RESOLUTION NO. 783
WHEREAS, the -Boeing -Renton Airplane Manufacturing Plant and the New
Foundry at the Pacific Car and Foundry Plant were transferred from the
Reconstruction Finance Corporation, an agency of the Government, to the
United States Government, evidenced by recording of transfer documents
in the office of County Auditor of King County, Washingtong . said plants
being situated in the City of Renton; which transfers have the effect of
(removing said. property from the tax rol(resulting in a loss of approx-
imately $99$450.00 anticipated tax revenue to the City of Renton alone dur-
ing the year 19511 and similar amounts annually thereafter as loss of tax
revenue from said properties; these properties representing two-fifths of
the total tax yielding properties in the City of Renton and consequently.
their �emoval from the tax rolls will result in a major loss of tax revenues
to the City and unless remedied must to that extent curtail City financing
and performance of public services to the citizens of the City; and
WHEREAS, said Boeing -Renton Plant and the New Foundry at the Pacific
Car and Foundry Plant are revenue producing properties occupying several
acres in the City, containing structures) heretofore used for manufacturing
and suitable for such$ portions thereof being leased by the Government to
business concerns which pay rentals to the Government for same, and the
Government accordingly derives income therefrom; and
WHEREAS, the United States Government has heretofore followed and estab-
lished a policy in regard to its revenue producing properties of a business
nature, whereby local municipal and taxing //districts are not deprived of
tax revenues from such properties, but are (reimbursed) by the Government
in lieu of taxes, sums roughly equivalent to the tax revenues which would
accrue to such districts were the properties on the tax rolls; and its
being the sentiment of the City of Renton that aforesaid Renton -Boeing
Plant and the New Foundry at the Pacific Car and Foundry Plant are and
should be within the scope of that policy, in fairness to the residents 'of
the City and the taxpayers thereof; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RENTON:
SECTION 1:1 That the situation described in the above recitals be
immediately and emphatically brought to the attention of the departments
of US Government having jurisdiction in the premisesq and if necessary,
to the attention of the Congress of the United States, and that they be and
are hereby respectffully requested to take necessary steps, or adopt necessary
measures to provide reimbursement of, or substitute payments.in lieu of

SECTION 2: That it is the concensus of this body that the nature of
said plants, and the revenue producing character and activities thereof,
make it eminently fairs proper and necessary that relief be afforded as
hereinabove requested$ and bring same within the generally understood Gov-
ernmental policy; -aforesaid,
SECTION 3: That copies of this resolution be forthwith forwarded to
the proper Governmental agencies haying jurisdiction of said plant prop-
erty, to the Congressional committees concerned therewith, and to the
Washington State Senators and Representatives in Congress; and that these
be respectfully requested to exert their best efforts to provide the re-
quested relief from loss of tax revenues.
