own Chairman, and create and fill such other offices as it
27 may determine from time to t�ime.. The Commission shall hold at least
28 one regular meeting in each quarter year and shall adopt rules for
29 transaction of business. Unless otherwise indicated, "Roberts Rules
30 of Order" as amended, shall be controlling. Records of all official
31 Commission proceedings shall be kept by the Planning Department and
32 shall be open to public inspection as provided by law.
33 The Mayor shall assign to the Commission and its advisory
34 committees, if any, a proper place of ineeting in which to transact

The Planning Commission shall hold public hearings to consider any
revisions or amendments to the City ' s Comprehensive Plan in October of
each year. Additional meetings may be held therefore when a majority �
of the Planning Commission members so designate .
SECTION 6 :
EXPENDITURES -- BUDGET: The expenditures of the Planning Commission
shall be limited to the authorized appropriations made to the Planning
Department by the City Council for the planning function of the city . The
services and facilities of the City ' s Planning Department shall be utilized
by the Commission in performing its duties . The work program for each
ensuing year shall be prepared by the Planning Department, with concurrence
of the Commission, and submitted to the City Council for approval through
the regular Planning Department budget.
SECTION 7:
DUTIES AND RESPONSIBILITIES : The Planning Commission is hereby
vested with the following duties and responsibilities :
A. Comprehensive Plan: To review and update the Comprehensive Plan
and its elements as necessary, and if appropriate, recommend new goals
and policies .
To develop and prepare as necessary and appropriate, short-range
programs for implementation of the Comprehensive Plan.
To conduct periodic planning studies of homogeneous community
units , distinctive geographic areas , or other types of districts having
unified interests within the total area of the city which will amplify
and augment the Comprehensive Plan.
To provide effective and efficient land use regulations and
processes , based on the goals and 'policies of the Comprehensive Plan.
1 . The Comprehensive Plan shall be a policy plan containing
statements of goals and statements of policies for implementation thereof,
together with appropriate maps . The Comprehensive Plan may include the
following planning elements or portions thereof, and any additional
planning elements the Commission or Council considers pertinent:
a. A land use element indicating generalized land use,
including number of acres devoted to each category of use .
b. A transportation element indicating the general location
of freeways , arterials , major public transit routes , and other major
transportation facilities and indicating the need for such facilities .

1 2. The Comprehensive Plan may include any or all of the
2 following optional elements:
3 a. A community services and facilities element indicating
. 4 the general location of public services and facilities and indicating
5 the need and appropriate location for such services and facilities;
6 b. A recreation and open space element indicating a
7 comprehensive system of areas and public sites for recreation, natural
g reservations, parks, parkways, beaches, playgrounc�s, and other
9 recreational and open space areas;
10 c . A shoreline element setting forth policies concerning
11 economic development; public access and circulation; recreation; urban
12 design, conservation, restoration, and natural environment; and
13 historical, cultural, scientific, and educational values; i
14 d: An economic element utilizing an economic base by
15 standard industrial employment categories and indicating employment
1{ levels and trends, capital-employee ratias,,: and potential sites for
1� major economic expansion;
lg e.. An environmental element indicating environmental
lg conditions and natural processes including climate , air quality,
20 geology, hydrology, vegetation, wildlife, fisheries, and other natural
21 factors that affect or would be affected by development;
22 f A land capacity element indicating suitability
23 and capability of lands for uses such as agriculture, residential ,
24 commercial, industrial, recreation, preservation, or multiple uses;
25 g`. A population element indicating population
26 characteristics such as distribution, age, education, income, race, and
2� other appropriate characteristics;
I 28 h A housing element identifying appropriate housing i
29 characteristics including density, occupancy rates, price distribution,
30 condition, and current housing needs;
I 31 i. A disaster element identifying areas of potential '

34 or structures of historical, archaeological, architectural, ecological, '

15 3i;: The Comprehensive Plan shal.l be adopted by ordinance of
16 the City Council after public hearing by the Council, and all City
17 Programs mate.rially affecting land use, including land use regulatory �
lg codes, shall ,be consistent with the Comprehensive Plan. �
lg 8� •. Zoning--Amendments to the Comprehensive Plan Program and
20 Area-Wide Zonings. The Planning Commission, in conducting ���a land
21 use analysis, may from time to time recommend to the City Council
22 amendments to the Comprehensive Plan as well as new short-range programs
23 and area-wide zonings to implement the recommended amendments to the
24 Comprehensive Plan. In formulating its recommendations to the City
25 Council, the Planning Commission and its advisory committees may
26 conduct public hearings; however, in any event all meetings of the
2� Commission or its advisory committees shall be open to the public
28 pursuant to the Open Public Meeting Act of 1971. Amendments to the
29 City' s Comprehensive Plan shall be made pursuant to the requirements
30 set forth in Section 7 (Dutzes and Responsibilities) of this Ordinance.
31 Area-wide zoning shall be recommended to the Mayor and the City
32 Council by the Planning Commissio.n�_.a°fter conducting a public hearing
33 thereon and may be thereafter adopted by the City Council upon
34 completion of at least one public hearing thereon.

' `� . • The Planning Commission shall further review, from time to time, the
City ' s Zoning, Subdivision and other related developmental Ordinances to
provide that such existing legislation is �urrent, up to date , and fully
meets the needs of the community. The Planning Commission may recommend to
the Mayor and City Council , from time to time , such amendments as it deems
necessary , after public hearing thereon. I
SECTION 8 - REPORTS : The Planning Commission, at or before its first
regular meeting in September of each year , shall make a full report in
writing to the Mayor and City Council which shall contain, among others , the
following information:
1 . A comparison of the program objectives and actual or anticipated
results of the short-range programs or efforts ;
2 . The extent to which unforeseen problems and opportunities have
occurred; and
3 . Proposals for any new short-range programs to implement the
policies of the Comprehensive Plan.
SECTION 9 - REPEAL: Existing Chapter 2 of Title II ( Commissions
and Boards ) of Ordinance No. 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby repealed in its entirety and superseded
by this Ordinance .
Except that the Planning Commission shall retain jurisdiction of
all applications presently pending and being processed by such jurisdiction
shall terminate, in any event, no later than Ma �h 1 , 1977 .
SECTION 10: Any and all ordinances or parts of ordinances in
conflict herewith are hereby repealed .
SECTION 11 : This Ordinance shall be in full force and effect from
and after its passage and five days after publication.
