AN ORDINANCE OF THE CITY OF RENTON, WASHINGTONS,AMENDING
SECTIONS 5-11022 5»1104 and 51105 OF TITLE V <BUSINESS
REGULATIONS) OF ORDINANCE NO. 1628 ENTITLED ''CODE OF GENERAL
ORDINANCES :OF THE .CITY OF REN'TON".
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON,
AS FOLLOWS:
SECTION I: Existing Sections 5w11021 5"1104 and 51105 of Ordinance
No.. 1628, entitled ttCode--of General.Ordinances of the City of Rentontt reading
.as _follows:
"5-1102: OPERATOR'S LICENSE FEE: Every -operator shall pay an annual
license fee in the sum.of'$100.00 payable annually in.advance, and.upo the
payment thereof to the Treasurer, such Operator shall be issued an Op ratorts
License and -an Operatorts Number, which license shall entitle the s id.Operator
to vend punchboards and raffles to the Sellers in the City. Provi ed, however,
that no license fee shall be received nor shall any Operatorts L' ense be .
issued or Operator's Number be assigned until the applicant s 1 have first
made written application to and been approved by the Council -or the issuance
of an Operatorts License and the assignment of an Operatorts/Number. The
license year shall be the calendar year and the amount of fees for less than a year
shall be .at the rate of $25.00 for each quarter remaining`of .the year or portion
thereof and the quarter shall be deemed to start on the first day of January,
April, July and October respectively. The Operatorts/License and the Operatorts
Number shall not be transferable nor any fees paid therefor redeemable without
the consent of the Council. In addition to. the Oparatorts License fee the
Operator«Licensee shall pay license fees for each and .every punchboard or
raffle operated, used, displayed or exposed to.the public within the City,
such license fee to be paid in the form of stamps purchased from the Treasurer
and used as hereinafter designated. To every punchboard or raffle or similar
device used, displayed.or exposed to the people in the City there shall ht the
time such device is displayed be attached thereto, stamps purchased from the
Treasurer in such amounts. as are hereinafter provided.
t'5'"1104: PERPETUAL TYPE PUNCHBOARDS: FEES: Perpetual Type punchboards
shall be assessed '.a license fee:of,$2.50 per month foreach five cents of sale
price on each board, in lieu of ttie stamp tax hereinbefore in this Chapter
provided, which license fee is to be in .addition to the annual Sellerts
License fee and/or Operatorts license fee. Perpetual Type Punchboards as
used in this Chapter shall mean punchboards .which -are operated by the use of
one or more levers, which when tripped move the .objects used in determining
the winning participant into visual tabulating spaces from a reservoir of
such objects in the board or device.
3"5.*1105: PUNCHBOARD STAMPS REQUIRED: The amount of stamps required to
be affixed to each punchboard shall be as follows, based on the number of
tickets attached to or used in each punchboard:

It shall be the-Operatorts duty to affix such stamps or stamp to..any punch.
board before the same is distributed.or displayed for public use. Such
-Operator shall place on said:S.tamp the date of such distribution or display
and shall mark the same cancelled, and shall intial the same and write thereon
the number of the license held by him as such.Operator. •After theAperatorts
number, the word,"cancelled'+ and the -Operator's initials or those of his agent
or employee have been-vritten across the face of the stamp, it shall be the
duty of the person using ,such stamp to mutilate it in such manner as to make
it impossible to remove the same from the punchboard. No stamp or stamps
shall be used more than once on any punchboard, and no stamp shall be trans=
ferred from.one punchboard to another. It shall be the duty of the Seller,
when purchasing the said'punchboard to examine the same and require that .the
Operatorts License number sodesignated appear on the reverse side of the said
punchboard.11
BE AND THE.SAME ARE HEREBY AMENDED TO READ AS.FFOLLOWS:
51102 AS:AMENDED: OPERATOR'S LICENSE FEE: Every :operator shall pay an
annual license fee in the sum of -$500..00 payable annually in advance, and upon the
payment thereof to the Treasurer, such,Operator shall be issued :an.Operatorts
License and .an Operator's Number, which license shall entitle the said Operator
to vend punchboards and raffles to the Sellers in the City. Provided, however,
that no license fee shall be received nor shall -any Operatorts License be issued
or Operatorts Dumber be assigned until the applicant shall have first made written
application to and been approved.by the City Council forthe issuance of an Operatorts
License and the assigmnent.of an Operator's number. The license year shall be the
calendar year and the amount of fees for less than a year shall be at .the rate of
$125.00 for each quarter remaining of the year or portion thereof and the quarter
shall be deemed to start on the first day.o.f January, April, July and :October
respectively. The -Operator's License and the Operatorts Number shall not be
transferable nor.any fees paid therefor redeemable without the consent of the
City Council. In addition to the Operatorts License fee the Operator -Licensee
shall pay license fees for.each and every punchboard or raffle operated, used,
displayed'or exposed to the public within the City, such license fee to be paid
in the form of stamps purchased from the Treasurer and used as hereinafter desig-
nated. To every punchboard :or raffle or -similar device used, d.isplayed.or exposed
to the people in the City there shall ht the time such device is displayed be
attached thereto, stamps purchased from the Treasurer in such amounts as are
hereinafter provided.
Prior to the issuance of any such.Operatorts License and.Operatorts
Number, the .applicant shall make proper :application with the City Clerk of the

City of:Renton, which application shall contain, among,others, the following
information:
(a) Name and address of the applicant, age} and date of birth;
(b) Places or locations where said machines or devices are to be
displayed :or operated and the business conducted.at that place;
(c) Description of machine or device to be covered by the license,
mechanical features,, if any, and name of manufacturer and
serial number thereof;
(d) And such other information as may reasonably be required by
the City Clerk.
5.,1104 AS :AMENDED: PERPETUAL TYPE PUNCHBOARDS: Perpetual Type punch --
boards including the -"spindle type" punchb:oards zre hereby prohibited. Perpetual
Type punchboards as used in this chapter shall include punchboards which are
operated by the use of one. or more levers which when tripped .move the :objects
�\ used in determining the winning participant into visual tabulating space from a
reservoir, of such objects in the board or device, .or such•ttspindlett or ntreett
devices to which .tickets or raffles can be added to from time to time, thus
replenishing the amount of tickets or raffles theretofore drawn or removed.
5•+1105 AS AMENDED PUNCHBOARD STAMPS REQUIRED: The stamps to be affixed
to the said punchboard shall be determined and measured by the gross value or amount
of the face value thereof multiplied by the rate of five per cent (57.), and every
such punchboard displayed for the use of the public within the City of Renton
shall have affixed to it stamps in the amount equal to five per cent (5%) of the
ttface valunett of such punchboard. The "face value„ of such punchboard shall be
determined by multiplying the number of tickets used in or on such punchboard
by the .money purchase price of each ticket irrespective of the method of attachment
.of each ticket to the punchboard. Where the tickets used on any punchboard-are
of -unfixed or indeterminate price, the gross face value of the punchboard shall
be determined by the manufacturerts statement of such:face value. It shall be
the duty of the.Operator and:Seller owning ;or operating or exposing for the use
of the public any punchboard'on which the tickets are of unfixed or indeterminate
value to furnish upon request to the City Treasurer or any Police Officer of the
City of Renton an authentic bill or statement of the manufacturer of such device
showing the actual gross -"face valuett thereof. .It shall be the. Operatorts duty
to affix such stamp or stamps to any punchboard before the same is distributed:or

displayed .for public use. Such operator shall place on such stamp the date .of
such distribution or display and shall mark the same cancelled, and shall initial
the same and write thereon the number of the license filed by such -Operator*
,After the Operatorts Number, the .word "cancelled" and the.Operatorts initials or
those of his agent or employee have been writtn across the face of the stamp, it
shall be the duty of the person using,such.stamp to mutilate it i.n such manner
as to make it impossible to remove the same from the punchboard. No stamp -or
stamps shall be used,. -more than once on any punchboard and no stamp shall be
transferred from -one punchboard to another. It shall .be the duty of the Seller
when purchasing,o.r acquiring the said punchboard to examine the same and require
that .the Operatorts License number so designated appear on the reverse.side of
the said punchboard.
SECTION II: This Ordinance shall be in full force and .effect from and
after its passage, approval and legal publication.
