Section 2: That the cost aud ezpense of said improveineut, including all necessary and incidental
e�penses, shall be borne bp and assessed against the pro�erty included in the �ssessineirt c3isti•ict hereii�-
ifter created iu accordance with law. The City of Renton shall not be liable in anc manuer for any poi•-
� Lion of the cost and expei7se �of said improvement, escept as herein provided.

Section 3: That t3iei•e is 1lereby established a local inigrotiement disirict� to be called "Local i�u-
