The City Council of the City of Renton, Washington, do ordain as follows: Section I: Existing Section 9-1102 of Title IX (Public Ways and Property) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: Section 9-1102, as amended: Definitions: 21. Cul-de-sac Streets: Minor terminal streets and courts designed to have one end permanently closed. Section TI: Existing Subsection (K), Section 9-1108(7) of litle IX (Public Way and Property) of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: Section 9-1108(7)(k), as amended: Cul-de-sacs: 7) K. Cul-De-Sacs: Cul-de-secs are permitted provided they do not exceed five hundred feet (500') in length. Standards for residential and industrial cul-de-sac streets are as follows: 1. Residential Cul-de-sac Streets: Residential cul-de- sac streets shall have a right-of-way width of fifty feet (50') for the street portion and a minimum paved radius of forty five feet (45') with a right-of-way radius of fifty-five feet (55') for the turnaround. Hammerheads of "T"s with a dimension of forty feet by eight feet (40' x 8') may be used at street ends upon approval of the Building Department. , 2. Tndustrial ._.Cu1-de_sac ___Streets: lndustrial cul-de-sac streets shall have a minimum street width of sixty feet (60') and a minimum right-of-way radius for the turnaround of seventy-five feet (75'). Section _ ITT: Existing Section 9-1108(23)(A) of l�itle IX (Public Way and property� of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: Section 9-1108(23)(A), as amended: Streets; Widths and Lengths: ' A. Streets; Widths and Lengths: The minimum width of right-of-way, measured from lot line to lot line, shall be not less than as follows: (1) Expressway-parkway rights-of-way shall be one hundred feet (100') to two hundred feet (200') in width as may be required by the Director of Public Works. Expressways and parkways are those to be used primarily for fast traffic with minimum access and minimum interruption from cross traffic and shall be designed in accordance with the Major Arterials and Street Plan. (2) Major arterial street and highway rights-of-way shall be eighty (80) to one hundred fifty feet (150') in width as may be required by the Department of Public Works. Arterial streets and highways are those to be used primarily for fast or heavy traffic and shall be designed in accordance with the Major Arterials and Streets Plan. • . �� Ordinance No: 3901 , - � • ' � • (3) Community arterial street rights-of-way shall be seventy feet (70') in width to one hundred feet (100') in width .as may be required by the Department of Public Works. Arterial streets and highways provide intermediate connection between major arterials and local access or neighborhood collector streets. They are used for moderately heavy and fast traffic and shall be designed in accordance with the Major Arterials and Streets Plan. (4) Neighborhood collectar street rights-of-way shall be sixty feet (60') wide. Collector streets are those which carry traffic from minor streets to the major system of arterial streets and highways and inc.lude the principal entrance streets of a residential development end streets for major circulation within such a development. (5) Residential access street rights-of-way shall not be less than fifty feet (50') wide, and where street length exceeds eight hundred feet (800'), may be increased as determined necessary by the Building Department. Minor residential access streets saving lots averaging thirty-five thousand (35,000) square feet or more in area with minimum frontages of one hundred thirty � five feet (135') may be reduced to forty feet (40') in width. Residential access streets are those which are used primarily for access to the abutting residential properties and are desi ned to discoura e their use b throu h traffic. 9 9 Y 9 (6) Frontal roads or one way street rights-of-way shall be not less than forty feet (40') wide in residential areas, not less than fifty feet (50') wide in commercial areas. Frontal roads are minor streets which are para11e1 and adjacent to arterial streets and highways and which provide access to abutting properties and protection from through traffic. (7) Temporary Turn-Arounds and Street Ends. Where, in the opinion of the Building Department, it is desirable to provide for street access to adjoining property, proposed streets shall be extended by dedication to the boundary of such property. Such cul-de-sac streets sha11 be provided with a paved temporary turn-around having a roadway diameter of at least eighty feet (80') and a temporary easement. Such temporary easement shall be automatically released upon the extension and construction of said street beyond the boundary of the original subdivision. (8) Private Streets: No private street shall be platted in any ' subdivision except that private streets serving not more than four (4) single family residential lots may be established in a short plat upon approval of a variance by the Hearing Examiner pursuant to Section 9-1109. Prior to approval of the variance, the Hearing Examiner must find that the proposed private street is not reasonably anticipated to be necessary for existing or future traffic and/or pedestrian circulation through the subdivision or to serve adjacent property. Such private street shall consist of a thirty foot (30') easement width with a twenty foot (20') pavement width. The remainder of the easement shall be landscaped. The plat shall provide underground utilities, including storm drainage and sanitary sewers and street lighting. No further subdivision of the subject or adjacent property shall be permitted without the dedication of a public street, meeting the width standards and all improvements required by this Chapter. The private street sha11 not exceed five hundred feet (500') in length, and shall provide a cul-de-sac or hammerhead turnaround meeting the minimum requirements of this Chapter. Appurtenant traffic control devices including installation of traffic and street name signs, as required by the Public Works Department, shall be provided by the subdivider. (9) Alleys may be provided to the rear of lots zoned for business purposes and shall not be provided in residential blocks except where the subdivider produces evidence satisfactory to the Hearing Examiner of the need for alleys. Alleys shall be at least twenty feet (20') wide. Alleys are minor public ways used primarily for service access to the rear or sides of properties. , Ordinance No. 3901 " , ' ' ' . , , ,. . ' c" � (10) Reserve Strips: lhere shall be no privately held or owned reserve strips paralleling or terminating street• end's or otherwise controlling access to streets. Section IV: Existing 5ection 9-1108(24)(A) of �fitle IX (Public Way and Propertyj of Ordinance No. 1628 entitled "Code of General Ordinances of the City of Renton" is hereby amended to read as follows: Section 9-1108(24)(A), as amended: Streets; Widths and Lengths: A. Streets; Widths and Lengths. The minimum right-of-way width measured from lot line to lot line shall be not less than as follows: (1) Industrial arterials shall be at least ninety feet (90') in width. Industrial arterials are designed to carry major vehicle loads or as the main street in an industrial subdivision. (2) Industrial collectors shall be at least eighty feet (80') in width and designated to take a moderate amount of vehicular traffic. (3) Industrial access shall be at least sixty feet (60') in width and designated to serve industrial establishments. (4) Private Streets and Reserve Strips. lhere shall be no private streets in any subdivision, and every lot and block shall be served from a publicly dedicated street. l�here shall be no privately held or owned reserve strips paralleling or � terminating street ends or otherwise controlling access to streets. (S) Alleys are prohibited. (6) Frontal Roads. When proposed blocks front on an arterial street or highway, the Hearing Examiner may require provisions for a frontal road parallel to the arterial street. F�rontal roads are minor streets which provide access to abutting properties and protection from through traffic and shall be not less than sixty feet (60') in width.
