AN C?RDINANCE CREATING !� �UNICIPAL DEF�NSE CQ�d1TaSTON, PR�SGRIB--
ING I2S DUTI�S �€iND DECL�iFiING AN EI��RGENCY.
�`dhereas, the Pr�sident of the United States, by Execu�ive
Order signed on May 20, 1941, created the Office af C3.v�lian
Defense in the Of'f'ice ft�r �mergency Managemerit; and
�lhereas, the i�ffice of Civilian Defense has re�uested tn�
co-operation a�id assist�n�e af all mvnicipaliti.es in carryi.ng
ou� the Civili�n Defense program; and
�h.ereas, i.t is c�esirabl.e to co-ordinate aZl municipal
defenss activity in one municipal agency, �.otiv therefare,
BE TT OR�AINED BY THE COUNCIL OF THE CITY QF Renton, V�'ashing-
�an:
SEGTION I s 2he�e i s herebp created the B�un�.cipal Def ense
Commiss3an of the City of Renton, to be composed af the Mayc�r as
Chairman and such other persons, n.ot exceeding eleven in number,
as the l�a�or may a�point from time to time. The �ayor s�all desig-- �
nate on.e of the members so appainted as V3.ce �hairman. ivha shall p� I
the Co-ordinator far the City c�f .Kentan, ��Fa�h3ngton. �ach member
of the �iunicipal Defense Ccammission shall serve at the pleasure
of�he Mayor or un�il the re�eal of this ord�.nance.
SECTION II: The B�un�cipal Defense Cc�m�iss�.on 3.s hereby
authorized to expend v�ha�ever funds are appropr3.ated to carr�` out
the f�znctions of t�ie Defense Commission sub�ect, hov�ever, ta all
r�gulativns now �ravided by lav� governi.ng this municipality.
SECTSON III: Th+� �Iunicipal Defense Cammi�sion shall be
charged vla.th the du�y �af ca-erdinating all defense acti.vities of
this Citq'.
It shall:
(1) Co-ordinate the activities of r�unici.pal and private
agencies co-operating in the defense program;
(2} Keep in contact with the affice of Givilian Def�nse
to �he end that all re�uests and sugge�tians from that Office shall
� receive prompt and efficient response;
(3} Conduc� studies regard�.ng defe�.se probler�s of t�.e CitY
r��' Renton to the end that �he municipal ,gtivernment of tl�e City oF
Ren�on ��ill at all times b� abreast Qf tne problems of defense,
and inft�rmation d�sirsd by Federal agencies RTill� lae readily avail-
able.
(4) Survey existing facilities, pro�`fers of faeili�ies,
� services and ideas originating within the city and make appropriat�
di sposi tiorz of them;
{5) Aet as a elear�.nghouse on munic3.pal defense inf�r�atzc��.
for a11. gouern�ental and �ri�rate agancies eQ-operating �n tne
defense program;
(6) Direct informa�ion regarding �he defense progra.m to
all mun.icipal departments or agencies Urhieh are or may be affected
thereby;
{7} �Iake recommendations, from time to ta.me, for 3.m-
provements in the handZing of defense prab2e�.� aff`�c-��.ng the �ity
of �enton;
{8) Perform such other advisory f�nc�ions as may' be ra-
�ues�ed by ageneies ar departments of the .�'edera� Government in
canneetion �rith the Na�ional D�fense program; �

(9) Do �rhat�ver is necessary and proper subject to the pro-
vis�ons of Section 2, to carry out the intent and �urpose of
this ordinanc� in assisting proper local authorities in the
�rot�ction of Iife and property.
SECTTaN IV: The l�unicipal Defense Co�ission may sx-
pedite �rocedure by organizing itsglf into subcommittees and
may subdivide its �ork and prescribe such rules and regulations
as are not in conflict �ith the provisions of tnis ordinance.
It may rscommend, for adoption by the City Couneil, training
regulations. Tt may delegate the authorit� of preliminar�
hearings for dismissal of vol�antary t�orkers to the heads of
departnents.
The �unicipal Defe�.se Co�ission may appoint additional
committ��s to meet an.y em�rgency that may arise but shall
re�ort swme promptly to tY�e Council of the Citg of Renton
�rhich shall have the aut�.ority, at its . discration, to order
the discontinuance of such committee. Any person appointed
to any position created Lmder this ordinance ma�r be rQnoved
by the appointing atzthority for any reason. deemed by it to
be suific��nt.
SECTTON V: T�is oi�dinance s�ia�►1 be iY� fuZl force and
effect five days from and �..itsr its passage, aparoval and l.egal
publicatian.
