Section l: Pursuant to the authority conferred by Cnapter 44 of
the �ession L�ws of 1935 of the State of Washin�ton, there is hereby
created a City Planning Corlmission, consisting of' twelve (12} r�embers ,
who shall be appointed by the 11�Tayor and coni'irraed by the City Council.
ihe term of of�'ice of the twelve members appointed by the I��ayor
shall be six years , but o�' the f irst 12 appointed, the term of two
shall end on the 2nd day of January 1945 and the terms o� two each of
the ten others shall expire in rotation on the �nd day of January of
each succeeding year. The terms of the first twelve members appointed
shall be fixed and designated by the �Tayor at the time o�' such appointmenta
Vacancies occurring oth�rwise than through the expiration of terms
shall be fillad for the une�ired terms. ��Zembers may be removed, af'ter
public hearirlg, by the Ty7ayor , with the approval of the City Council , �or
inefficiency, neglect of duty or mal�easance in office. The members
shall be selected without respect to political affiliations and t hey
shall serve jr�ithout compensation.
Section 2; The Plannirig Comm.ission shall have all of the pot�vers
and perform each and all of the duties specified by said Chapter 44 of
_ the 1935 �ession La�rvs of the State of Z�ashington, tooether with any
other duties or authoxity which may hereafter be conferred upon them by
the lat�,rs of the State o�' V�tushingtor, the performance oP such duties
and the exercise of sueh authority to be subject to ��ch and all the
limitations expressed in such legislative enactment or enactments . .
Section 3: The City Council may refer to the Planning Commission,
for its recommendation and report , any ordinance , resolution or other

proposal relating to any of "the matters and subjects referred to in ,'
s=.�id Chapter 44 of the 1935 Session Laws , and the Commission shall
prorlptly report to the Council thereon, makin� suc� reco?nmend.a�ions
and giving such counsel as it may deem proper in the premises ,
Section 4: All plats or �lans o�' subdivisions of land within the ,
City or proposed additions , as well a� dedications of streets and a lleys , I
offered to the City Council for accEptance shall f irst be subrnitted to �!
the Planning Co?�.mission for its recor�mendation and report , which renort I',
shall be made to thE Council within thirty (30 ) dnys after submission, I
or at such earlier date as the Council shall direct, !�
�ection 5: The Planning Commission may d��ignate one o� its mem-
bers to act as secre�ary without salary, or i� req_uested b� the co�mis-
sion the I+a�ayor shall designate a �nember o�' the paid staff of the City
� to serve as such secretary, who shall sErv� �,vithout additional compen-
sationo
Section 6s 4 majority of the membership of the Planning Coramis-
sion, not less than four of whom shall be appointed members , shall '
constitute a quorum for the transaction of business . An�T action taken '
bv a majority of those present when those presznt corstitute a c�uorum, '�
at an.y regular or special meeting of the Planning Comr�ission shall be
' �eemed and t�ken as the action of the Commission. I�
Seetion 7 : Ths Planning Cor,��.ission, at or before its �'irt rei;ular
meeting in February of each year, ahall make a full report in writing
to the City Council o� its transactions and expenditures , if any, for

the precedi�g year, �Nith such general recommEndations as to matters
covered by its pxescribed duties and authority as r,�.ay to it seem propere
