HomeMy WebLinkAboutORD 1708ORDINANCE NO. / 7 a AN ORDINANCE OF SHE CITY OF RENTON'1 WASHINGTON, AMENDING CHAPTERS 11 AND 13.OF TITLE I (ADMINISTRATIVE) AND RELATING TO THE QUALIFICATIONS AND DUTIES OF SUPERINTENDENT OF UTILITIES AND PLANNING DIRECTOR, OF ORDINANCE NO. 1628, .ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY bF` RENTONP. 64 V?-04_� BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS: SECTION I: Existing Section 11102 of -Chapter 11, Title I (Administrative), of -Ordinance No..1628:reading as follows: „Section .1 1102, Chapter 11: SALARIES OF APPOINTIVE OFFICERS: The following appointive officers shall're.ceive such salaries as are heretofor from time to time fixed by the governing body. Deputy_Clerk Comptroller Assistant Treasurer Purchasing.Agent Attorney Assistant Attorney 'Street.Commissioner Chief -of Police .Engineer Chief of the Fire Department Health Officer" BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: Section 1-1102,.,Chapter,jl, as amended.: SALARIES OF APPOINTIVE OFFICERS: The following appointive officers shall receive such salaries as are heretofor from .time to time fixed by the governing body: Deputy Clerk Assistant Treasurer Attorney .Street. Commissioner Engineer Health .Officer Planning Director Comptroller Purchasing Agent Assistant Attorney Chief of Police Chief :of the Fire -Department Superintendent of Utilities SECTION II: Existing Section 11302 of Chapter 13, Title I, of Ordinance No. 1628,.reading as follows: „Section 1 1302, Chapter 13: DUTIES: The duties of -the Engineer shall include supervision of the water system, the -Sewage Disposal Plant, and all City.buildings except the City Garage and.Repair Shop; also supervision of .construction, maintenance and operation thereof," BE.AND THE SAME IS HEREBYAAMENDED TO READ AS FOLLOWS: Section 1- 1302,.Chapter 13, as amended: DUTIES: The duties of the r City.:Engineer shall include engineering.supervision and 'planning of the Cityts utilities and buildings and -such other duties as may be prescribed by the City Council from time to time, SECTION III: There are hereby established new sections in -Chapter 13 of Ordinance No. 1628 » 1'm to be known as.Sections 1-1303, 1304 and 1305, to read as follows: -lection 1»1303,,.Chapter 13: APPOINTMENT OF SUPERINTENDENT OF UTILITIES: The -Superintendent of Uti.lities shall be .appointed by the Mayor,, :subject to coni-. firmation by the .Council, a:nd.shall hold office for his respective term or until such time as he may be .reamved by the Mayor andjor the -Council. '-'Secti.on. 1- l304,_ChaRter 13: QIJALIFiCATIONS; To be eligible for the office of:Superintendent of Utilities the appointee must be an engineer, graduated from a duly accredited college or university with at least two years of practical experience .in the adininistration,..:control, .planning and supervision .of water, sewer and garbage utilities. In lieu of an engineering degree, .additional practical experience in -the above or related fields may be acceptable. Section 1-1305,,Cha2ter 13: GENERAL DUTIES: The .duties of the Super- intendent, of Utilities shall include the administration, construction,&planning, (including financial programming)of :the Water Department, together with the ad- ministration and supervision.of the Municipal -Sewage Treatment Plant; the con. struction of all sewer trunk and accessory lines and the supervision of all garbage and refuse collection r.eAt�tivitiesi_naC; to be performed by .the City, including billings of all utility accounts. The Superintendent of Utilities shall further establish and maintain proper liaison and methods -of cooperation with other departments of the City, especially the Street -Department and' -the City Engineer;, i: - .-And-,-., perform such other general or specific duties as may be prescribed by the City Council from time to time. SECTION IV: There are hereby established new sections in.Chapter 13 to be known as Sections 1«1306,-.1307 and 1308, Chapter 13, Title I, reading as follows: Section 1-1306,.Chap ter 13: APPOINTMENT OFPLANNING DIRECTOR: The Pianning:Airector shall be appointed by the Mayor,.subjeet.to confirmation by the.Council, and, shall hold office for his respective term or until such .time as he may be removed by the Mayor and/or .the City Council. Section 1••1307,:ChaRter 13: QUALIFICATIONS: To be.eligible for the office of Planning Director, the appointee .must be a graduate of an accredited college or university.or in lieu thereof have at least five years prac.tital experience ,.2- in the fields of -either municipal planningo,f.e.ld engineering, land surveying, or general'urban development -and designing, or a combination of any of these. Section 1«1308,,Chapter 13: GENERAL DUTIES: The duties of 'the .Planning _Director shall include supervisions, -administration and general planning of :the physical development of the Municipality; the preparation of comprehensive and coordinated planstherefor; the administration and enforcement of all platting, zoning 'and .land irse ordinances and regulations and the.establishment -of proper liaison and cooperation thereof "Faith the -Planning. Commission, the City Council and the .Executive Department. The Planting Pixector :shall perform such .further general and 'specific duties as may be prescribed by the City Council from.time to time. SECTION V✓i This Ordinance shall be in full force and effect -from. and after its passage_, approval and legal -publication.
