HomeMy WebLinkAboutORD 1337ORDINANCE NO. 1337 AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, RELATING TO, REGULATING, AND REQUIRING LICENSES OF, LOCKSItITHS, KEY MAKERS AND LOCKSPLETH ,SHOPS: DEFINING OFFENCES, AND PRESCRIBING PENALTIES. BE IT ORDAINED by t he City Council oft he City of Renton as follows: SECTION I: Master locksmith license required; fee: It shall be unlawful for any perspn, firm or corporation to engage in the business of manufacturing, fitting, cutting, altering, or repairing locks or keys, within the city of Renton, without first having obtained and being the owner and holder of, a valid and subsisting license therefor, to be known as a "Master Locksmith Licensee, the fee for which is hereby fixed in the sum of $5.00 per annum. Said license shall be posted and conspicuously displayed in the office or regular place of business of the holder thereof, or if noregular place of business be maintained, shall be carried on the person of the holder thereof during business hours or while such bb.siness is being carried on, and shall be displayed at the request of any interested person. SECTION 2: Locksmith License Required; Fee: No person, whether licensed as a master locksmith or not, shall as an artisan, workman, or employee, manufacture, cut, fit, alter or r epair keys or locks, or perform work as a locksmith or key maker, within the City of Renton, without first having obtained and being the holder of a valid and subsisting license so to do, to be known as a "Locksmith License", the fee for which is hereby fixed in the sum of $2.00 per annum; . pro- vided, that one locksmith license shall, without the payment of any fee therefor, be issued to one qualified locksmith or key maker possessed of a master locksmith license, or employed by the holder of a master locksmith license, and on such license shall be designated the number of the master locksmith license in respect of which the locksmith license is issued, and such license shall be in force and effe ct only so long as such person is possessed of, or is employed the holder of, a master locksmith license. SECTION 3: Reductibn of Fee under Certain Conditions: Each master locksmith license and each locksmith license issued hereunder shall be valid, and the annual term thereof.shall be, from January 1 to December 31, each calendar year. Any such licenses which are applied f6r and issued during the first nine months of any calendar year shall require the fees hereinabove fixed for the annum; but if same be applied for and issued during the last three months of any calendar year, the above stated fees required for same shall be reduced one?4half fort he r emainder of such calendar year. Any such license may, when the applicat ion for same so stipulates, be limited to authorize only the manufacture, fitting, cutting, altering, or repair of automotive vehicle locks and keys, in which case the fee for any such Master locksmith license or locksmith license so limited shall be $1.00 per annum or portion of annum. SECTION 4: Application for License; Approval by Chief of Police: Any person desiring a master locksmith license or a locksmith license hereunder, shall make written application therefor to the City Clerk upon a form to be Furnished by the Clerk for that purpose. Such application shall state the name or names, and residence address or addresses, of the person, members of firm or partnership, or officers of the corporat+ ion, for whom a license is sought, and the address at which, or from which the holder of such license will carry on said business. The City Clerk shall refer such applications to the Chief of Police, who shall investigate the truth or validity of the statements therein contained, the fitness and honesty of the applicant, and in respect of any applicant for a locksmith license, shall. cause the fingerprints of such applicant Yo be recorded and checked by the Police Department. If the Chief of Police finds that any of said statements are wilfully false, or that the applicant is not a fit, honest, or proper -person to exercise the privileges to be granted by the license applied for, he shall endorse his disapproval upon the application and return same to the City Clerk; otherwise the Chief of Pol_ce shall endorse his approval upon the applica- tion and return same to the City C7e rk. The City Clerk shall then submit such applications, with the endorsements of the Chief of Police, to the City Council, and the City Council shall grant or deny the application, as it deems proper. If g#anted by the City Council, the City Clerk shall forthwith issue the license if the applicant has complied with the requirements of this Ordinance. SECTION 5: Locksmith to keep Records: Every holder of a master locksmith license manufacturing, cutting, fitting, altering or repair- ing keys or locks, shall keep, or cause to be kept, a boor or register which shall be open to inspection at all reasonable times by any police officer or license inspetor of the City; in which the folloyi ng information shall belegibly written or printed in the !'nglisb� language: 1. Name and address of each person, firm or corporation for whom locks or keys are made, fitted, cut, altered or repaird.d; 2. The kind of lock or key involved, whether for a residence, store, office, or other structure, safe, motor vehicle,or otherwise, giving specific address, or location, license number of motor vehicle, identify- ing symbol, or other information to identify each particular job. SECTION 6: Identifying Symbol: Every master locksmith shall cause to be engraved or stamped on every lock or key manufactured, altered, or fitted by him or by any of his employees, a name, number, or other identifying s-ymbol; record of which shall be kept as heroin - above provided. SECTION 7: Penalty: Any person, firm or corporation violating or fa' h.no to comply* wi th any of t -he -provisions of this ordinance shall be deemed guilty ofV a misdemeanor, and upon conviction thereof shall be pubished by a fine in any sum not exceeding One, Hundred CA �fi100.00) Dollars, or by imprisonment in the City jail for a period of not exceed- ing thirty (30) days, or by both such fine and imprisonment. SECTION 8: This Ordinance shall be in full force and effect five days froma�nc. after its passage, approval, and publication.
