AN ORDNANCE PROVIDING FOR THE IMPROVEMENT OF PORTIONS OF
HIGHLANDS ADDI`T'ION TO RENTON, MORGANIS GRAND VIEW ADDITION
TO RENTON, AND RENTON CO-OPERATIVE COAL. COMPANY'S ACRE
TRACTS (PLAT No.l) WITHIN THE CITY OF RENTON, KING COUNTY
WASHINGTON, BY CONSTRUCTING LATERAL SANITARY SEWERS, WITH
MAN -HOLES AND ALL APPURTENANCES AND WORK INCIDENTAL THERETO,
ALL ITT ACCORDANCE WITH RESOLUTION No. 731 OF THE CITY COUNCIL
OF THE CITY OF RENTON: CREATING .A LOCAL IMPROVEMENT DISTRICT
THEREFOR: AND PROVIDING THAT PAYMENT FOR SAID IMPROVEMENT BE
MADE BY SPECIAL ASSESSMENT UPON THE PROPERTY IN SAID DISTRICT
PAYABLE BY THE MODE OF "PAYMENT BY BONDS".
WHEREAS the City Council of the City of Renton by its Resolution
No. 731 declared its intention to create a local improvement district
in the below described areas of the City, and pursuant to the said
Resolution, and upon petition filed for such improvement, a hearing
was held on the 17th day of May 1949, at which hearing persons appear-
ed in favor of and in opposition to the said improvement, the protests
being by owners of property bearing less than 60% of the cost of the
said improvements: and
WHEREAS the City Council of the City of Renton has determined
that the said improvement is necessary for the public health, safety
and welfare of the City of Renton and particularly of the areas to
be improved, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF RENTON DOES ORDAIN AS FOLLOWS.-
Section
OLLOWS:
Section 1. That the following areas in the (a) Highlands
Addition to Renton, (b) Morgants Grand View Addition.to Renton, and
(c) Renton Co-operative Coal Company's Acre Tracts (Plat No. 1L all
in the City of Renton, to -wit,:
An area bounded on the North by the Seattle pipe line
right of way referred to as Beacon Avenue; bounded on
the East by Jones Street and the said right of way;
bounded on the South by the South city limits of Renton,
on 7th,8th, and 9th Avenues South; and bounded on the
Nest by the following described line, to -wit: Beginning
at a point on the southerly line of Seattle pipe line
right of way, which point is 150 feet East at right angles
from Cedar Street, running thence South to 7th Avenue,,
thence Weston 7th Avenue to Renton City Limits, thence
South of said city limits on Cedar Street, Renton Street,
Grant Street to 9th Avenue.South;
be improved by constructing lateral sanitary sewers with man -holes and
all appurtenances and doing such work..as may be necessary in connection
therewith, all in accordance with pians,prepared by the City Engineer.
Section 2. That the costs and expenses of said improvement, in-
cluding all necessary and incidental expenses, shall be borne by and
assessed against the property included in the assessment district
hereinafter created in accordance with law. The City of Renton shall
not be liable in any manner for any portion of the cost and expense
of said improvement.
Section 3. That there is hereby established a local improve-
ment district called "Local Improvement District No !2Z,3," which
said district is all the property and area described in section 1
hereinabove.
Section 4. Bonds bearing interest at a rate not to exceed six
(6) percent per annum payable on or before ten (10) years from the
date of issuance shall be issued in payment of the cost and expense
of this improvement, which bonds shall be redeemed by the collection
of special assessments to be levied and assessed upon the property
within said district payable in ten (10),equal annual installments
with interest at the rate of six (6) percent per annum under the
mode of "Payment by Bonds" as -defined by .law and Ordinances of the
City of Renton. these bonds shall be delivered to the contractor
in redemption of warrants on the Local Improvement District Fund
issued on estimate of the City Engineer, or the City of Renton may,
at its election, sell said bonds and make such redemption in cash.
Sect ion 5. This Ordinance shall be in full force and effect
five (5) days from and after its passage, approval and legal publicat-
ion.
