AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON DECLARING THAT AN EMERGENCY EXISTS AND APPROPRIATING MONIES FOR THE PURPOSE OF PROVIDING FOR PAYMENT OF THE NECESSARY EXPENSES AND CAPITAL OUTLAY ItTECESSITATED BY SUCH EMERGENCY. WHEREAS, since the adoption of the 1951 annual budget of the City of Renton, it has become necessary to provide for the purchase of cer- tain services, materials and structures, and to meet other expenses,. all of which were not forseeable at the time of the adoption of the 1951 budget, being for the purpose of providing for the civil defense of the City and its people in the present national emergency; AND WHEREAS, it is necessary for the proper administration, oper- ation and maintenance of the City and its departments, to appropriate funds for and out of the several City funds as hereinafter set forth, for* the payment of such expenses and capital outlay, NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RENTON, WASH- INGTON: SECTION 1: That the foregoing recitals and facts are hereby found and determined by the City Council to be true and existing, and by reason thereof the Council does hereby declare that an emergency exists. SECTION 2: That there be and hereby are allowed and established the following sums for expenditure 'in each of the following classifi- cations established in this budget, and said sums are appropriated for expenditure in the following classifications, and any and all such expenditures are to be approved by theMayor, Budget Controller and the Finance Committee prior to said disbursements; same being in addition to the provisions of said 1951 annual budget- the total hereof, $10,000 being appropriated out of the current expense fund for these purposes, to -wit: DEPARTMENT SALARIES OPERATION CAPITAL AND FUND & WAGES MAINT.& SUP. OUTLAY TOTAL CIVIL DEFENSE Director (not $1,200.00 to exceed $100.00 per month) Asst.Director 600.00 (not to exceed $ 50.00 per month) Hourly labor 11200.00 $3,000.00 $2,000.00 $51000.00 71000.00 $3,000.00 $2,000.00 $5,000.00 $109000.00 SECTION 3:. That the Mayor of the City of Renton, subject to the approval of the City Council, is authorized to decrease the above men- tioned salaries of the Director and the Assistant Director, or discon- tinue said positions when the need therefore has ceased to exist. SECTION 1+-: This ordinance is an emergency ordinance which shall not be voted upon until one week shall have elapsed after its intro- duction, and a copy thereof shall be published as a proposed Ordinance, together with a notice of the time set for voting thereon. SECTION 2 This ordinance shall be in full force and effect from and after its passage, approval and publication.
