In order to expedite the 2006 project, the original easements encompassed large property areas. The understanding was that the City would later release and replace the easements designating the smaller easement areas. Because of this circumstance, staff requests that the Easement filing fee, processing fee and any other administrative costs associated with this matter be waived. Staff also requests that the utility easements to be released be classified as Class B since no public funds were expended to acquire them. STAFF RECOMMENDATION: Approve replacement of three 2006 Renton Village Storm System Utility Easements to designate smaller areas, classify the easements as Class B with no compensation due, waive all more than one bid, the were no irregularities with the low bid, and the low bid was within the total project budget. LAG 84-006 is a ground lease for hangar and tiedown aircraft storage at 300 Airport Way. The periodic lease rate adjustment was effective September 1, 2011 and a 2009 market appraisal was used to determine the new lease rate of $0.62 per square foot per year. The old lease rate was $0.57 and the increase results in an annual revenue increase of $4,065.02. Northwest Seaplanes, Inc. leases a parcel on the Airport at 860 West Perimeter Road, consisting of 91,545.57 square feet at a current rate of $0.3674 per square foot, which will expire on December 31, 2029. On October 31, 2011, Northwest Seaplanes, Inc. was notified by certified letter that the City would be using the most recent market appraisal from 2009 to determine the new ground lease rate of $0.62 per square foot per year, for the period January 1, 2012 until December 31, 2017. The ground lease amount was increased by $23,124.41 annually as a result of the market appraisal rate. The term of the sublease is on a month-to-month basis, effective March 1, 2012, and cannot extend beyond the expiration of Bosair's lease. Bosair's lease expires July 5, 2020. The office space is required to operate an aircraft detailing business and is consistent with lease LAG 003-86. An Operating Permit and Agreement is ready for execution between the City and Clean Craft Detailing, Inc. for the sublease.
