HomeMy WebLinkAboutORD 1261ORDINANCE NO. 1261 AN ORDINANCE OF THE CITY OF RENTON,. WASHINGTON CREATING THE RENTON AVIATION BOARD, PROVIDING FOR ITS ORGANIZATION AND DEFINING ITS RIGHTS AND DUTIES. The. City Council of the City of Renton, Washington, do ordain as follows: Section 1: That there is hereby created a board which shall be known as flRenton Aviation Board", which shall consist of five electors of the City of Renton, Washington, who shall serve without remuneration, to be appointed by the Mayor with the consent of the City Council from time to time, the first members thereof to be appointed within a reason- able time after this ordinance becomes effective. Section 2: Immediately upon appointment the members designated to act on said Board shall assemble for organization, and for convenience of business transactions shall elect a president and a secretary whose duties shall be the duties indicated by such designation. That the term 1t' of office for said board members be set at three years from the date of appointment; that the mayor be empowered to orkinally appoint two members for one year, two members for two years, and one member for three years. Thereafter, each appointment will be for three years. All appointees will serve until successors are appointed and qualified. The power of removal, with or without cause, is always retained by the appointing officers. Section 3: The said Board when organized shall have the power to: 1. Adopt rules and regulations for its own government and administrative functions. 2. It shall have authority to construct, enlarge, improve maintain, equip and operate any airport or airport facilities hereby operated by the City. -1- 11` 3. To adopt and amend all needful rules and regulations for the management, government and use of any airport or airport facilities operated by the City; 4. To lease or assign to private parties,municipal or State governments or the national government or any department of any of the same for operation or use, any space, area, improvements or equipment of such airport; 5. To determine the charges or rentals for the use of any properties under its control, and the charges for any services or accommodations and the terms and conditions under which such parties may be using it; however, in all cases the public shall not be deprived of its right- ful, equal and uniform use of such property, and all charges shall be reasonable and uniform for the same class of service and established with due regard to the property and improvements used or with expense of operation to the municipality. 6. To secure and enforce liens as provided by law for liens and enforcement thereof; for repairs to or improvement or storage or care of any personal property to enforce the payment of any such charges; 7. To exercise all powers necessarily incidental to the exercising of the general and public powers herein granted; and also to exercise all powers granted by the Revised Airports Act. 8. To submit an annual budget to the City Council for necessary funds for operation. Such funds to be allocated from the Airport Fund. 9. The Aviation Board herein created shall report to the City Council from time to time a complete record of its actions, but in any instance shall report at least once every quarter. Section 4; This ordinance shall be in full force and effect five days from and after its passage, approval and legal publication as provided by law.
