� AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING PORTIONS OF CHAPTER 7 OF TITLE IV (BUILDING
REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING
TO ANIMAL REGULATIONS
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I : Existing subsection (H) of Section 4-702 ,
Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code
of General Ordinances of the City of Renton" is amended by adding
the following subsection:
Section 4-702 (H) 7 . HOUSEHOLD PETS: Household pets shall
include animals such as dogs, cats, ferrets, and other similar-sized
animals totalling three (3) or less and one (1) unweaned litter produced

SECTION II: Existing subsection (K) of Section 4-702 , Title
IV (Building Regulations) of Ordinance No. 1628 entitled "Code of I
General Ordinances of the City of Renton" is amended as follows:
Section 4-702 (K) 1 . KENNEL: A structure or facility where
nine (9 ) or more adult dogs or cats or any combination thereof are
kept, whether by the owners or others and whether or not for compensation.
This does not include small animal hospitals, clinics, or pet shops which
are covered in other portions of the Zoning Code . An adult dog or cat
is one which has reached the age of four (4) months .
Section 4-702 (K) 2 . KENNEL, HOBBY: A structure at or adjoining
a private residence where four (4) to eight (8) adult dogs or cats are ,
kept. An adult dog or cat is one which has reached the age of four (4)
months.

SECTION III: Existing subsection (L) of Section 4-702
Title IV (Building Regulations) of Ordinance No.1628 entitled "Code
of General Ordinances of the City of Renton" is hereby amended as
follows:
Section 4-702 (L) l. LANDING AREA: The area of the Airport
used for the landing, taking off or taxiing of aircraft.
2 . LANDSCAPING: The addition, modification, and/or retention
of trees, shrubs, ground cover, rockeries, land-forms, and similar
items designed to achieve desired effects, which shall include, but is
not limited to, enhancing aesthetics or amenities, screening, providing
wildlife habitat, and controlling surface water.
3 . LARGE FARM ANIMALS: Large farm animals include horses,
cattle, sheep, goats, ponies, hogs, and other similar-sized animals .
4 . LICENSED: AN engineer holding a valid Washington State
professional engineering license or a professional person holding an
appropriate and valid Washington State license .
5 . LOT: Legally subdivided lands having fixed boundaries,
being of sufficient area and dimension to meet minimum zoning requirements
for width and area, and having a legal access to a public right of way.
6 . LOT AREA: The total surface area of the horizontal plane
with the lot lines of a lot.
7 . LOT, CORNER: A lot abutting upon two (2) or more streets
at their intersection or upon two (2) parts of the same street forming I
an interior angle of less than one hundred thirty five degrees (135° ) I
within the lot lines.
8 . LOT COV�RAGE: That portion of .a lot accupied by the
principal -structure and its accessory buildings .

9 . LOT DEPTH: The mean horizontal distance between the front
and rear lot lines.
10 . LOT-DISTRICT LINES: The lot line of property when it is
congruent with the district line or when the lot line and district line
are so situated that the lot line acts as the limit of development for
the zaned use, such as a street right of way between the lot line and
district line. Where the district line is congruent with the City
limits the zoning and use beyond the City limits shall be given the
same consideration as the City' s zones.
11. LOT, INTERIOR: A lot fronting on one street
12 . LOT WIDTH: The mean horizontal distance between side
lot lines measured at right angles to the lot depth.
SECTION IV: Existing subsection (S) of Section 4-702 , Title
IV (Building Regulations) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended as follows :
Section 4-702 (S) 1. SIDE YARD: An open unoccupied space of
the same lot with a building between the side wall line of the building
and the side of the same lot.
2 . SINGLE-FAMILY DWELLING: A building arranged or designed
to be occupied by not more than one family.
3 . SMALL FARM ANIMALS: Small farm animals include animals
such as rabbits, mink, ducks, geese, swans, chickens, and other similar-
sized mammals and fowl.
4 . SPECIFIED ANATOMICAL AREAS (Adult Motion Picture Theaters) :
(a) Less than completely and opaquely covered human
genitals, pubic region, buttock and female breast
below a point immediately above the top of the
areola; and
(b) Human male genitals in a discernible turgid state,
even if completely and opaquely covered.

5 . SPECIFIED SEXUAL ACTIVITIES (Adult Motion Picture Theaters) :
(a) Human genitals in a state of sexual stimulation or �
arousal;
(b) Acts of human masturbation, sexual intercourse or
sodomy;
(c) Fondling or other erotic touching of human genitals,
pubic region, buttock or female breast.
6 . STORY: That portion of a building included between the
surface of any floor and the surface of the floor next above it, or if
there by no floor above it, then the space between such floor and the
ceiling next above it.
7 . STREET: A dedicated area for public use for vehicular
and/or pedestrian use with a paved or otherwise improved surface .
8 . STRUCTURE: Any object constructed or installed by man,
' including but without limitation, buildings, towers, smokestacks and
overhead transmission lines.
SECTION V: Chapter 7 of Title IV (Building Regulations)
of Ordinance No. 1628 entitled "Code of General Ordinances of the City
of Renton" is hereby amended by adding the following section:
Section 4-749 : STANDARDS AND REVIEW CRITERIA FOR KEEPING ANIMALS:
(A) Purpose and Intent: Since the nature of growth by
definition generates greater competition by both humans and animals for
less available space, it is imperative that all types be located
appropriately and managed effectively to insure compatability and harmony.
In particular, animals need to be monitored to lessen the impacts of
noise, odor, and potential nuisance not only on-site but more particularly
to adjacent properties.
Animal owners keep their animals for a variety of reasons
including, but not limited to, companionship, affection and protection.

In order that lovers of animals may coexist harmoniously with those
who don't, some general guidelines require statement.
The keeping of animals by an owner/tenant whe�e permitted in
the zoning districts, shall comply with the requirements of this section.
It is assumed that an animal owner either lives on the property where an
animal is kept or has arranged with a tenant to care for the animal .
Household pets as defined in Section 4-702 (H) (7) are a permitted
use in all zones in the city and as such are not regulated by this
ordinance provided they number three (3) or less .
These regulations shall apply to existing and future cases
where an owner/tenant is keeping animals. In cases where the keeping
of animals does not comply with these regulations, the situation shall
be classified as a non-conforming use . The owner/tenant shall be allowed
to keep the number of animals existing at the time the ordinance becomes
effective. Property owners/tenants who lose an animal after the
effective date of this ordinance shall not be allowed to replace the
animal with a similar type of animal. Furthermore, for the purposes
of this code, non-conforming use rights belong to a property owner and
are not attached to the property and therefore are not transferable
from one property owner to another with the sale of the property. In
those situations where the keeping of animals does not comply with these
regulations and the situation is not classified as a non-conforming use,
then the owner shall have to comply with the code regulations.
For associated uses such as kennels, commercial horse and
pony boarding, riding stables, and schools the Conditional Use criteria
of Section 4-748 shall be applicable. However, this does not include
the commercial horse racing facilities and activities of Longacres. In
addition, special review criteria for all types of kennels to be considered I
by the Zoning Administrator and Hearing Examiner are included below:

(B) General Requirements for Keeping Animals '
l. Shelter: Shelter shall be provided in clean structures
located a minimum of twenty-five (25) feet from any
property line . Private barns and stables shall be
located a minimum of fifty (50) feet from any property
line. Al1 structures, corrals, feeding, exercising,
training, riding or other facilities associated
with Commercial Horse and Pony Boarding, Riding
Stables, and Schools shall be located a minimum of
fifty (50) feet from any property line.
2 . Conditions:
a. All animals shall be kept and maintained in a
manner which confines their movement and activity
' to the premises of the owner/tenant .
b. All animals shall be kept in such a manner so
as not to create any objectionable noise, odor,
or otherwise cause to annoy or become a public
nuisance to the health, safety or general welfare
of any person.
c . The keeping of wild or dangerous animals is
prohibited.
3 . Animal Waste: Animal waste shall be property disposed
' of, and any accumulated animal waste must not be stored
within the shelter setback area . Steps must be taken to
minimize odor and the potential for the infestation of
insects or the spread of disease.
4 . Electric and barbed wire fences may be used to confine
animals provided the conditions of Section 4-717 (c) ,
Fences and Hedges, are met.
(C) Requirements for Kennels:
l . Hobby Kennels (4-8 Animals) :
a. General Criteria
1) All open-run areas shall be surrounded by a
six (6 ) foot fence located a minimum of ten
(10) feet from all property lines .
2) All dogs and cats shall be kept and maintained
in a manner which confines their movement and
activity to the premises of the owners.
3) All dogs and cats shall be kept in such a manner
so as not to create any objectionable noise,
odor, or otherwise cause annoyance or become a
public nuisance to the health, safety, or general
welfare of any person.

4) Provision shall be made for the removal of animal
and food wastes, to keep the kennel free from the
infestation of insects or rodents or disease,
and from obnoxious or foul odors .
5) Shelter shall be provided in clean structures
located only in the rear yard unless the
Building and Zoning Department, based upon
information provided by an owner/tenant, determines
that a side yard would be a better location for
the shelter. The shelter shall be located ten
(10) feet from side and rear property lines .
b. Review Process
1) The Building and Zoning Department, in reviewing
a hobby kennel license application, may require
soundproofing as it deems necessary to insure the
compatibility of the hobby kennel with the
surrounding neighborhood. Factors to be considered
in determing such compatability are :
a) The proposed location of the hobby
kennel will not have an adverse effect
on adjacent properties.
, b) Past history of animal control complaints
relating to the dogs and cats of the
applicant at the address for which the
� hobby kennel license is applied.
c) Facility specifications/dimensions in
which the dogs and cats are to be maintained.
' d) Animal size, type and characteristics of
breed.
e) The Zoning classification of the premises
on which the hobby kennel is maintained.
f) Compliance with the requirements of this
section.
2) The Building and Zoning Department, when satisfied
that all requirements for hobby kennels are met
shall approve the issuance of the hobby kennel
license. The Zoning Administrator shall provide
documentation to the Finance Department that the
proposed kennel complied with the requirements of
this section.

c. Licenses:
1) The applicant shall pay a one-time fee of
twenty dollars ($20 .00) . This license shall
be valid as long as the operator is in
compliance with the City requirements and
has not had this license revoked or renewal
refused. In addition, all animals shall be
individually licensed according to the
regulations found in Chapter 5, Animal Licenses
of Title V (Business Regulations)
2) License-Waiting period following revocation or
refusal to renew: For a period of one (1) year
after the date of revocation or refusal to
renew, licenses shall not be issued for hobby
kennels to applicants who have previously had
such license revoked or renewal refused. In
addition, the applicant must meet the requirements
of this section or any provisions of the animal
control authority.
2 . Kennel (9 or more Animals) :
a. General Criteria:
1) Shelter shall be provided for animals in clean
structures which shall be kept structurally sound,
maintained in good repair, contain the animals,
and restrict entrance of other animals . These
structures, together with associated runs, shall
be located a minimum of fifty (50) feet from any
property line and must be located in a rear yard.
2) Suitable food and bedding shall be provided and
stored in facilities adequate to provide protection
against infestation or contamination by insects
or rodents. Refrigeration shall be provided for
the protection of perishable foods.
3) Provision shall be made for the removal of animals
and food wastes, beddinq, and debris disposal in
order to keep the kennel free from the infestation
of insects, rodents, or disease and from obnoxious
or foul odors.
4 ) Conditions for Indoor Facilities:
Applicants for kennels must show that indoor
facilities have a sufficient heating and cooling
system to provide a moderate temperature through
the year; a sufficient ventilation system to
circulate the air; an adequate natural or '
artificial lighting system to allow inspection '
and cleaning at any time of the day and that '

interior wall and ceiling surfaces are
constructed of materials which are resistant
to the absorption of moisture and odors .
5) Conditions of Outdoor Facilities:
Outdoor facilities will be constructed to provide
shelter from the weather and associated elements
while providing sufficient space for animal
movement and exercise. Adequate drainage must
be provided to prevent water buildup and subsequent
damage and to facilitate waste removal. Adequate
fences or retaining walls must be constructed to
contain animals and prevent instrusion by others .
b. Review Process:
The Hearing Examiner, in reviewing kennels, may
require additional setbacks, fencing, screening,
or soundproofing requirements as he deems necessary
to insure the compatibility of the kennel with the
surrounding neighborhood. Factors to be considered
in determining such compatibility are :
a) Statements regarding approval/disapproval
of surrounding neighbors relative to maintenance
of a kennel at the address applied for.
b) Past history of animal control complaints
relating to the dogs and cats of the applicant
at the address for which the kennel is applied
for.
c) Facility specifications/dimensions in which
the dogs and cats are to be maintained.
d) Characteristics of animals to be kept: size,type .
e) The zoning classification of the premises on
which the kennel is maintained.
f) Compliance with the requirements of this section.
c . Conditional Use Permits - Waiting period following
revocation or refusal to renew:
a) For a period of one (1) year after the date of
revocation, or refusal to renew, Conditional
Use Permits shall not be issued for kennels to
applicants who have previously had such permits
revoked or renewal refused. In addition, the
applicant must meet the requirements of this

I (D) Enforcement
l. Enforcement Responsibility: Responsibility for enforcement
of the provisions of this section shall be as follows:
a. Animal Control Officer: All those matters related to
care, maintenance, and individual licensing.
b. Building and Zoning Department: Al1 those matters
concerning land use and zoning.
Any doubt regarding responsibility will be administratively
determined.
2 . Fines:
a. Violation of land use permits granted are subject to
fines established in this code.
b. All other violations of Police Regulations shall be
administered in accordance with Title VI, Chapter 6 ,
Police Regulations of City of Renton

EXPLANATIONS:
l. A maximum of twenty (20) small farm animals may be �
permitted outright on one (1) acre. For keeping
more than twenty (20 ) animals on lots less than
one (1) acre, a Conditional Use Permit shall be
required. '
2 . There shall be a minimum of 1/4 acre per animal
for goat or sheep or similar sized animals . A
maximum of four (4) may be permitted outright on
one (1) acre . For keeping more than four (4) animals
on lots less than one (1) acre, a Conditional Use ,
permit shall be required. '
3 . Acreage limitation for the following animals:
a. Horses: There shall be a minimum of 1/2
acre per horse . A maximum of two (2) horses
may be permitted outright on one (1) acres .
On lots with less than one (1) acre and at
, leas�� 1/3 acre, a Conditional Use Permit
shall be required.
b. Cows: There shall be a minimum of 1 acre
per cow. A maximum of one (1) cow may be
permitted outright on one (1) acre . On lots
with less than one (1) acre and at least 1/3
acre, a Conditional Use Permit shall be
required.
4 . On property of one (1) acre, it is permitted to keep
two (2) horses or one (1) cow or four (4 ) goats and
twenty (20) small farm animals . However, only one of
these Large Farm Animal categories may be grouped
together with the Small Farm Animals.
' SECTION VI: Existing subsection (B) (1) of Section 4-704
Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code of
General Ordinances of the City of Renton" is hereby amended as follows :
Section 4-704 (B) l. as amended: Principal Uses:
a. One single family dwelling
b. Farming, truck gardening or other uses normally associated
with these uses.
c. Agriculture, gardening and fruit raising
d. Neighborhood parks

e. Animals: The following types of animals shall be permitted
I in this zone provided: 1) the animal owner either lives
on the property where an animal is kept or has arranged
with a tenant to care for the animal (s) ; and 2 ) that the
keeping of animals must meet the conditions of Section
4-749 (B) .
(1) Small farm animals: A maximum of twenty (20)
small farm animals may be permitted outright on
one (1) acre.
(2) Large farm animals. A maximum of four (4) goats,
sheep, and similar-sized animals may be permitted
outright on one (1) acre. A maximum of two (2) '
horses may be permitted outright on one (1) acre .
A maximum of one (1) cow may be permitted outright
on one (1) acre . (Note: Only one of these
options together with the allotment of small farm
animals may be permitted outright on one (1) acre . )
(3) Hobby kennel. A maximum of eight (8 ) adult dogs
or cats may be permitted after satisfaction of the
requirements in Section 4-749 (C) (1) (a) .
SECTION VII: Existing subsection (B) (3) of Section 4-704
Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code
of General Ordinances of the City of Renton" is hereby amended by adding
the following subsections :
Section 4-704 (B) (3) h. Kennels as provided in Section
4-749 (c) (2) .
i. Commercial Horse and Pony Boarding, Riding Stables,
and Schools on a minimum of five (5) acres . A
minimum of one (1) acre per animal for the first
five (5) horses or ponies and one-half (1/2) for
each additional animal .
j , Horses or cows on less than one (1) acre provided
there is a minimum of 15, 000 sq. ft . of property.
k, More than twenty (20) small farm animals on one (1)
acre.
1. More than four (4) goats, sheep and similar sized
animals on one (1) acre.
SECTION VIII: Existing subsection (B) (1) of Section 4-706 I
of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code

of General Ordinances of the City of Renton" is hereby amended by
adding the following subsection:
Section 4-709A(B) (1)e: Hobby kennel [See Section 4-704 (B)
(1) (e) (3) ] .
SECTION XIII: Existing subsection (B) (1) of Section 4-709B
of Title IV (Building Regulations) of Ordinance No. 1628 entitled "Code
of General Ordinances of the City of Renton" is hereby amended by adding
the following subsection:
Section 4-709B (B) (1) e . Hobby kennel [See Section 4-704 (B)
(1) (e) (3) ] .

SECTION XVII: Existing subsection (A) of Section 4-713 of
Title IV (Building Regulations) of Ordinance No . 1628 entitled "Code of
General Ordinances of the City of Renton" is hereby amended by adding
the following subsections:

(i) . Any other use determined by the Building and Zoning
Department to be similar in general character and in keeping with the
intent of this zone.
SECTION XIV: Existing Section 4-730 .020 of Title IV (Building
Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended by adding the following
subsection:
Section 4-730 . 020 7 . Hobby Kennel: [See Section 4-704 (B) (1)
(e) (3) ] .
SECTION XV: This Ordinance shall be effective upon its
passage, approval and thirty (30) days after publication.

AMENDING PORTIONS OF CHAPTER 7 OF TITLE IV (BUILDING
REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON" RELATING
TO ANIMAL REGULATIONS.
Section 1: Adds the definition for Household Pets
Section 2 : Adds the definitions for Kennel and Kennel Hobby
Section 3 : Adds the definition for Large Farm Animals
Section 4 : Adds the definition for Small Farm Animals
Section 5 : Establishes the standards and review criteria for
keeping animals consisting of
(A) Purpose and Intent;
(B) General Requirements for Keeping Animals
(C) Requirements for Kennels
(D) Enforcement
Section 6 : Adds the category of animals as a principal use
in the G-1 Zone.
Section 7 : Add the following uses under Conditional Uses
in the G-1 Zone . :
(h) Kennels
(i) Commercial Horse and Pony Boarding, Riding Stables,
and Schools on a minimum of 5 acres .
(j ) Horses or cows on less than 1 acre provided there
is a minimum of 15, 000 sq. ft of property
(k) More than 20 small farm animals on 1 acre
(1) More than 4 goats, sheep and similar sized animals
on one acre .
