HomeMy WebLinkAboutORD 4016v •' _AMENDED BY ORDINANCE #4208 .., REPLACES 3-701, REPEALS 3-702 Repeals Ordinance No. 376, 1206, 1295, 1407, 1536, 2608, 2935 Amends portions of 2665, 2709 CITY OF RENTON, WASIHINGTON ORDINANCE NO. 4016 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON REPEALING CERTAIN CHAPTERS OF TITLE I (ADMINIS- TRATIVE) OF ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON" AS THEY RELATE TO OUTDATED REFERENCES TO CITY DEPARTMENTS, EMPLOYEES AND FUNCTIONS AND AMENDING A PORTION OF CHAPTER 7 OF TITLE III (DEPARTMENTS) OF ORDINANCE NO. 1628 RELATING TO OUTDATED DEPARTMENTS WITHIN THE FINANCE DEPARTMENT AND REPEALING SECTION 3-708 THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I: Existing Chapters 9, 12, 14, 15, 17, 19 and 34 of Title I (Administrative) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" are hereby repealed in their entirety. SECTION II: Existing Section 3-701 of Title III (Departments) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows: Section 3-701, as amended: ESTABLISHMENT OF DEPARTMENT AND DUTIES OF DIRECTOR: There is hereby created and established a "Department of Finance" which shall be under the supervision of the Director of Finance as hereinafter set forth; said Department may consist of one or more divisions and same to have such responsibilities duties and jurisdiction as the Director may determine from time to time. Such Divisions may include the following, to -wit: (A) Budget and Accounting Division (B) City Clerk Division (C) Purchasing Division (D) Data Processing Division ORDINANCE NO. 4Q16 ' The Director of the Department of Finance shall be responsible for and supervise all divisions and shall have the following duties, among others, together with those assigned to him by the Mayor and/or City Council from time to time, to -wit: thereto. (A) Compile the annual budget and all work incidental (B) Supervise and be responsible for the disbursement of all monies and have control over all expenditures to ensure that budget appropriations are not exceeded and as otherwise provided by law and the rules and regulations of the State Auditor's office relating to Municipal corporations. (C) Maintain a general accounting system for the City government and each of its offices and departments; (D) Prepare a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City; (E) Prepare, as of the end of each fiscal year, a complete financial statement and report. (F) Supervise the collection of all taxes, special assess- ments, license fees and other revenues of the City; (G) Supervise investment of City funds; (H) Supervise the purchase of all supplies, materials, equipment and other articles used by any office or department of the City government. SECTION III: Existing Section 3-702 of Title III (Departments) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows: -2- ORDINANCE NO. 4016 Section 3-702, as amended: CITY CLERK DIVISION. The City Clerk Division, under the supervision of the City Clerk, shall perform the following functions and duties: (A) Serve as Clerk of the Council during regular and special public meetings of said body and perform such other duties of a like nature as shall be required by that body. (B) Be responsible for the recording, filing, indexing and safekeeping of all proceedings of the City Council. (C) Record in full, uniformly and permanently, all ordinances, resolutions and other public documents and authenticate same as,provided by law. (D) Publish, in the regular course of business, all adopted ordinances of the City Council, together with all legal notices required by law or ordinance. (E) To perform the duties of Deputy Registrar of Voters and to register qualified persons. (F) Prepare, attest and report on all vital statistics of the City Clerk Division and pertaining to its activities. (G) Notify the Mayor's office of the pending expiration of the term of office of the member of any Board, Agency or Commission and said notice to be given, in writing, at least thirty (30) days prior to such expiration. A copy of such notice shall also be forwarded by the City Clerk to the President of the Council. (H) Be the custodian of the official seal of the City, and be responsible for mail distribution and printing services. (I) Together with such other duties as may be assigned by the Finance Director, Mayor and/or City Council. -3- �C f ORDINANCE NO. 4016 SECTION IV: Existing Section 3-708 of Title III (Departments) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby deleted in its entirety. SECTION V: This Ordinance shall be effective upon its passage, approval and thirty (30) days after publication. PASSED BY THE CITY COUNCIL this 8th day of September, 1986. c� Maxine E.
