THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I: The monthly rates for water, sanitary sewer, garbage disposal, and storm drainage service are amended or established according to Exhibits "A", "B", "C", and "D" attached. Any excess shall be charged as provided in Section 3-231(A) of Title III relating to water services. SECTION II: These rates shall become effective with billings computed on or after January 1, 1987, and after its passage, approval, and five days after its publication. EXHIBIT "B": SANITARY SEWER SECTION I: Existing subsection (A) of Section 8-715 of Chapter 7, Title VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows: Section 8-715(A), as amended: SEWER CHARGES, SPECIAL RATES: A. The monthly rates and charges for sewage disposal service shall be as follows: 1. Single-family dwelling units - $4.25 2. All other users: A charge of Four dollars and twenty-five cents ($4.25) per month for each nine hundred (900) cubic feet of water used by apartments, multiple dwelling units of every type and number, business, commercial, industrial, and all other users. 3. Charges for sewer service without City water: In the event that water obtained from sources other than purchased from the City of Renton is either discharged or drained into the sewer system, single-family dwellings and other users shall be charged by one of the two following methods: a. Thirteen dollars and ninety-five cents ($13.95) per single-family 3 Y ORDINANCE NO. 4032 residence(includes Nine dollars and seventy cents ($9.70) Metro charge). b. Other than single-family dwellings, the Director of Public Works shall install a water meter into such private water system at cost to property owners, and the method of billing shall be in compliance with Section 8-715(A)2. SECTION II: Existing subsection (D) of Section 8-715 of Chapter 7, Title VIII (Health and Sanitation) of Ordinance 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended as follows: . Section 8-715(D), as amended: In addition to the foregoing charges specified in this section, the following rates shall be charged: 1. A charge of Nine dollars and seventy cents ($9.70) per month, payable to Metro for each single-family dwelling unit. 2. A charge of Nine dollars and seventy cents ($9.70) per month, payable to Metro for each nine hundred (900) cubic feet of water used by apartments, multiple dwelling units of every type and number, business, commercial, industrial, and all other users. 3. Any additional charges hereafter imposed by Metro under the "Industrial Cost Recovery" or Industrial Waste Surcharge" programs required under the FWPCA (PL 92-500), Section 204, or as same may be amended hereafter, plus 15% thereof as an additional charge for the City's cost of implementing such programs. EXHIBIT "C": SOLID WASTE SECTION I: Exi��ing subsections (A), (B), and (D) of Section 8-309 of Titles VIII (Health and Sanitation) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" are hereby amended as follows: Section 8-309(A), as amended: RATES FOR CHARGES: The following schedule is hereby adopted as the charges to be paid to the City for services rendered for each category: (A) Collection of garbage, refuse, and swill from residential dwellings shall be made once a week, and the charges therefor shall be as follows: 1. For "garbage cans" and/or "garbage units", as herein defined, placed not more than twenty- five feet (251) from the edge of the street, curb, or alley abutting or adjoining the unit served: Not more than one can per week $ 7.18 per month Not more than two cans per week 7.87 per month Each additional can per week 1.50 per month Extra units 1.50 per pickup 2. For "garbage cans" and/or "garbage units", as herein defined, placed not more than twenty - 5 ORDINANCE NO. 4032 five feet (251) but less than sixty feet (601) from the edge of the street, curb, or alleyway abutting or adjoining the unit served: Not more than one can,per week $ 8.84 per month Not more than two cant per week 10.25 per month Each additional can per week 1.50 per month Extra units 1.50 per pickup 3. For "garbage cans" and/or "garbage units", as herein defined, placed more than sixty feet (601) from the edge of the street, curb, or alleyway abutting or adjoining the unit served: Not more than one can per week $ 9.24 per month Not more than two cans per week 11.07 per month Each additional can per week 1.50 per month Extra units 1.50 per pickup 4. All categories in Section 8-309(A)l, 2, and 3 are subject to a flat $1.00 fee for senior citizens who qualify for the "Senior Citizen Rate" as established by Ordinance No. 2946, to - wit: a. Every single person sixty-two (62) years of age or older and every single person substantially and permanently disabled residing in a single-family dwelling, either as owner or purchaser, whose income from all sources is Six hundred seventy-one dollars and thirty-five cents ($671.35) per month or less and Eight thousand fifty-six dollars and fifteen cents ($8,056.15) per annum or less shall qualify for the Senior Citizen Rate. The maximum figure shall increase whenever there is an increase in Social Security benefits in an amount proportionate to the increase. b. Every married couple, constituting a marital community, residing in a single- family dwelling, either as owner or purchaser, and both spouses being sixty-two (62) years of age or older or one person being substantially and permanently disabled while the other spouse is under -the age of sixty-two (62), and whose total income from all sources is One thousand seven dollars and seven cents ($1,007.07) per month or less and Twelve thousand eight -four dollars and ORDINANCE NO. 4032 eighty-nine cents ($12,084.89) per annum or less shall qualify for the Senior Citizen Rate, This maximum figure shall increase whenever there is an increase in Social Security benefits in an amount proportionate to the increase. c. Every such person (if married, then either spouse) shall file with the Utilities Division of the City his or her statement, under oath, that he/she or they are qualified to be charged the special rate for such garbage collection services hereinabove stated. Such statement shall contain such other information as the Utilities Division may prescribe, including address; ownership or interest in the dwelling occupied by such applicant(s); amount, source, and nature of all income from any and all sources; together with the applicant's unqualified promise to forthwith notify the City of any circumstances or change in condition which would make the applicant(s) ineligble to receive said special rate. All such information shall be treated in confidence, and all such applications and statements shall only be available for inspection by authorized personnel of the City. The Utilities Division shall have the right whenever deemed necessary to require such statement on an annual basis. Section 8-309(B) and (D), as amended: (B) Collection of garbage, refuse, and swill from business firms and commercial enterprises shall be made each weekday, and the charges shall be as follows: 1. For "garbage cans" and/or "garbage units", as defined herein: $1.41 per can picked up. 2. The minimum monthly charge for each such business or commercial account shall be the sum of $9.87 per month. 3. The rate for the handling of hydraulically handled containers approved by the City's contractor and the City for use by 7 ORDINANCE NO.. 4032 commercial, industrial, and multiple -dwelling establishments shall be as follows: 1 -yard container 1 -1/2 -yard container 2 -yard container 3 -yard container 4 -yard container 6 -yard container 8 -yard container 20 -yard container 30 -yard container 40 -yard container Compactors Sewage grit $ 7.18 per pickup 10.17 per pickup 12.60 per pickup 18.22 per pickup 23.86 per pickup 33.30 per pickup 42.95 per pickup 45.70 per pickup plus dump fee 48.99 per pickup plus dump fee 52.23 per pickup plus dump fee $ 2.48 per cubic yard plus dump fee $ 16.38 per ton plus dump fee Minimum pickup -------------- 1 to 8 -yard containers - once per week 20 to 40 -yard containers - twice per month Compactors - twice per month 4. The rate for handling temporary contractor drop boxes shall be as follows: 20 -yard container 30 -yard container 40 -yard container $48.00 per pickup plus dump fee 51.39 per pickup plus dump fee 54.84 per pickup plus dump fee Minimum pickup -------------- Temporary contractor drop boxes - twice per month (D) 1. Collection of industrial waste and rates: "Industrial waste", as the term is herein defined, shall be collected by the City's collector holding a valid and subsisting contract therefor from the manufacturing establishments having such wastes, at the rates and upon the terms established herein as the same may be amended from time to time. The below -specified rates and conditions are based on 8 ORDINANCE NO. 4032 annual quantities of "industrial wastes" of loose measure or equivalent, in combination of loss and compacted waste. a. Forty (40) yard load of loose industrial waste, whether in contractor's or customer's containers, exclusive of "dumping fee" at disposal facility - $48.99 per load. b. All loose industrial waste hauled in other than contractor's or customer's 40 -yard containers, exclusive of "dumping fee" at disposal facility - $2.50 per cubic yard. c. Compacted industrial waste in customer - furnished containers, exclusive of "dumping fee" at disposal facility - $52.23 per load. d. Rates for all industrial concerns not falling in the above categories as herein set forth shall be as specified in sub -paragraph (B)3 of Section 8-309. All categories will be reviewed quarterly. If the user is not falling into its specified category, an adjustment will be made at that time for the previous quarter. This adjustment may be in favor of the contractor or user, whichever is appropriate. (ordinanGe 3630, SECTION II: Any and all ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION III: These rates shall be effective upon the January, 1987, billing and upon its passage, approval, and five days after its publication. EXHIBIT "D": STORM DRAINAGE SECTION I: CHARGES FOR STORM DRAINAGE UTILITY: The following schedule is hereby adopted as the monthly charges to be paid to the City for storm drainage utility services: 1.
