WASHINGTON DO ORDAIN AS FOLLOWS: SECTION I: Existing Section 4-713 of Chapter 7 of Title IV (Building �� Regulations) of Ordinance No. 16'L8 entitled Code of General Ordinances of the City of ,� Renton is hereby amended by substituting the following: Section 4-713: Heavy Industry District (H-1). (A) Purpose and Intent: The purpose of the Heavy Industrial Lone (H-1) is to provide areas for industrial activities involving fabrication, processing, bulk handling and storage, construction and heavy transportation. In addition, other compatible uses which directly serve the needs of such industrial uses may be allowed. (B) Uses: In the Heavy Industry Zone (H-1), the following and similar uses are � e artment ma determine that an other use permitted. The Building & Zoning D p y y is similar in general character to the following specific uses and is in keeping with the intent of this zone. Upon such administrative determination, the subject use shall become a principal, accessory or conditional use. whichever is appropriate. Unless indicated by the text, definitions of the uses listed in this zone are consistent with the descriptions in the Standard Industrial Classification Manual. (1) Principal Uses: (a) Manufacturing of and product servicing of uses as follows: 1. Abrasive products. ' Z. Airplanes. 1 ORDINANCE NO. 3939 ' ' • 3. Automobiles. 4. Boats. 5. Breweries and distillaries. 6. �lectric powered metal recycling plant. 7. Electronic and electrical products. 8. Fabricated metal products. 9. F ood and kindred products. 10. Forging. 1 l. Heavy machine shops. 12. Machinery for general industry, and mining, agriculture. construction or service industries. 13. Military vehicles. 14. Miscellaneous manufacturing establishments. 15. Paint. 16. Printing ink. 17. F�ubber and miscellanous plastic products. 18. Stone, clay and glass products, concrete products. pre-cast , building components, gypsum products, and structural clay products. 19. Stone cutting and engraving. 20. Transportation equipment manufacturing and/or assembly. 21. Utilities. private and public. 22. Forest products. 23. Truck terminals and associated warehousing facilities. 24. Recycling processing centers. 25. Foundries. - 2 - ORDINANCE NO. 3939 • • , (b) Service uses as follows: 1. Airplane, automobile. boat, and motorcycle sales and repair. 2. Service stations and car washes. 3. Churches. 4. Coating, engraving and allied services. S. Commercial stables. 6. Contractors' construction services: office and storage of materials and equipment. 7. Heavy equipment wholesale sales, storage, and repair. 8. Mobile home, trailer, and recreational vehicle sale/rental and repair establishments. 9. Printing, publishing and allied industries. 1 U. Railroad yards. 11. Rental services: Heavy equipment, construction equipment, heavy hauling vehicles, trailers, and recreational vehicles. 12. Research and development laboratories. 13. Theaters. 14. Tow truck operations and auto impoundment yards provided storage areas are screened with a solid wall or sight-obscuring fence not less than six (6) feet and not more than ten (10) feet in height. 15. Warehousing 16. Wholesale activities. 17. Lumber. coal and fuel yards. 18. Self service storage. 19. Recycling collection stations or centers provided that they are located outside any required landscaping area. - 3 - ORUINANCE NO. 3939 ' • (2) Accessory Uses: In the Heavy Industry Zone (H-1) the following uses are allowed where incidental to principal uses: (a) Buildings or structures which are ordinarily associated with the permitted industrial use. (b) Gate house or guard house may be allowed in the non-landscaped portion of the required setback, provided the building does not contain more than one hundred fifty (150) square feet. (c) Outside storage of materials, products and containers is permitted within the buildable area provided the storage area is screened from all adjacent property sharing a common boundary line and designated any residential, public. commercial, office park, or manufacturing park use. �f hese properties must be so designated both on the City of Renton Comprehensive Plan and Zoning Map. Screening shall consist of an existing structure, a solid wall or sight-obscuring fence or landscaping a minimum of six (6) feet in height up to a maximum of ten (lU) feet or as required by the Bulk Storage Ordinance. Section 4-734. (e) One dwelling unit for security or maintenance personnel located on the premises where they are employed provided there is only one residence per permitted establishment. (f) Restaurant or cafeteria, recreation and daycare facilities only for , employees may be operated in conjunction with a principal use. (g) Storage of petroleum or natural gas, or any of ther by-products. when the total storage capacity is less than fifty thousand (50,000) gallons, or other applicable unit of ineasure. - 4 - • ORDINANCE NO. 3939 ' • (h) Temporary buildings used for construction purposes for a period not to exceed the duration of construction. (i) Retail uses which are incidental to a principal use. (3) Conditional Uses: In the Heavy Industry Zone (H-1) the following uses and their accessory uses may be allowed by Conditional Use Permit as provided 'n Section 4-748 of the Cit code: i Y (a) Brick, tile or terra cotta manufacture and storage. (b) Cement� lime, gypsum manufacture. (c) Concrete batching plant. (d) Disinfectant manufacture. (e) Gas (illuminating and heating) storage. (f) Salvage, wrecking and disposal activities, such as auto wrecking yards, sewage disposal and treatment plants, dump and solid industrial waste materials. (g) Storage of petroleum or natural gas, or any of their by-products as an accessory use, when the total storage capacity is greater than fifty thousand (SU,UOU) gallons, or other applicable unit of ineasure. (h) Office uses which serve the needs of industrial uses. (i) Soap and compound manufacture. (j) Storage of explosives. except where incidental to a principally permitted use. (k) Tanning, curing or storage of raw hides or skins. (1) Additional uses as identified in Section 4-748(D)1. (4) Prohibited Uses: In the Heavy Industry Zone (H-1) the following uses are prohibited: (a) Oil, shellac, varnish or turpentine manufacturing. (b) Paper and pulp manufacturing. - 5 - � ORDINANCE NO. 3939 ' ' (c) Refining. manufacture or bulk storage of petroleum. or any of its by-products except as provided above in Section 4-713(B). (d) Rubber manufacture from crude material. (e) All other uses not included in Section 713(B). (C) Development Standards: In the Heavy Industry Zone (H-1) the following development standards shall apply, EXCEPT as otherwise provided by this ordinance: (1) Setbacks: (a) Yards abutting public streets: Minimum yards on the following types of streets as defined by the Six-year Street Plan shall be: 5treet �Tvpe5etbacks Arterials 2U' All others 10' (b) Special Setback Requirement: A fifty (50) foot wide setback, including a ten (10) foot wide sight-obscuring landscaping strip or a six (6) foot high solid fence, shall be required along the common property line if an H-1 lot is adjacent to a lot designated Residential on both the City of Renton Comprehensive Plan and Zoning Map. A fifteen (15) foot setback. including either a five (S) foot wide landscaping strip or a solid six (6) foot high barrier, shall be required along the common pro�erty line if an H-1 lot is adjacent to a lot designated for Commercial. Manufacturing Park, Office Park, or Public/Quasi-public Use on both the City of Renton Comprehensive Plan and Zoning Map. (2) Lot Area: No lot less than twenty thousand (20,OOU) square feet shall be I created in the H-1 zone after September 1, 1985. - b - - r � . i - URDINANCE NO. 3939 ' • (3) Parkinq: 5ee Chapter `L2, fitle 1V of the City Code. (4) Signs: See Chapter 19, T�itle IV of the City Code. (5) Landscapinq: (a) All areas of a site not covered by buildings, structures, paved or crushed rock surfaces shall be landscaped. Areas set aside for future development on a lot may be hydroseeded. An adequate means of irrigation shall also be provided. (b) All garbage. refuse or dumpster areas shall be screened, EXCEPT for access points, by a fence or landscaping or some combination thereof as determined by the Building and Zoning Department.
