HomeMy WebLinkAboutRES 0757RESOLUTION NO. 757 WHEREAS, on December 30, 1949, the Boeing - Renton Airplane Manufacturing Plant was transferred from the Reconstruction Finance Corporation, an agency of the Government, to the United States Gov- ernment, evidenced by recording of transfer documents in the office of County Auditor.of King County, Washington, said plant being situated in the City of Renton; which transfer has the effect of removing said property from the tax rolls, resulting in a loss of approximately $48,700.00 anticipated tax revenue to the City of Renton alone during the year 1951, and similar amounts annually thereafter as loss of tax revenue from said property; same being the second largest single item of tax yielding property in the City of Renton and consequently its removal from the tax rolls will result in a major loss of tax revenues to the City, and unless remedied must to that extent curtail City finan- cing and performance of public services to the citizens of the City; and WHEREAS, said Boeing - Renton Plant is a revenue producing property occupying several acres in the City, on its waterfront, con- taining structures heretofore used for manufacturing and suitable for such, portions thereof being leased by the Government to business con- cerns which pay rentals to the Government for same, and the Government accordingly derives income therefrom; and WHEREAS, the United States Government has heretofore followed and established a policy in regard to its revenue producing properties of a business nature, whereby local municipal and taxing districts are not deprived of tax revenues from such properties, but are reimbursed by the Government in lieu of taxes sums roughly equivalent to the tax revenues which would accrue to such districts were the properties on the tax rolls; and it being the sentiment of the City of Renton that aforesaid Renton -Boeing Plant is and should be within the scope of that policy, in fairness to the residents of the City and the tax payers thereof; NCW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RENTON: SECTION 1: That the situation described in the above recitals be immediately and emphatically brought to the attention of the depart- ments of US Government having jurisdiction in the premises, and if necessary, to the attention of the Congress of the United States, and that they be and ar•e hereby respectfully requested to take necessary steps, or adopt necessary measures, to provide reimbursement of, or substitute payments in lieu of taxes, to the City of Renton and other local taxing districts, for the loss of tax revenues resulting from aforesaid removal of the Renton -Boeing Plant from the local tax rolls. SECTION 2: That it is the consensus of this body that the nature of said plant, and the revenue producing character and activities thereof, make it eminently fair, proper and necessary that relief be afforded as hereinabove requested, and bring same within the generally understood Governmental policy aforesaid. SECTION 3: That copies of this resolution be forthwith for- warded to the proper Governmental agencies having jurisdiction of said plant property, to the Congressional committees concerned therewith, and to the Washington State Senators and Representatives in Congress: and that these be -respectfully requested to exert their best efforts to provide the requested relief from loss of tax revenues.
