AN ORDINANCE OFT HE CITY OF RE'�3TON, YJASHINGTON, RELATING TO FIRE
AND EXPLOSIVE HAZARDS: REGULATING THE OPERATION OF MOVING PICTURE
�'aCHI NES IN THEATRES AND OTHER PUBLIC PLACES: AND PROVIDING PENALTIES
FOR VIOLATION THEREOF.
The City Council of the City of Renton do ordain as follows:
Section 1: It shall be unlawful to engage in the operation of a
moving picture machine in theatres in the City of Renton, or any other
public places therein used as a thoatre for the business of showing
moving pictures, i7ithout being the holder of a valid and subsisting
certificate of fitness or a renewal thereof, issued by the Chief of the
Fire Department as herein provided; and it shall be unlawful for the
manager or other person in charge of any such theatre or place to permit
the operation of a moving picture machine therein by any person who is
not the ho:' der of a valid subsisting certificate of fitness or a renewal
thereof.
Section 2: Application for a Certificate of. Fitness or a renewal
thereof shall be made by a personal visitation of the applicant to, and
the filing of a written application with, the Chief of the Fire Depart-
ment. The application shall be signed by the applicant,shall give
his residence and dates and places of all past experience and employ-
ment, if any, as a moving picture machine operator, and. such other
details as may be required by the Chief of the Fire Department bearing
on the qualifications required herein for the holder of a certificate
of fitness.
Ho person shall be eligible to take an examination on his applica-
tion for a cortificate of fitness unless such person shall have attained
the age of twenty-one years and shall offer satisfactory proof of having
had experience in the operation of moving picture machines equivalent
to three hours a day for six months in theatres holding regular daily
exhibitions, or not less than six monthst apprenticeship, proof of which
shall be satisfactory to the Chief of the Fire Department; nor shall any
person be eligible to take an examination for a certificate of fitness
who is subject to epilepsy, heart attacks or fainting spells, or does
not have adequate use of both hands, or who has such impaired hearing or
vision as to render him incapable of efficiently discharging the duties
` and responsibilities of a moving picture machine operator.
No person shall be granted a certificate of fitness or a renewal
thereof unless (a)sueh person shall have satisfactorily passed an
examination which shall be given by the Chief of the Fire Department,
or 'b) such person shall establish that he is the holder of a valid
certificate of Fitness issued within the preceding twelve months by a
City of the First or Second Class in Ring,County, Washington. All
such examinations shall be in writing and shall consist of not loss
than fifty (50) nor more than seventy-five (75) questions, to be
selected by lot from the latest edition of Richardsonts Manual for
Motion Pictures Operators. In addition to.such written examination,

the Chief of the Fare Department may require such practical demonstrat-
ion of the applicants$ skill as a moving picture operator as the Chief
of the Fire Department may consider necessary and proper. The Chief
of the Fire Department shall conduct the examination within five (5)
days after the filing of the application and shall notify applicant
of his decision within three (3) days after the date of the examina-
tion.
Any person aggrieved by a determination of the Chief of the Fire
Department granting or withholding a certificate of fitness may within
thirty ( 30) days from the date of such determination take an appeal
therefrom to a Board of Appeal, Which shall consist of thred (3)
persons, one to be selected by the Union then acting as bargaining
agent for the licensed motion picture operators employed in the City
of Renton, one to be selected by the bargaining agent of the moving
picture owners operating theatres in the City of Renton, and one to
be a disinterested party designated by the other two persons on the
Board. The Board shall be appointed annually on the anniversary dates
of the time when this ordinance becomes effective, the first Board
to be designated within fifteen (15) days after this ordinance becomes
effective. Bearings on appeal before said Board shall be de novo; and
the decision of said Board as to whether or not a certificate of
fttness shall be issued shall be final and.conclusive,
If there shall at any time be presented to the Board of Appeal
evidence that an applicant for a certificate of fitness ort he holder
of such a certificate or a renewal thereof possesses any of the
physical disabilities enumerated in this section, the Board of Appeal
shall require the applicant or holder of the certificate to file
within three days from date of notification by the Board, a medical
statement, by the Health Officer of the City of Renton, or such other
licensed physician as the Board of Appeal may designate, setting forth
the status of the applicant with respect to the physical defects in
question. If such medical statement is not filed, or the statement
is not satisfactory to the Board of Appeal, the application shall be -
denied, or the certificate of renewal thereof shall be cancelled, as
the case may be.
A certificate. of fitness shall expire on the 31st day of Decemb-
ber of On year in which issued. Any holder of an effective certific-
ate of fitness may be granted a renewal certificate of fitness without
further examination for this next succeeding year if he has engaged in
the operation of moving picture machines for at least one hundred (100)
hours during the twelve (12) months immediately preceding his applies -
tion for renewal. In emergencies, when no holder of certificate
hereunder is available the holder of a certificate of fitness from any
other city shall be deemed qualified to operate moving picture machines
hereunder for temporary periods not exceeding three (3) consocutive
days in duration.
Applications for examination by the Chief of the Fire Department
shall be accompanied by a fee of Dive Dollars (05.00); applications
for renewal certificate shall be accompanied by a fee of Ono Dollar
(61.00); and applications for Certificate based on the holding of a
valid Certificate from another City of the First or Second Class in
King County shall be accompanied by of -e of One Dollar (01.00); which
fees shall be paid into the City Treasury whether or not the certificate
applied for is issued; provided that applications filed during the
year 1947 shall require only a fee of 01.00
