AN ORDINANCE of the City of Renton Washington, adopting, establishing and defining a plumbing code for the Cily, regulating the installation, con- struction, alteration and repair of plumbing, and fixtures, apparatus and equipment pertaining thereto, in the City; requiring permits; providing for the administration and enforcement thereof; providing penalties for viola- tions; and repealing conflicting ordinances and provisions. WHEREAS not less than three printed copies in book form of a ]Plumbing Code entitled "The Uniform Plumbing Code for Housing" (Technical Paper No. 6, Federal Housing and Home Finance Agency, February 1948) having heretofore been filed in the office of the City Clerk of the City of Renton for use and examination by the public, and it is deemed advisable to adopt same by reference together with subsequent amendments thereof or additions thereto, NOW THEREFORE: THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1: Chapters 1 to 12 inclusive (Section 1.1 to Section 12.11.1 1r inclusive) of said Plumbing Code entitled the UNIFORM PLUMBING CODE FOR HOUSING, identified as above, of which not less than three printed copies in book form have heretofore been filed in the Office of the City Clerk, are hereby adopted as a Plumbing Code for the City of Renton; and any and all amendments thereof and additions thereto when printed and filed with the City Clerk by authorization of the City Council shall be considered, accepted, be and constitute part of such Code without the necessity of further adoption of such amendments or additions by the legislative authorities of the City or by Ordinance. Section 2: By the reference thereto made hereinabove, said Chapters 1 to 12 inclusive of said Plumbing Code, together with any and all amendments thereof and additions thereto hereafter filed nth the City Clerk as above specified, are incorporated in and made a part of this Ordinance as fully and with the same effect as if set out herein in full, or as if adopted by subsequent Ordinance amendatory hereof. • Section 3: The Building Official designated and acting as such under and pursuant to Ordinance 1307 of the City of Renton, being the City Engineer and/or his designated assistant, is hereby vested with the duty and power of administering and enforcing the provisions of aforesaid Plumbing Code here- inabove adopted, and enforcing compliance with the minimum standards, speci- fications, and requirements set out therein, and making the inspections and tests required thereunder, and performing the administrative and enforcement -lw V r functions contemplated and provided in said Plumbing Code and'this Ordinance. Section 4: Permits: It shall be unlawful for any person, firm or corporation to do any construction, installation, alteration or repair of plumbing, as defined in said Code, in any buildings in the City in vio- lation of the standards, requirements or provisions of said Plumbing Code, or without having a separate, valid and subsisting permit for each building in which such plumbing work is done. Any permit issued hereunder shall lapse and become void if the work thereunder is not commenced within 120 days after issuance thereof, or if the work is suspended or abandoned for a period of more than 120 days after commencement. To obtain a permit the applicant shall file an application therefor on a written form to be furnished by the Building Official for that purpose, giving such information, specifications and plans for the proposed plumbing or work as the Building Official may require; and if the Building Official is satisfied that the plumbing and work therein described conform to the requirements of aforesaid Plumbing Code and other pertinent laws and Ordinances, he shall issue a. permit therefor, upon payment of a fee in accordance with the following schedule; provided that minor repairs involving only the working.parts of. faucets and valves, the clearance of stoppages, repairing of leaks or repairing of defective faucets or valves, may be made without a permit when no changes are made in the piping to the fixtures. 0 SCHEDULE OF PLUMBING PERMIT FEES For first six fixtures: For each additional fixture: $.50each .25 each Minimum fees for any plumbing permit: 1.00 Section 5: All Ordinances or parts or provisions of'Ordinances in conflict with this Ordinance or the Plumbing Code herein adopted are hereby repealed. Section 6: This Ordinance is adopted pursuant to Chapter 32, Washing- ton Session Laws of 1935, and subject to all laws of the Skate of Washington governing the subject matters of aforesaid Plumbing Code. I -2- Section 7: Any person, firm or corporation violating any provision of this Ordinance shall be punishable upon conviction thereof by a fine not exceeding $300.00, or by imprisonment for not more than 30 days or by both such fine and imprisonment. Section 8: This Ordinance shall be in full force and effect five days from and after its passage, approval and publication. Passed by the City Council this Z O day of Y." , 1948.
